IMPORTANT UPDATES: The California Legislature has returned from summer recess and has resumed legislative activity. This week AB 5, SB 14, AB 957, and SB 1078 have either had hearings or are set to be heard in CA Senate or CA Assembly committees.


  • Parental Rights Rally & Lobby Day Promo Video: We created a promotional video for you to share with your congregation and post to your social media platforms to spread awareness about this upcoming event.


  • SB 14 Update: SB 14 was heard in the CA Assembly Appropriations Committee 8/16/2023 and was moved to the Assembly Appropriations Committee suspense file. It has a deadline of September 1st to be brought to the assembly floor for a vote. More information and action items can be found below.


  • AB 1078 Update: The CA Senate Appropriations Committee re-scheduled their hearing to take place on 8/21/2023. More information can be found below.


  • AB 5 Update: AB 5 was heard in the CA Senate Appropriations Committee on 8/14/2023 and placed in the CA Senate Appropriations Committee suspense file.


  • AB 957 Update: AB 957 was amended and ordered to a second reading in the CA Senate, which could take place as early as 8/21/2023.

Parental Rights Rally & Lobby Day Promo Video - August 21st, Pastor Jack Hibbs, parents, grandparents and others will join together for a rally and lobby day in Sacramento, to stand in defense of parental rights. We are encouraging you to spread the word by posting this video to social media and sending it to members of your congregation to promote this important event. SB 14

SB 14 will classify the trafficking of a minor as a serious felony, bringing justice to victims of human trafficking. Current law does not classify the human trafficking of a minor as a serious crime and this bill will serve as a deterrent for those who engage in the trafficking of a minor. SB 14 was heard in the CA Assembly Appropriations Committee August 18th, and was subsequently placed in the appropriations committee suspense file. The final day the Assembly Appropriations Committee can send a bill to the assembly floor for a vote is September 1st. We are asking that you urge the members of your congregation to reach out to the individual Assembly members on the appropriations committee and urge them to send this bill to the assembly floor for a vote before the September 1st deadline.

AB 1078

AB 1078 will require the CA Department of Education to assess whether school districts have adopted a policy that prohibits discrimination, harassment, intimidation, and bullying based on protected characteristics in CA law. AB 1078 adds to the list of prohibited discriminatory actions by including the actions of school board members, superintendents, and employees to be subject to this prohibition. The California Senate Appropriations Committee has re-scheduled the hearing on AB 1078 to 8/21/2023. Inform your congregation to reach out to their state senator and urge them to oppose this bill.

  • AB 665 – State-Sanctioned Kidnapping (OPPOSE)

Can be voted on anytime.


  • AB 5 – Forcing Teachers to Profile Christian Parents. (OPPOSE)

Placed in CA Senate Appropriations Committee suspense file.


  • SB 14 Increasing the Penalties for Human Trafficking. (SUPPORT)

Placed in CA Assembly Appropriations Committee suspense file.
