At its Jan. 27 meeting, the City of Carlsbad’s Independent Redistricting Commission chose three preferred draft City Council district maps to be considered at the final public hearing, Feb. 17.
 
More than 65 draft maps have been reviewed to date, including 60 submitted by community members. Others were developed by the city’s professional demographer.
 
The first map will be based on the one below, with the thin strip of coastal area in District 4 moved to District 3. 

The second map will be based on the one below, but the commission has asked to explore some of the following possible changes. There may be one or two versions of this map presented at the last public hearing.
 
  • Move the La Costa Glen community to District 4
  • Keep a gated community together by moving homes west of Xana Way to District 4 
  • Keep the La Costa Greens and La Costa Ridge neighborhoods together by moving part of La Costa Greens to District 2
The third map will be based on the one below, but the commission has asked to explore some possible changes, including:

  • Move Bressi Ranch neighborhood into District 2
  • Move an area near McClellan-Palomar airport into District 3

Next steps

  • The city will publish the maps that will be presented at the last public hearing at least seven days prior to the hearing.
  • Community members are encouraged to share feedback about the final maps via email to [email protected] or at the Feb. 17 hearing, which starts at 6 p.m.
  • The commission is anticipated to select the final new City Council district map at the conclusion of the Feb. 17 hearing.
Additional maps
Members of the public that want to submit a proposed map may still do so. Maps received by Feb. 1 will be evaluated by the city’s professional demographer prior to the Feb. 17 hearing, however all maps received will be shared with the Independent Redistricting Commission. Although the commission has already identified three preferred maps, it may choose another map as the final map.
About the commission

The Carlsbad City Council decided to appoint an independent commission to choose a new City Council district. Commission members were chosen from applications at random based on criteria established by the state and the City Council. The City Council also directed staff to go above and beyond the public outreach required by law to encourage Carlsbad community members to get involved the process, which happens just once every 10 years.
