As Chair of the Eastern Virginia Regional Industrial Facility Authority (EVRIFA), and as a member of Williamsburg City Council, I am proud to welcome you to the inaugural issue of The Common Ground.

EVRIFA was created with a simple but powerful purpose: to give our region’s communities a place to come together to invest in major industrial sites and projects that no single locality could—or should—take on alone. Through EVRIFA, twelve localities collaborate to identify opportunities, prepare sites, share risk, and ultimately share in the returns that come from successful regional investment.

We chose the name The Common Ground intentionally. It reflects both the literal work we do—preparing land and sites for development—and the collaborative spirit that makes EVRIFA work. Common ground is where different communities align around shared goals, shared investment, and shared success. It is where regional thinking becomes regional action.

This year marks a watershed moment for EVRIFA. As the Hampton Roads Playbook moves from vision to implementation, EVRIFA is expanding its role as the region’s implementation arm for site development. Our focus is on turning strategy into investable projects—preparing the sites that will attract private capital and support growth in Defense, Energy, Aerospace, and Logistics industries that are central to our region’s future.

In many ways, 2026 is a year of transition—from planning to execution, from alignment to action. Through Common Ground, we invite you to follow along as EVRIFA takes on this next chapter: advancing key projects, strengthening regional partnerships, and building the foundation for long-term economic opportunity across Eastern Virginia.

If you have questions relating to EVRIFA, would like additional information or to discuss potential projects, etc., please contact Executive Director Steve Harrison. Steve will also be more than glad to make an updated presentation on EVRIFA to your governing body.

Thank you for your service to your communities and for your commitment to regional collaboration. We look forward to working together—and sharing the progress—throughout the year ahead.

EVRIFA Receives $50,000 Brownfields Grant

EVRIFA was recently awarded a Virginia Brownfields Restoration and Economic Redevelopment Assistance Fund (VBAF) grant. This competitive grant will support environmental assessment activities at the site, a critical step in unlocking its full development potential and positioning it for further investment. The VBAF program is designed to help communities across the Commonwealth address environmental uncertainties that can otherwise stall economic development, and this award reflects the strong promise Kings Creek Commerce Center holds for job creation and regional growth. Securing this funding is a significant milestone for the project, demonstrating state-level confidence in the site and paving the way for future private investment and development activity.

Mayor Jimmy Gray: A Regional Leader with Deep Roots Across Hampton Roads

Mayor Jimmy Gray may hold office in Hampton, but his influence and perspective stretch far beyond the city’s borders. Born and raised in Portsmouth, with a long public service career in Chesapeake and now proudly serving as mayor in Hampton, Gray is a true regional leader.

The Hampton Roads Alliance recently released its 2025 Annual Report, A New Economic Era, highlighting a record-breaking year for the region. In 2025, the Alliance helped drive 22 business announcements representing $1.18 billion in capital investment and more than 2,450 new jobs — the strongest year in the organization's history.

The Alliance also launched the Hampton Roads Playbook, a regional economic strategy built around the DEAL framework — Defense, Energy, Aerospace, and Logistics. Learn more about the Alliance and the Playbook at the links below:

York County

York County, Virginia is a community of approximately 70,000 residents that combines steady population growth with a strong sense of local identity and civic engagement. As a founding member of the Eastern Virginia Regional Industrial Facility Authority (EVRIFA), York County has long recognized the value of working collaboratively with neighboring localities to advance regional opportunities while protecting local priorities. The County’s residents benefit from a high quality of life supported by well-managed public services, strong schools, and thoughtful land-use planning, all of which have helped position York County as both a stable community and an active regional partner committed to shared economic success.

Each edition of The Common Ground will highlight a major regional site that is not owned by EVRIFA but has the potential to attract a transformative economic development opportunity.
