Discusses the Future of the Lottery at

NCLGS Summer Meeting

SAN DIEGO, CA: The National Council of Legislators from Gaming States (NCLGS) today announced that its Committee on Lottery will convene a featured panel during the 2026 NCLGS Summer Meeting, taking place July 8-11 at the Hard Rock Hotel San Diego. As NCLGS marks its 30th anniversary, this timely session will bring together lottery directors, legislators, and industry stakeholders to examine one of the most rapidly evolving sectors of state-authorized gaming.

State lotteries have long been among the most stable and politically resilient forms of legalized gaming in the United States. Today, however, that model is under increasing pressure. The rapid expansion of digital gaming, the emergence of third-party lottery courier services, and the continued growth of iLottery platforms are forcing lawmakers to confront fundamental questions about the future of the lottery system.


At the center of the discussion: What is the appropriate role of the state in operating and regulating lottery products in a digital marketplace? The panel will explore whether the traditional lottery model can adapt to compete in an increasingly crowded gaming ecosystem – or whether structural reforms are needed to preserve its long-term viability. As the only national legislative organization dedicated to gaming policy, NCLGS provides a unique forum for candid, bipartisan dialogue and the development of best practices for states across the country.
