Housing Element


Following 18 months of community engagement and using public input, City staff crafted a Draft 2023-2031 Housing Element, a document that will guide San José's housing strategies over the next eight years. We've held community meetings on the plan and continue to invite comments online, by mail, or by email.

14 vendors now offer preapproved plans


Considering building an ADU?


If you're considering building an accessory dwelling unit (ADU), we encourage you to consider the easier, faster route of working with an ADU vendor who has obtained preapproval of the ADU plans. There are now 14 different vendors offering a variety of plans.


We've also updated the ADU Universal Checklist, making it easier to read and follow. This checklist is a helpful guide to the site and design considerations of an ADU, and following this checklist can help you avoid making costly changes to plans in mid-stream.

Using our Code Enforcement website is now easier


Are you looking to request inspection service, file a complaint, or check on the status of a case? Perhaps you'd like to report an abandoned shopping cart, or if you live near the Bay shoreline, file a compost odor complaint. Perhaps you're a tenant seeking helpful information in dealing with your landlord. Or maybe you have an unwanted car and would like to use our free pickup service.

Does my property qualify for a duplex

or subdivision under SB 9?


Effective Jan. 1, 2022, Senate Bill 9 (SB 9) allowed two key types of projects throughout California:  


  • Creation of a duplex on a single-family lot. While generally allowed on lots in most urban areas, there are a number of considerations that affect how you proceed with such a project. Such considerations include if you're in a flood zone or geohazard zone. Please view Bulletin 235-SB 9 Duplex Project - Building Permit Checklist to learn more. It will help you understand if your property qualifies and what is allowed by SB 9 and the City's Zoning Code. 

  • Subdivision of a single-family zoned lot - On lots subdivided under SB 9, you may build no more than two units on each of the lots resulting from the subdivision. To proceed with such a project, please read Bulletin 236-SB 9 Duplex Subdivision Checklist. It will help you understand the considerations for a subdivision under SB 9 and the City's Zoning Code.


In addition, state law and the City's zoning ordinance allow accessory dwelling units (ADUs) to be constructed on these properties, subject to Zoning Code setbacks and other development regulations. For more information, please visit:
