MESSAGE FROM THE PRESIDENT

I’m presently in Kansas City attending the National Association of Chambers of Commerce Annual Meeting, and one of the benefits of doing so is learning about the successes of other state chambers. A good example is the work the Colorado Chamber did to cut duplicative and burdensome regulations.


The team in Denver brought on the help of two university consultants, ironically from Salisbury University in Maryland, to identify layers of executive orders and regulations that had accumulated over decades and created inefficiencies in state government as well as substantial costs to businesses of all sizes.


In one example, they discovered that a local barbershop would fill out eight times more regulatory-mandated paperwork compared with doctors who perform surgery. That’s not to say doctors should do more, but it certainly suggests that barbershops could do less. Governor Jared Polis, a Democrat, is very supportive of this endeavor and has directed his cabinet to undertake the necessary reforms to free up state employees and businesses alike. This is proof that meaningful change doesn’t always require new programs; sometimes it just takes clearing out the clutter.

This week’s key data points kick off tomorrow with consumer price index for July, the NFIB optimism index for July, and the monthly U.S. federal budget for July. On Wednesday, Fed Presidents Barkin, Goolsbee, and Bostic are delivering remarks, followed on Thursday with initial jobless claims and producer price index for July. We wrap up on Friday with a look at U.S. retail sales and the import price index for July, industrial production for July, and a first look at consumer sentiment for August.

 

AMC Entertainment, Dole, Getty Images, Mercury, and ZipRecruiter are among the long list of companies with earnings calls today. Tomorrow’s calls include Cardinal Health, CAVA Group, H&R Block, Luminar Technologies, and others. Cisco headlines Wednesday's calls, and is joined by Advance Auto Parts, Birkenstock Holding, Deere, Applied Materials, and Starz Entertainment, among others. Flowers Foods rounds out the week with a call on Friday.

Delaware's Regulatory Landscape

As of 2023, the Delaware Administrative Code contains 103,543 restrictions and 6.7 million words, ranking the First State as the 29th most regulated in the nation. Regulatory focus is particularly high in areas such as environmental protection, public utilities, and natural resources, which have more than 34,000 restrictions—exceeding the national average. Delaware also imposes significantly more regulations than average in policy areas like primary and secondary education and transportation, while health services, administration, and banking fall below national levels. Industries such as petroleum and coal products manufacturing, waste management, and chemical manufacturing face more than double the typical state-level regulation. Read more >
