American Councils is pleased to present Mr. Bashir Goth, Somaliland’s Representative to the United States, as the next speaker in our Coffee and Conversation virtual event series. The event will feature a presentation by Mr. Goth followed by a conversation moderated by Dr. Carter Johnson, American Councils Regional Director for Moldova, Poland, Romania, and Russia, centered on the Somaliland’s history and education system, as well as its relationship with the U.S. and Africa. The discussion will offer insights into this vital, complex, self-governing territory, and its importance as an internationally unrecognized country on the horn of Africa that broke away from Somalia in 1991 after a civil war and continues to defy expert predictions by remaining peaceful and democratic. American Councils is grateful to Mr. Goth for providing his expertise and looks forward to hosting a spirted non-partisan discussion on these topics.

Bashir Goth is the Somaliland Representative to the United States. He has decades of experience as a journalist, translator, media and corporate communications advisor, and diplomat. The author of numerous articles and essays in English and Arabic on political, business, cultural and social issues, many of which have been translated into other languages or referenced in academic texts, Goth has contributed to Newsweek, The Washington Post, and many other leading Middle East and African newspapers such as the Khaleej Times, Gulf News, Addis Tribune, and the Sub-Saharan Informer. His name is included in the book “Muslim Women Reformers” by Dr. Ida Lichter as one of the “Muslim Men Activists” for women rights. He is also a cultural custodian and pivotal figure in modern Somali poetry. Goth graduated from Somali National University with degrees in English literature and history, and holds communication and change management diplomas as well as professional certifications in project management, conflict resolution, and crisis communication management. He is a longtime advocate of community-development projects, particularly in the fields of education and culture.

Carter Johnson is a Regional Director at American Councils for International Education, overseeing Russia, Poland, Romania, and Moldova. Carter was previously the American Councils Country Director in Turkmenistan (2009-2011) and Country Director in Russia (2011-2014). He holds an MSc from the London School of Economics and a PhD from the University of Maryland, College Park. Prior to American Councils, Carter served as a research analyst at the European Bank for Reconstruction and Development in London (1999-2000), a Visiting Faculty Fellow at the National University of Uzbekistan (2000-2001), and Academic Coordinator for the Civic Education Project covering Belarus, Ukraine, and Moldova (2001-2003). Carter’s academic research has been published in World Politics, International Security, and the Washington Post. In 2021 his book, Partition and Peace in Civil Wars, was published by Routledge.
