This talk draws on current research examining the varieties of executive federalism and presents original comparative data compiled from four federations: Australia, Austria, Canada, and Switzerland. Following in the spirit of neo-institutionalism, the talk will examine the relationship between legislative structure and policy making in these federations, focusing especially on the relationship between different configurations of regional proportionality in central legislatures and how these configurations correspond to patterns of intergovernmental policy coordination in specific policy fields, notably the fields of fiscal federalism and higher education.


The event will be in English, with bilingual Q&A.

Patrick Desjardins

Research Associate at the Centre on Governance at the University of Ottawa, and a PhD candidate in Political Science at York University, Toronto. His research and writing interests focus on comparative federalism and policymaking, Canadian government and politics, and minority nationalism and minority language rights. He is particularly interested in how institutions shape public policy and political conflict in each of these fields

Canadian Border Management in Times of COVID 19: An Exploration of Policy Narratives

Save the date! On December 1st, the 2022-2023 Fulbright Research Chair Professor María Verónica Elías will present some preliminary findings on border management policy narratives in Canada since the start of the COVID-19 pandemic. The author will discuss different stakeholders’ narratives pertaining to border transit, with special attention to migration restrictions.

25th Anniversary of the COG and Launch of the Book The Inclusive City

We are currently preparing a joint event to mark the 25th anniversary of the Centre on Governance (1997-2022), which will also be the occasion for the launch of the book tribute to Professor Caroline Andrew, who marked one of the chapters in the history of the Centre on Governance and the Faculty of Social Sciences as a whole. 


This book edited by Guy Chiasson and Anne Gilbert is published by the University of Ottawa Press with the support of the Centre on Governance. It will be an opportunity to celebrate the work and life of one of the most eminent professors of the Faculty of Social Sciences at the University of Ottawa as well as all the other artisans who have contributed to the vitality of the Centre on Governance since its creation in 1997.

Congratulations to Professors Anne Mevellec and Linda Cardinal for the publication of their article


Congratulations to the researchers of the Centre on Governance, Professors Anne Mevellec and Linda Cardinal for the publication of their article entitled: "More than 50 years after its adoption as official policy, bilingualism in Ottawa remains symbolic" in The Conversation!


This article discusses the issues surrounding the bilingualism policy that the City of Ottawa has had since 1970. However, when it comes to the recruitment of bilingual municipal executives, the policy has been difficult to implement. Thus, on the eve of the Ontario municipal elections, the context is propitious to put forward the needs and needs and demands of Francophone groups.

The Center on Governance the Newest Member of the International Association of Centers for Federal Studies

   The Center on Governance is the newest member of the International Association of Centers for Federal Studies (IACFS). On the strength of its ‘Federalism and multi-level governance’ research axis led by Professor André Lecours, the CoG was officially welcomed within the IACFS at its annual conference held in Bilbao (Spain) between October 27 and 29, 2022. Membership in the IACSF will allow CoG’s affiliated professors and graduate students to present and disseminate their research to an international multidisciplinary audience, and it will contribute to the promotion of the University of Ottawa and its Faculty of Social Sciences across the world.
