City Holds Second Public Meeting about

Setting ARPA Funding Priorities

On Wednesday, August 24, the City of Cleveland Heights held its second meeting asking the public for input about how the City should prioritize funds it received through the American Rescue Plan Act of 2021 (ARPA) at Monticello Middle School.

A video of the full meeting is available above.

The City continues to ask people to fill out a public input form to prioritize different possible areas of investment and suggest specific ways ARPA funds might be spent. To fill out the input form, please click here.

URBAN SWIM CLE Heights

Celebrates a Summer of Success

Earlier this summer, Mayor Seren brought in URBAN SWIM CLE Heights to change how the City of Cleveland Heights approached its learn-to-swim and drowning prevention programs. This week, the City of Cleveland Heights and URBAN SWIM CLE Heights celebrated a hugely successful summer with an end-of-season ice cream party at Cumberland Park.

URBAN SWIM CLE Heights is an extracurricular swim program founded by Heights residents and former NCAA national swimming champion Eddis Singleton, whose mission is to provide life-saving and developmental swim skills to minorities and disadvantaged populations. URBAN SWIM CLE Heights provided three sessions of hour-long swim classes at Cumberland Pool to children ages four and up—and to a handful of parents, too!

Their classes became one of the City’s most in-demand programs—every class sold out, with participation from more than 300 students and more than 160 families. Earlier this week, URBAN SWIM CLE Heights gave their students certificates to celebrate their accomplishments.

According to parent and Urban Swim CLE Heights participant Diamond Howard,

“…I have watched my children’s confidence in the water soar as well as my own. My 12-year-old daughter, who at one point could not even put her face in the water, now is working successfully on her freestyle swimming skills and backstroke. My 8-year-old son can now float on his back and front and doesn’t hold his nose anymore while in the water…

My children and I are so grateful to the staff at Urban Swim CLE for teaching us lifesaving swim skills that we can continue to build upon in the future. This is truly an exceptional program.”

Cuyahoga County Asks for Input

About Shareable Bikes and Scooters

You may have noticed more bikes and scooters across Cleveland Heights this summer and may have questions about them.

These bikes and scooters are called “shared mobility devices” and are available to rent for short rides around the city. They are activated through a smartphone app and user account.

Cuyahoga County is working with the City of Cleveland Heights, the City of Cleveland, the Northeast Ohio Areawide Coordinating Agency (NOACA), Bike Cleveland, and other area cities to expand the existing network of public bicycles and scooters to more Cuyahoga County residents.

One of the challenges of a shared mobility system is where to put the bikes and scooters. The project team and its consultants are developing guidance for organizing where these devices are placed.

They’ve created a “typology” for different hubs and stations and the equipment that could be placed at them based on the location's layout and activity. The six types of hubs they’ve identified are:

Type 1

High capacity (12+ vehicles) locations near large destinations and activity generators

Type 2

Medium capacity (6-12 vehicles) locations near secondary destinations or activity generators

Type 3

Low capacity (2-6 vehicles) locations near smaller neighborhood destinations

Type 4

Low capacity (2-6 vehicles) locations where fixed racks do not fit with space constraints

Type 3+4 Hybrid

Medium capacity (6-12 vehicles) locations with fixed racks and overflow area

Type 5

Medium capacity (6-12 vehicles) in-street locations near primary or secondary destinations

The project team has identified 15 possible hub locations in Cleveland Heights, and they are asking for feedback about their recommendations.

They have set up an information page and a map where you can pull up the proposed hub connections and make comments. The map contains all of the locations they are reviewing throughout Cuyahoga County. You will need to zoom in to see the locations that are in Cleveland Heights.

The project team needs your input to make sure they make the right recommendations for Cleveland Heights. The team will review our feedback and work through the approval process to purchase and install improvements next year.

Please take a few minutes and review the proposed locations before September 30, 2022.

Comments and Questions Requested

On Upcoming Projects

Monticello Boulevard Signals (PID 112809)

The City of Cleveland Heights is proposing a project that will upgrade six traffic signals located at intersections along Monticello Boulevard in Cleveland Heights, Ohio:

  • Monticello Boulevard and Lee Road
  • Monticello Boulevard and Forest Hills Boulevard
  • Monticello Boulevard and N. Taylor Road
  • Monticello Boulevard and Yellowstone Road
  • Monticello Boulevard and Noble Road
  • Monticello Boulevard and Belvoir Boulevard

This project also includes the removal of two (2) unwarranted traffic signals at:

  • Monticello Boulevard and Quarry Drive
  • Forest Hills Boulevard and Mt. Vernon Boulevard

Construction is currently scheduled to begin in 2023.

Lee Road Resurfacing (PID 112874)

The City of Cleveland Heights has proposed a project that will include asphalt resurfacing of Lee Road from Mayfield Road to Superior Road in the City of Cleveland Heights, Ohio. The project will include upgrades to Americans with Disabilities Act (ADA) curb ramps, pavement repairs, curb replacement, and pavement markings. Construction is currently scheduled to begin in early 2023.

The City of Cleveland Heights welcomes questions and comments about both of these projects. Issues that may be addressed include, but are not limited to:

  • The effect of the project on local residents
  • Air quality
  • The local economy
  • Floodplains, and
  • Historic or cultural resources

At this stage, the City cannot provide specific information about potential real estate acquisitions for either project. If necessary, a representative working for the City of Cleveland Heights will contact property owners whose properties may need to be acquired to discuss the right-of-way needs, the acquisition process, and their rights under that process.

Please submit comments or questions for the Monticello Boulevard Signals Project by September 1 and for the Lee Road Resurfacing Project before September 26, 2022, to Joe Kickel, Assistant Director of Public Works, City of Cleveland Heights, (216) 291-2470 or [email protected] to ensure there are considered during the project’s development.

Coventry Street Resurfacing Update

The City of Cleveland Heights had planned to resurface Coventry Road in 2022, but received no submissions when it placed the project out for bid. The City plans to rebid the project with the intention of completing the project in 2023.

NOPEC to Lower Electricity Bills by Temporarily Switching Customers Back to First Energy

Last week, in response to high electricity bills from the Northeast Ohio Public Energy Council (NOPEC)we reminded residents that they could get their electricity at a lower price by opting out of NOPEC and dropping back into First Energy’s default program.

This week, opting out is no longer necessary. NOPEC is temporarily switching customers who are enrolled in its standard governmental electric aggregation program back to First Energy, which is currently providing electricity at a lower price.

According to NOPEC:

"NOPEC was formed to protect your interests in the energy marketplace and believes that you will pay a lower price if you temporarily receive electricity through your electric utility during the next several months.

As such, NOPEC is returning your account to the electric utility beginning with your next meter read, which may take one to two billing cycles. There is no action required by you and as a reminder you will not be charged a fee from NOPEC to make this change."

NOPEC’s aggregated electricity costs are usually a good deal for consumers, but due to volatility in the energy markets, costs are now higher than usual. First Energy locked in its prices last year before energy prices went up, so its bills to consumers are, for now, lower than NOPEC’s.

The Cleveland Heights Happy 5k/10k Race Returns!

Sunday, October 2, 2022

We LOVE the Happy 5k/10k race. It showcases the best of Cleveland Heights and raises a lot of money to pay for community recreation scholarships for young people through the Cleveland Heights Youth Scholarship Fund--more than $40,000 during its first four years.

Two weeks back, we started listing OTHER reasons we love the Happy 5k/10k race.

  • Reason #1 was that you get to run in costume.
  • Reason #2 was that you get a chance to outrun the Mayor

Here's Reason #3:

You can compete as a team!

Running in the Happy 5k/10k race needs to be one of your 2022 #SquadGoals! Your team can be anyone—friends from your graduating class, musicians from the ska band you used to play with in high school, the most enthusiastic members of your book club...

Find some folks willing to show up with you and REPRESENT!

And, if you're a Cleveland Heights merchant, like Team Wine Spot above, why WOULDN'T you want to put together a team?
