College Hill Reservoir Replacement Project

July 8, 2025

Dear Neighbor:

With permits in hand and the mobilization of heavy equipment at the project site, our contractors have begun the next phases of construction: the inlet and outlet pipes at the base of the tanks and underground excavation for the tunnel installation.

Constructing the Base of the Tanks

To begin constructing the floor of the tanks, the 24” inlet/outlet pipe and drain pipe need to be constructed through a concrete drain sump. The drain pipe will be located in the lowest spot in the tank, making future maintenance easier. The first concrete pour for this work is tentatively scheduled for July 8.

Following the pipe installation, floor slabs will begin to take shape. Each tank will have four floor slab pours, and each pour will require approximately 45 concrete trucks. These pours will start as close to 7 a.m. as possible upon delivery of the concrete. After the concrete is placed, crews will work on finishing the concrete floor throughout the rest of the day. The concrete trucks and the concrete pumper truck will create truck-type noise, but afternoons should be quieter once finishing work is underway.

Excavation of the Tunnel Shaft

A subcontractor, JW Fowler, has almost completed excavation for the tunnel launch shaft. Tunneling is expected to start July 28 and least until the end of November.

The intersection at Lincoln and 23rd will be closed entirely during the construction of the tunnel. Neighbors should plan alternative routes. Read more about the tunnel and pipeline work on the project website here.
