This summer has been a season of growth and momentum for our office. With June marking the close of our five-year strategic plan, it’s inspiring to see how much has been accomplished through the federal resources we administer and strong partnerships that make this work possible.
Our first capital shelter project, supported with HOME American Rescue Plan funds is nearly complete and will soon provide shelter to more than 100 families experiencing homelessness.
We were also honored to learn that the National Association of County Community and Economic Development (NACCED) has recognized our efforts with two Awards of Excellence, for innovation and affordable housing. We look forward to formally accepting the awards at NACCED’s conference next month.
As summer draws to a close, it’s a good moment to pause and reflect on the progress we’ve made–and to look ahead with gratitude and hope for the continued work of building stronger, more supportive communities.

| | HOME-ARP - Bridge to Home | | |
In August, our office held the monthly Community Development Policy Advisory Board meeting at Family Promise's new Bridge to Home shelter, which received HOME-American Rescue Plan (ARP) funding from our office.
Bridge to Home is a 70-household shelter operated by Family Promise of Tualatin Valley (FPTV). Located in the former Quality Inn on Pacific Highway West in Tigard, the property was purchased by FPTV in 2023 with support from Washington County, the City of Tigard and the State of Oregon.
Beginning in late 2024, FPTV invested just over $2 million in HOME-ARP funding to renovate the motel for long-term use by families and to support the organizations daily operations. These renovations included a modern sprinkler system throughout the building, updated rooms and improvements to the laundry room, lobby and dining hall. The project also added a full commercial kitchen, meeting rooms, play areas for children and on-site offices for outreach case managers.

While staying at Bridge to Home, households receive individualized case management, housing navigation support, donated clothing and access to food assistance. The new commercial kitchen has been transformative, allowing FPTV to serve multiple hot meals up five days a week – something that was previously a challenge due to reliance on off-site food shared kitchens.
Completed in June 2025, the Bridge to Home project adds vital long-term shelter capacity to Washington County and provides hope, stability and security to the people Family Promise of Tualatin Valley serves.

Shannon Wilson, Program Manager–In her role for three years, Shannon leads the team and represents the office within the County structure and in the community.

Brian Johnson, Senior Management Analyst–With seven years of service, Brian ensures accurate financial reporting and compliance with federal and local accounting requirements.

Pablo Garnica, Administrative Specialist II–Celebrating his first year with the office, Pablo greets community members in person and by phone, supports a wide range of programs and serves as secretary for our Policy Advisory Board.

| | 2020-2024 Program Accomplishments | | |
Our office recently completed annual reporting on program accomplishments from the 2024 program year, along with the total accomplishments from the 2020-2024 Consolidated Plan period.
The accomplishments reflect work supported through the Community Development Block Grant (CDBG) program in Washington County–excluding Beaverton and Hillsboro, which receive their own allocations–as well as the HOME Investment Partnerships Program (HOME) and the Emergency Solutions Grant (ESG), which serve the entire county.
During this period, Washington County also received additional COVID-19 relief funding through CDBG-CV, ESG-CV, and HOME-ARP, which further expanded our ability to support the community.

Washington County's Office of Community Development will host application workshops for the 2026 funding year (July 1, 2026, through June 30, 2027). Staff will provide an overview of the Community Development Block Grant program, review new policies, and outline application requirements for Public Services, Public Facilities, and Infrastructure projects.
Attendance at the workshops is MANDATORY for all program applicants.

| | HOME Investment Partnership Application Workshop | | |
The Office of Community Development will be holding an Application Workshop for the HOME Investment Partnerships Program (HOME). HOME funds available through this application process will support multifamily rental projects with funding decisions made in March 2026 and funding available July 2026 (subject to completion of the Environmental Review process).
Attendance at the workshops is MANDATORY to apply for funding.

| | Notice of Public Hearing and Comment Period on Washington County Consolidated Annual Performance and Evaluation Report (CAPER) for Program Year 2024 | |
Washington County, the City of Hillsboro, and the City of Beaverton have prepared their 2024 CAPER reports as required by federal regulations. The report details project accomplishments as well as expenditures throughout the period of July 1, 2024, through June 30, 2025, for the Community Development Block Grant (CDBG) Program, the Emergency Solutions Grant (ESG), and the HOME Investment Partnerships (HOME) Program. The purpose of the report is to measure to what extent the jurisdictions are meeting priority needs, goals and strategies as outlined in the 2020-2024 Consolidated Plan.
The report is due to HUD on September 27, 2025. A 15-day public comment period on the report begins on Wednesday, August 27 and runs through Thursday, September 11. A public hearing on September 11 will be held to receive comments on the CAPER. The hearing is an opportunity to accept comments on the CAPER, as well as public comments on housing and community development needs in the County. The public hearing will be held in a virtual format and information regarding connection to the meeting will be available on the Office of Community Development website. The public hearing starts at 7:00 p.m on September 11.
