Dear Neighbors,

Tuesday, February 22, there will be a new morning traffic pattern for student drop-off at Colgan High School. The change is being initiated to improve traffic flow and reduce congestion. I know Colgan is not unique in this regard. Other schools have challenges specific to them and work is being done to analyze and find solutions.

What struck me about this solution was the collaborative approach in rolling out the change. PWC Public Schools' Department of Risk Management and Security Services is working with PWC Department of Transportation, PWC Police Department, and Virginia Department of Transportation to ensure a smooth transition. This reminds me of a quote attributed to Helen Keller, “Alone we can do so little. Together we can do so much.”

I believe we can do more for the residents of Prince William County if we remain open to working together. This was one opportunity. I am looking forward to having more.

Department Tours and Talks
 Department of Facilities & Fleet Management
Led by Director Matt Villareale the Department of Facilities & Fleet builds County facilities, manages office space, maintains buildings and grounds, keeps vehicles on the road, and performs a variety of services to ensure the County government is up and running. Re-accredited in 2020 by the American Public Works Association, the department recently received a 2022 Project of the Year and three Honorable Mention awards from the Mid-Atlantic Chapter (issue 103).

Facilities and Fleet Management also assists community members and organizations in reserving meeting spaces in several County buildings and investigate Americans with Disabilities (ADA) complaints. As a local government, PWC is subject to Title II of the ADA. Title II protects qualified individuals with disabilities from discrimination on the basis of disability in the services, programs, activities, or benefits of all State and local governments.

Library Program
Monday, February 14, Chair Wheeler participated in PWC Public Libraires' Blind Date with a Book program at the Montclair Branch in Dumfries. Branch Manager Ha Hoang assisted Chair Wheeler as she selected her wrapped book from an intriguing description and gave her a tour of the branch. The description on the book Chair Wheeler selected was "Interlocking fables about nine remarkable strangers who are summoned in different ways by trees for an ultimate brutal stand to save the continent." She unwrapped her book to find The Overstory by Pulitzer Prize winning author Richard Powers.
Prince William Circuit Court
Thursday, February 17, Chair Wheeler met with Chief Justice, the Honorable Kimberly A. Irving, of the Prince William Circuit Court (issue 101) about the continuing operations and needs of the court. The 31st Judicial Circuit Court of Virginia is the trial court of general jurisdiction in PWC and has the authority to try a full range of both civil and criminal cases. Civil cases involve disputes essentially private in nature between two or more parties; criminal cases are controversies between the Commonwealth and persons accused of a crime. Only in the Circuit Court is a jury provided for the trial of many of these disputes and controversies.

PWC Community Transmission
The Prince William Health District COVID-19 Dashboard for February 14 continued to show improving COVID-19 numbers with 188 new cases per 100K in the last seven days and 9.1% positivity rate (the February 7 dashboard in issue 103 showed 310 new cases and 13% positivity rate).

Free Test Kits at Libraries
February 21 through 26, the County will distribute free, at-home COVID-19 test kits at the libraries while supplies last. Residents do not need a library card or proof of residency to pick up a free testing kit. A maximum of two test kits per individual may be requested. It is suggested residents call their desired library location to ensure kits are still available.

New Tool for Isolation and Quarantine
It is important to know how long you should isolate after testing positive for COVID-19 or quarantine after exposure to COVID-19. The Virginia Department of Health has developed an online, user-friendly Isolation and Quarantine tool to help. Simply enter the date of your first symptom or exposure to receive vaccinated and unvaccinated isolation or quarantine guidance.
Flexible Testing Center Opening
Following closure of the COVID-19 Community Testing Center (CTC) at Pfitzner Stadium in Woodbridge (issue103), the Prince William Health District will be providing flexible community testing through the CTC+ initiative. The vendor operated van will travel throughout the region in support of expanding testing to communities that have low access. Upcoming CTC+ events will be:
  • Saturday, February 19, from 8:00 am to 4:00 pm, at the Bull Run Library in Manassas.
  • Tuesday, February 22, from 8:00 am to 4:00 pm, at the PWC Ferlazzo Building in Woodbridge.
  • Saturday, February 26, from 8:00 am to 4:00 pm, at the Bull Run Library in Manassas

More information about CTC+ testing:
  • Free COVID-19 testing is available to everyone 3 months and older.
  • Children must be accompanied by a parent of legal guardian.
  • ID and insurance card are not required.
  • No appointment is needed; simply walk up.
  • Only PCR test are administered (no rapid tests) with results in 3-4 days.

Community Meeting
Saturday, February 19, from 9:00 am to 11:00 am, Director David Sinclair of the Office of Management and Budget will present the Proposed FY2023 Budget and the Proposed FY2023-2028 Capital Improvement Program (CIP) at a live virtual community meeting. Participants will have the opportunity to ask questions during the session. Registration is required and can be completed here.

Additional Public Engagement Meeting
Thursday, March 3, at 6:00 pm, the PWC Planning Office is hosting an in-person community meeting on the Data Center Overlay Comprehensive Review at the Gainesville High School Auditorium. An open house by County agencies will be followed by public comment time at 6:30 pm. This is an opportunity for the public to provide in-person comment prior to the development of a draft overlay map. There will be no formal staff presentation. Pre-registration to speak in person is not required. Virtual public comment will not be available. This meeting replaces a cancelled in-person portion of a public engagement meeting on January 20 (issue 99).
Environmental and Energy Sustainability Officer
PWC has hired Giulia Manno as the new Environmental and Energy Sustainability Officer in the Office of Executive Management. She will join PWC on March 21 focusing on facilitating the creation of PWC’s energy and sustainability master plan. She will also be kicking-off the first meeting of the Sustainability Commission soon after her start date. Ms. Manno brings over 10 years of experience in supporting large institutions and communities in reducing their environmental footprint.
She was an Environmental Analyst in Corporate Responsibility at the World Bank. Prior to that position, she was a Program and Metrics Manager in Georgetown University’s Office of Sustainability. There she led efforts to create a strategic sustainability plan and managed national waste reduction programs with environmental non-profit, Keep America Beautiful. Ms. Manno holds a master’s degree in Conflict Analysis and Resolution and a Bachelor of Science degree in Conservation Studies, both from George Mason University.
The creation of this position follows environmental and sustainability actions in 2021 by BOCS to include:

  • Adoption of the Fiscal Year (FY) 2022 County Budget which allocated funding for a Sustainability Program.
  • Adoption of the County’s 2021-2024 Strategic Plan which added two additional strategy areas, Environmental Conservation and Sustainable Growth.
  • Creation a Sustainability Commission to make recommendations to the BOCS for a Community Energy/Sustainability Master Plan. 
Tutorial on Grant Application Platform
Tuesday, February 22, from 10:00 am to 11:00 pm, the Human Services Alliance of Greater Prince William (The Alliance) is hosting a virtual tutorial on using the online Foundant grant management platform to complete and submit a proposal for the ARPA Community Grant Program (issue 102). The period to submit project proposals requesting funding from the grant program opens Friday, February 18 at 9:00 am and closes Sunday, March 13 at 11:59 pm. Learn more about the program, to include watching a video recording of a recent informational session, here.
Record Year for Small Businesses
The PWC Department of Development Services’ (issue 100) Small Business Program achieved its highest yearly results on record in 2021 with 401 small business owners “Open for Business.” This number reflects an increase of 80, compared to 2020. The last quarter of 2021 had the highest volume in any quarter in the past three years and yielded the largest square footage for the year, with 145,526 square feet of occupied space. Yard Waste Program Resuming
The County Yard Waste program (issue 82) is resuming March 1. Curbside collection will take place weekly, separate from trash and recycling. To ensure collection, residents must place yard waste in biodegradable paper bags or containers labeled “Yard Waste.” Labels are available at the PWC Landfill and Balls Ford Road Compost Facility. Self-made labels are acceptable. Plastic bags cannot be used. The program runs from March through December.

School News
Mask Bill Signed into Law
Wednesday, February 16, Governor Glenn Youngkin signed Senate Bill 739 (issue 103) into law, ending school mask mandates. The legislation passed through the Virginia General Assembly quickly, clearing the Senate last week and House of Delegates on Monday, February 15. The bill requires schools to comply no later than Tuesday, March 1.
New PWCS Mask and Quarantine Guidance
PWC Public Schools (PWCS) Superintendent, Dr. LaTanya D. McDade, issue a detailed statement Friday, February 18, on new mask and quarantine guidance. Impacted families are encouraged to read the statement in its entirety. A few key excerpts from the statement on masks are provided below
  • "Masks are no longer required for PWCS students at school effective Tuesday, February 22."
  • "Masks will continue to be required by federal rules for adults and students riding on school buses and for students and adults in Head Start Pre-K classrooms."
  • "Visitors to PWCS schools and offices are encouraged, but are not required, to wear masks. PWCS will continue to provide a mask should visitors prefer to wear one."
  • "Employees of PWCS are subject to the Virginia Infectious Disease standard under the Virginia Department of Labor, which requires employers, by law, to have all employees, both vaccinated and unvaccinated, wear masks in times of high and substantial community transmission. As PWCS is currently in high community transmission, all PWCS employees must continue to wear masks."
County Happenings
Calling All Thespians
Registration is open for series of intensive introductory courses by the Clearbrook Center of the Arts, a member of the Prince William County Arts Council (issue 80), and HAW Productions. Students taking Acting for Stage and Screen will be coached on basic acting skills and stage movement techniques. Musical Theatre students will work on singing technique, acting through song, and participate in singing lessons.

Courses are 4 hours per week for 8 weeks starting in mid-March. Students will be preparing and performing a program of work that will showcase professional potential. Adult classes are for ages 16 and older and Youth classes are for ages 7-15. No prior experience is needed. Learn more and register here.
Registration Opening Soon
Registration opens Tuesday, March 8, for PWC Department of Parks, Recreation, and Tourism's Summer Camps. Specialty camps will range from arts to sports plus everything in between. Full day traditional style summer camps for ages 3-17 will have popular themes each week at 14 locations throughout PWC. County Kudos
A 'Lovely' Day
Congratulations to the 32 couples who said "I Do" at PWC Valentine's Wedding Day Event. Clerk of the Circuit Court Jacqueline Smith (issue 101) officiated the ceremonies, making this the fourth year she has officiated a string of Valentine’s Day weddings (non-consecutive due to COVID-19). The Monday, February 14, event was held at Three Monkeys Pub and Chophouse in Manassas.

Prince William County is located 25 miles south of Washington, D.C., and is the Commonwealth of Virginia’s second-most populous county with approximately 482,000 residents.
