New Section 301 Tariffs on Chinese Imports Anticipated on Feb 1st, 2025



President Donald Trump on Tuesday warned that even more tariffs could be coming as soon as next week: This time China was his target, as Trump threatened to unleash a wave of higher taxes on imports from America’s second-biggest trading partner.


In an Oval Office press conference that echoed similar off-the-cuff remarks on Monday, Trump said that he is considering a 10% across-the-board tariff on all Chinese goods starting as early as February 1.

CBP Releases Export Manifest Proposed Rule



On January 7, U.S. Customs and Border Protection (CBP) published a Notice of Proposed Rulemaking (NPRM) regarding the Electronic Export Manifest (EEM) for rail transportation. This long-anticipated rule marks a significant milestone, as the EEM NPRMs have been in the works over the past several years.


The proposed rail NPRM covers goods departing the United States via rail, including those transported by rail across the U.S. border to load onto vessels for export at Canadian or Mexican seaports. Once implemented, CBP will require EEM filings in the Automated Commercial Environment (ACE) at both the house and master bill levels for all goods departing the United States.


Unlike the existing Electronic Export Information (EEI) filings submitted through the Automated Export System (AES), which are not required for all exports, EEM filings will be mandatory for all rail exports. Importantly, EEM filings will not replace EEI filings; the two filings are distinct and separate.
