Comments Invited on PQA Measures for Endorsement, Retirement and Potential Development
PQA invites comments on three measures that are being considered for endorsement, two measures for retirement, and four measure concepts for potential future development. PQA is providing a 20-business day public comment period and is accepting comments today through November 19, 2021, at 11:59 p.m. ET. 
 
Beginning with this comment period, PQA will make publicly available the comments it receives along with the name of the submitting individual or organization. The comments will be posted in the PQA Member Resources Library and available upon request by non-PQA members. As part of PQA’s commitment to transparency, this builds on PQA past practice of addressing comment themes in aggregate. Comments received will be posted approximately one week following the close of the comment period. 
 
Below are details on the comment opportunities, along with links to informational documents. We encourage you to discuss with colleagues and business associates these measures and measure concepts. An all member webinar to discuss the measures and address questions will take place on December 2 in advance of a members-only vote from December 2-17 on measure endorsement and retirement. 
Endorsement and Retirement Consideration  
PQA invites comment on recommended endorsement of one new health plan measure and two new pharmacy measures, and recommended retirement of two PQA-endorsed health plan measures.  

Endorsement of one new HEALTH PLAN performance measure: 
Endorsement of two new PHARMACY performance measures: 

A summary description and key points, measure overview and clinical rationale, and specifications for each measure to be considered for endorsement are provided for review. PQA’s measure development, testing and endorsement process is described here. 

Retirement of two PQA-endorsed health plan performance measures: 
  • Drug-Drug Interactions (DDI) 
  • Use of High-Risk Medications in the Elderly (HRM) 

A summary description and key points and specifications for each measure considered for retirement are provided for review. PQA’s measure retirement process is described here. 

Following the comment period, PQA members will have the opportunity to vote electronically on the measures listed above.  
Health Plan Measure Concepts Considered for Future Development 
PQA invites comments on four health plan measure concepts being considered for potential development in 2022 and beyond.   

The measure concepts include: 
  • Chronic Obstructive Pulmonary Disease (COPD) Treatment Ratio 
  • Adherence to Heart Failure Medications 
  • Concurrent Use of Opioids and Gabapentinoids 
  • Proportion of Days Covered Composite

2) Attend an all-member webinar hosted by PQA staff to discuss the measures and to address questions.
Dec. 2, 2021, 1:00-2:30 p.m. ET 
3) Vote on 3 measures considered for PQA endorsement and 2 measures considered for retirement.
  • The measures will be voted on through an electronic ballot via an email that will be sent on December 2. The email will include instructions and a link to the ballot.
  • Each member organization has one vote per measure.
  • Note: Voting is limited to PQA membership only. 
  • Voting will be open for 11 business days and will close on December 17 at 11:59 p.m. ET.
