College Hill Reservoir Replacement Project

July 28, 2025

Dear Neighbor:

Contractors are preparing for a large concrete pour for the floor of the south tank, which is currently scheduled for 7 a.m. on July 31. See below for details on this and other project happenings.

Concrete Pour

The base of the tanks will be poured in four, wedge-shaped sections. Rebar installation and forming is nearing completion for the first section of the south tank. On the day of the pour, there will be an influx of trucks delivering concrete in the morning. Truck traffic should slow by midday once the pour is complete.

Framing for the first section of the base of the south tank, which will be filled with concrete.

Concrete Pumping Equipment and Crews Mobilizing Early

The concrete pump truck, concrete testers, concrete placement crew, and EWEB inspectors will begin arriving at the site and setting up for the pour around 6:30 a.m., so they will be ready to begin pouring the concrete at 7 a.m.

In addition to the crew required to place and finish the concrete, there are two separate concrete inspectors onsite, one employed by the concrete supplier and another contracted by EWEB. The inspectors take samples from every batch of concrete poured. Samples are cured and tested for strength after 7, 21, and 28 days to ensure the quality and strength of the concrete.

An Early Start to Beat the Heat

The floor slab pours require more than 25 trucks of concrete to be placed before the hottest time of the day, which allows the concrete to stay workable and gives the finishers enough time to finish the concrete. Concrete cures faster in the heat, so contractors will aim to start pouring promptly at 7 a.m. to allow for the pour to be completed before the heat of the day. The team has directed trucks to stage on site for the pour, but there may be periods where trucks are stationed on Lincoln St. waiting to enter the queue.

Intersection and Street Closure Update

Preparing the entrance to the tunnel has taken a few extra days due to excavation delays. Tunneling and road closures are now scheduled to start the week of August 4 and last until the end of November. Signage will be placed ahead of time. Read more about the pipes and tunneling process on our tunneling page.
