'State of the City' Address as prelude to budget hearings

In his State of the City address earlier this month Mayor Kahlil Seren called it a “rebuilding year” -- and not only for a new form of government.
Motorists would also agree with that assessment on infrastructure, given the long-awaited Coventry Road resurfacing project added to an “already dizzying schedule” of sewer, waterline and roadway work after Cuyahoga County received no bids in 2022.
“We all experienced that ‘summer of construction’ in Cleveland Heights this year,” Seren said. “And for all the inconvenience that may have caused, the benefit of getting the work done is worth it.”
Seren noted at the outset that some might ask why he was giving a State of the City address in mid-November, on the heels of a general election and the customary barrage of “political nonsense” that accompanies it.
“But my timing has nothing to do with elections and everything to do with something that people pay much less attention to -- municipal budgets,” Seren explained.

As it stands now, City Council’s proposed allocation of $15 million in remaining federal pandemic relief funding will include a big shot in the arm for Coventry Village.
There may be some fine-tuning for any potential overlap through the city administration’s current 2024 budget hearings, but Coventry stands to receive over $1 million in American Rescue Plan Act (ARPA) funding.
The ARPA spending plan covers $500,000 in repairs to the city parking garage, $313,560 for the Coventry Village Special Improvement District (SID) for “miscellaneous projects, nonprofit business assistance and development” and $300,000 for Heights Libraries’ Coventry PEACE Park renovations.
It could be just what the doctor ordered for one of the city’s flagship business districts, which resident Julie Gierke warned council earlier could be “one or two retirements away from becoming a ghost town.”
Longtime anchors have been struggling since the summer amid 18 storefront vacancies. That adds up to roughly one-third of the available commercial space -- a statistic not lost on new City Administrator Danny Williams.

"To Cleveland Heights City Council and residents of Cleveland Heights:
As we enter the third year of my tenure as the first popularly-elected Mayor of the City of Cleveland Heights, it is my privilege to transmit the following estimate of receipts and expenditures for all departments and divisions of the City for the year 2024, as required by Article IX, Section 1 of the Charter of the City of Cleveland Heights.
As the following detailed financial estimates indicate, this proposed budget provides for budgeted expenses of $133,705,666, an increase of 3.1% from the 2023 amended budget. This increase is largely driven by the City’s required encumbrance of American Rescue Plan Act funds for various necessary capital projects, as further outlined later in this document, as well as the addition of several new staff and associated contractual and benefit costs. During 2022 and 2023, we initiated a number of reforms aimed at improving safety, promoting responsible and sustainable development, enhancing our communications with our residents, and preserving our City’s key assets and amenities..."

The Heights High Art Department is proud to announce that senior Johanna Carlyle and junior Emma Naypauer will have pieces exhibited in Otterbein University's 54th Annual Juried High School Art Exhibition. The AP Studio Art students’ pieces are included with 63 other artworks from 420 entries by 9th through 12th-grade students from across the state of Ohio and were selected by artist Chaz O'Neil.

Cities join fight against climate change | |

Some First Suburbs communities are doing their part in the global battle against climate change, and they are encouraging residents and businesses to join in.
Lakewood, Euclid and Cleveland Heights have adopted or are putting in place climate action plans designed to reduce greenhouse gas emissions and shift to sources of green energy. Though the problem spans the planet, the cities’ leaders know that adjustments at the grassroots are vital to making a difference.

Due to a University Heights construction project to install a sanitary relief sewer on Canterbury Road (from East Scarborough to Meadowbrook), a traffic detour will take place on the following Cleveland Heights roads for the duration of the project, which is expected to take 2-3 weeks: East Scarborough to Rinard to Meadowbrook.

Please do not place unwanted campaign yard signs in curbside recycling. Instead, please drop off unwanted campaign yard signs at the Cleveland Heights Service Garage, 14200 Superior Road.
Materials are recycled by Northcoast Recycling Specialists in Wickliffe. The plastic is marketed to compounders that convert the material into pellets for making items such as plastic bags and plastic toys. Paper is sent to a fiber recycler. The metal is recycled through a local scrap yard.

The next City Council meeting will be held on December 4, 2023, at 7:30 pm, in the Council Chamber.
It will be preceded by a Committee of the Whole meeting at 6:00 pm in the Executive Conference Room. Both meetings may be viewed live on YouTube.

Under the direction of David Gilson, the Western Reserve Chorale performs John Rutter’s Gloria and Daniel Pinkham’s Christmas Cantata with Brass and Percussion. Other works include traditional and newer arrangements of holiday choral favorites.
This is WRC’s first concert in its new home at the Church of the Saviour in Cleveland Heights. The concert is free, and donations are accepted.
The concert begins at 3:30 pm on December 3rd in the sanctuary of Church of the Saviour, located at 2537 Lee Road. Parking is FREE, located in the main lot and the adjacent lot on the corner of Bradford and Lee Road.

Coventry Village Holiday Fest, chili cook-off, and Lantern Fest coming up December 9 | Watch the Lantern Fest 2023 Promo | |
Connect with the Coventry Village neighborhood at the annual Holiday Fest and Coventry P.E.A.C.E. Campus Lantern Festival, which returns on Saturday, December 9, 2023. This free event will feature take-home crafts, photos with Olaf, The Grinch, and Santa Claus, and 100 local vendors throughout the Coventry Village business district, from 11:00 am until dark.
Businesses will be open and offering discounts, interactive workshops, and more all day.
The Grog Shop and B Side will host more than 40 local vendors at their annual Jingle Bell Holiday Sip n’ Shop, 11:00 am to 4:00 pm featuring food, music, and handmade goods.
Made Cleveland will be the judge at a Chili Cook Off, from 4:00 to 8:00 pm. Local restaurants and food pop-ups will submit delicious offerings for you to try. There will be a People’s Choice and Judges Award given to the top contenders. $10 admission includes a beverage, snack, and a sample of all of the chilis.

Artful and Coventry P.E.A.C.E. Campus will be hosting several workshops leading up to the event. On the afternoon of December 9, participate in crafting your own lantern to carry in the procession and take home.
The Lantern Festival procession will be led by the creator Robin VanLear and will feature live drummers, dancers, and larger-than-life “puppets.”
Carry your lantern (either the one you made at a previous workshop or one that you bring from home) on the route through the P.E.A.C.E. Park and the Coventry Village business district. The procession will wind its way back to the Coventry P.E.A.C.E. Building, where the evening will end with a holiday sing-along and cocoa. The procession will leave from the flagpole near the Coventry PEACE Building parking lot at 5:00 pm.
After the procession, come inside to warm up with some cocoa, cider, and cookies, and join the Singers’ Club of Cleveland in a sing-along of holiday classics. Continue to work on your lanterns or just sit and relax as this eventful day winds down. The sing-along and snacks will begin at approximately 5:30 pm.

Rainbow Pioneers is a social support group that serves LGBTQ+ individuals ages 50+. Rainbow Pioneers programming provides participants with a safe, affirming space and allows members to engage in a variety of activities ranging from Art Therapy to Joint Mobility Exercises.
