Spring Runoff
| A mid-March storm dumped heavy snowfall across much of Montana to the delight of skiers and a tentative sigh of relief to folks worried about the upcoming fire season. Despite the exceptionally mild winter, Montana’s snowpack at high elevations as of late March have fared reasonably well with near-average levels. Although snow water equivalents remain mixed at lower elevations, the Helena Valley area is slightly above normal (around 104%) as of late March. For nearly 20 years, the City of Helena has been working to promote sustainability and conservation projects throughout the community. One of the most interesting projects is the Red Mountain Flume; a 5-mile-long aqueduct system that diverts runoff water from spring snowmelt to Chessman Reservoir, supplying the City with a large portion of its treated water supply. The 103-acre Chessman Reservoir holds approximately 7 billion gallons of water. The Sustainability page on the City’s website states that “Without Red Mountain Flume feeding water to Chessman Reservoir the City would be reliant on the Missouri River Treatment Plant which costs over 500% more money and energy to operate.” Helena is in the middle of a large-scale flume improvement project. Segments of the flume where water travels in ditches, are set to be replaced to improve water retention. Water retention is a critical component of both public and private development. Retention ponds can be found throughout Mountain View Meadows engineered to mitigate the impact of a 100-year storm and release water at a rate that would run off of undeveloped land. That rate is intended to be equivalent to what the land would not have absorbed prior to the introduction of streets, sidewalks, buildings and other infrastructure. Streets, curb and gutters also play a key role in directing storm runoff to water retention facilities to eliminate flooding and negative impacts caused by severe weather events. | |

| In and around Helena you’ll find some of the best hiking, biking and camping in the whole state of Montana. It’s one of the reasons Helena is so popular with outdoor enthusiasts. Although Helena does not appear on the U.S. Forest Service’s Grizzly Expansion Map, nearby recreational areas do. The session features local grizzly activity updates, bear safety tips, and hands-on (inert) bear spray practice. Topics include conflict avoidance, reporting bear activity, and electric fencing grants. “Since I am not a local bear expert,” said Franzluebbers, “this is where Brad, Danielle and Amber come in to share their expertise in different roles working with grizzlies and black bears in the region.” Registration is encouraged, and the event is open to anyone living, working or recreating in bear country. Spring has sprung! That means that the traditional season for home buying is shifting into high gear. The holidays, uncertainties about rising fuel and energy prices and higher construction costs have kept buyers on the sidelines hoping to wait it out for better days. However, with mortgage rates holding reasonably steady at below average rates*, getting a mortgage preapproval now will help lock in your rate through the most active months ahead, giving you a competitive edge when vying for your new home.
But is it wise to lock in a rate? What if the rates go down? According to Yahoo! Finance, you can alleviate the stress of the now-or-wait game with something called the rate float down. A mortgage rate lock is a commitment from a lender guaranteeing that the interest rate on your home loan will remain the same until the day you close on the house -– provided it closes during the dates set in the rate lock agreement. With a rate float down, you can still get a better rate if the rates dip below your rate lock. But it’s not free! According to Yahoo! Finance, most lenders charge .5% to 1% of the loan amount to exercise the float down option.
What about a buy-down option? Rocket Mortgage explains that a buydown is a way for a borrower to obtain a lower rate by paying “discount points” upfront at closing. By purchasing discount points, the interest rate is lower for the term of the loan. The cost of each discount point typically equals 1% of your loan amount and lowers your interest rate by .25% per point.
Why wouldn’t you just refinance your home mortgage if interest rates drop? That’s an option worth considering. However, once again, refinancing comes at a price. According to Rocket Mortgage, you can expect to pay closing costs to refinance your mortgage at a range of 3%-6%. When you refinance, you pay off your existing mortgage with a new home loan with more favorable terms. If the savings over the course of the new loan more than offset the closing costs, then refinancing to a lower interest rate makes sense.
What borrowing option is right for you? The answer -– know your numbers and “Pay attention to market dynamics!” says Yahoo! Finance. If interest rates have been stable, locking in the rate early may not be necessary. If rates are falling or likely to drop, wait a bit before locking in the rate. If interest rates are rising or unpredictable and you know you can’t afford a mortgage at a higher interest rate, lock it down as soon as possible.
Your best bet? Consult a lender you trust.

| Mary Lee Van Voast has spent the past four years maintaining the planting beds in the Pergola Park at the corner of Stacia Ave. and Alice St. Recognized along with three other worthy nominees -– Knoah Geiszler, Chris Rowley and Jerry Guay -– for their outstanding community service, Mary Lee was honored as the 2026 Neighbor of the Year at the annual HOA meeting March 10th at the Opportunity Bank Conference Center. “She is such an asset to the community,” said HOA Board member, Rebecca Ryland. “Mary Lee is not only a wonderful neighbor, but a gracious volunteer working tirelessly to maintain one of our beautiful community assets for the benefit and pleasure of all.” It came to light after receiving the award that Mary Lee has also taken on the responsibility of helping maintain landscaping at the home of an older neighbor who is losing her eyesight. “I would like it if someone helped me when I get older,” said Mary Lee. 1. 3RD ANNUAL SPRING FLING! Like to run & play? Do you enjoy baking? Maybe you just like hanging out with other nice folks on a Sunday afternoon? Whatever the case, save the date for the 3rd Annual Spring Fling Sunday, May 3rd at the Peace Park sponsored by the Mountain View Meadows HOA. New activities at the Fling include a Kids stick horse race and lots of fun lifting and laughing under a colorful 20’ diameter parachute. Event coordinator April Kortz will soon send out a schedule and details of all the afternoon activities starting with an egg hunt at 1:00 PM and finishing with the Flying S Foot Race at 4:00. This fun afternoon of family-oriented activities are open to all MVM residents, families and friends.

Bird watching?! Really? 96 million Americans claim to be birders so there must be something to it, right? So why not give it a shot? If nothing else, it gets you hiking outdoors where you can enjoy the natural wonders of the world.
Located on the old smelter site along Prickly Pear Creek, the 240-acre Prickly Pear Park is a great place to bird watch this spring. Prickly Pear Land Trust, a locally based non-profit that protects land and water through conservation, recreation and education, opened the park to the public in 2025 following extensive remediation and restoration of the site. “In just eight months, Prickly Pear Park has already welcomed more than 20,000 visits,” said Nate Kopp, PPLT’s Program and Trails Director. “It’s become a true community green space, and it’s encouraging to see people connecting with a place that’s been restored not just for wildlife, but for public access too.”
As streamside plant communities recover at Prickly Pear Park, birds have been quick to respond. Since the park’s official opening, a reported 131 bird species have been recorded there. Many of these birds are not strictly wetland species but are drawn in by the abundance of food and shelter created through restoration. Shorebirds such as lesser yellowlegs, long-billed dowitchers, and willets use the area as a critical stopover during migration. Raptors including peregrine and prairie falcons, merlins, American kestrels, cooper’s hawks, sharp-shinned hawks, and northern harriers are drawn to the abundant bird and small mammal prey along the corridor. Eight species of flycatchers and six species of swallows have been observed foraging over the creek.
PPLT Communications Coordinator Cassie Solberg invites the community to enjoy a stroll around the park where you can marvel at the Elkhorn Mountains and observe migrating birds in the wetlands. | I got excited writing the Fun & Fitness story about bird watching at Prickly Pear Park. Although we attended a number of presentations while the park was under development, we haven’t taken the time yet to explore the wetlands located just a hop, skip and a jump east of Mountain View Meadows. Mark and I sometimes hear criticism about our opening another housing phase at Mountain View Meadows, but moderate and high-density city development plays a significant role in protecting wildlife habitats. By concentrating city growth within reasonable boundaries, minimizing the human footprint contributes to the preservation of land resources for wildlife and other essential land uses like ranching, agriculture and recreating. But it’s not just about the wildlife. We care about people! Through a variety of housing options along with parks, walking trails, bike paths, sidewalk connectivity between neighborhoods and opportunities to engage in community activities, we work hard to provide quality living for our residents.
