Proposition 1 combines Senate Bill 326 (changes to the Mental Health Services Act) and Assembly Bill 531 (The Behavioral Health Infrastructure Bond Act of 2023). Proposition 1 will fundamentally alter the Mental Health Services Act. The MHSA (Proposition 63 in 2004) was a landmark achievement for California, designed by people with mental health conditions, family members, and health care professionals who wrote, qualified for the ballot, and passed the grassroots voter ballot initiative without the Legislature.
