A word from the director: 



On behalf of the entire Center on Governance team, I wish you an excellent start to your academic and professional activities. This year is a special year for us as we are celebrating the Centre's 25th anniversary. The Center was founded in 1997 by Professor Gilles Paquet who unfortunately left us a few years ago. Professor Paquet made a significant contribution to the development of the field of governance as a subject of study throughout his career. My predecessor was none other than the illustrious Professor Caroline Andrew who directed the Center for ten years. It is therefore with modesty and pride that I have been leading this institution for four years now, with the support of an extremely dedicated team made up of Anna Bogic, the Center's coordinator, and Mahyar Sherafat Naseri who acts as the project coordinator.



The Center is made up of some fifty professors, affiliated researchers and students who carry out their work on topics related to the Centre's main research areas. The Center maintains an important partnership with the School of Political Studies of the Faculty of Social Sciences, whose support is essential to its operation and development. The Center also benefits from the work of a diversified, experienced and committed Board of Directors that contributes to the main orientations, the development of research activities, the transparency and the accountability of the administrators. In the coming weeks, we will announce several commemorative activities to mark this important milestone in the history of the Center on Governance. The U.S - Mexico Border as a Space of Human Rights Claiming and Ruling

Human rights are typically seen as rooted in the nature of humanity, yet in practice nation-state boundaries limit the scope of both rights and remedies. Neither border lines nor walls nor laws, however, are as objectively firm as they seem; especially in administrative practice, they require a constitutive space of debate, interpretation, and judgment to make real. This paper will describe a conceptual framework for understanding human rights as a contested, aspirationally democratic space of claiming and ruling, using the U.S.-Mexico border as an illustration.

CoG welcomes Fulbright Fellow Prof. Maria Veronica Elias

The Centre on Governance is very pleased to welcome Professor Maria Veronica Elias who will be conducting research at the University of Ottawa from September to December 2022. Prof. Elias is a Fulbright Fellow at the Centre and Assistant Professor at the University of Texas, San Antonio.


She will work with academics and liaise with government officials and policy makers to explore Canada’s border policies, particularly during COVID-19. She will explore how Canada managed its borders during the pandemic, and compare that to her previous work on the United States’ Southern border policies. She will also study how decision-making processes and human rights considerations influence border policies between nation states.

Congratulations to Prof. André Lecours on joining Royal Society of Canada!


The Centre on Governance is very proud to announce that Dr. André Lecours, Professor in the School of Political Studies and Research Director at the Centre on Governance, has been elected to the Royal Society of Canada. This is the highest distinction that can be awarded to those engaged in scholarly endeavours or working in the arts or sciences in Canada.

The Centre on Governance would like to congratulate André Lecours, professor at the School of Political Studies and research director at the Centre on Governance, on receiving the Faculty of Social Sciences (FSS) Excellence in Research Award. This award is granted to a member of the teaching personnel who has earned distinction for his or her unit and Faculty because of the importance and exceptional characteristics of his or her research work. Professor Lecours is director of the research network Federalism and Multilevel Governance at the Centre on Governance.
