One year ago this week, Governor Carney released his Climate Action Plan with the goal of reducing greenhouse gas emissions, maximizing resilience, and more. Then, in June, the plan became a legislative proposal (review it here and tell us your thoughts) and if enacted, would have had the power and effect of law. That is significant because plans are easily modified as conditions change, while public laws require an act by the General Assembly, action from regulators, and more.
State Chamber members—regardless of industry, business size, or location—need to pay very close attention to what we anticipate will be a very active time for environmental policymaking in Delaware. We expect to see proposals that will impact manufacturing, agriculture, construction, the service and hospitality sectors—everyone. And while all of us are committed to clean air and water and managing our waste products responsibly, there is a delicate balance between “leaning into these issues” and separating Delaware from others in ways that is costly and ineffective. Yes, we all need to do our part, and that’s why businesses invest in better technology to manage their environmental footprint, address customer expectations, and have sustainability programs. Business groups and other stakeholders are already meeting with DNREC Secretary Garvin and his staff on these and other important proposals. Air blows across Delaware from surrounding states, drinking water runs from underground aquifers hundreds of miles from here, and what washes ashore on our beaches is dependent upon the currents. Attention to these issues is important, but nothing happens in isolation and other factors need to be considered too.

September job openings and “quits” are public on Tuesday. Fed Chairman Powell hosts a press conference Wednesday, and Q3 rental vacancy rates are released too. Thursday brings us September factory order data, while Friday sees October unemployment figures and average hourly earnings.
Earnings calls this week include AFLAC, Advanced Micro Devices (AMD), Chesapeake Energy, Electronic Arts, and Simon Properties on Tuesday. CVS Health, Fisker, Norwegian Cruise Line, and Under Armour are scheduled for Wednesday. Coinbase Global, Marriott, Moderna, NRG Energy, DraftKings, and Hershey Foods are among others with calls later in the week.
