December is here, the Holiday Season is underway, and the end of this year is just around the corner. Horseshoe Bay has seen a number of new residents make this beautiful place their home, as we celebrate the Holidays with family and friends, we encourage you to build connections and make cherished memories with your neighbors. The HSB POA warmly wished everyone a healthy, happy and merry Holiday Season. 


We have an election underway for two positions on the HSB POA Board of Directors. Please note that the HSB POA has not provided any form of mail out or email campaign promoting any candidate or candidates, additional instructions or how to vote, nor have we provided a QR code with the caption “Scan to Vote”. The official and carefully prepared instructions, were included in the official ballot sent out from the HSB POA. All communication from the HSB POA is done utilizing our official letterhead.


In order to facilitate a fair and unbiased election, the HSB POA utilized legal counsel to didact the actual ballot with specific instructions. Electronic Voting is being conducted by a third party vendor. The HSB POA utilized the “raw list” provided by the Maintenance Fund which does not have a “weighted” element. 

Furthermore, the HSB POA has not endorsed any candidate or candidates.


Although we understand that candidates can and should campaign in our community, we kindly ask to refrain from mailing or emailing misinformed instructions on how to vote as it only adds confusion among our voters and creates a chaotic environment. This is like having someone from New York telling Texans how to vote.


Voters can vote using ONE of the following 4 voting methods:


1.     In Person Voting

To cast your vote in person, attend the Special Meeting scheduled for Wednesday, December 11, 2024 at 10:00 AM that will take place at Quail Point Lodge, 107 Twilight Lane, Horseshoe Bay.


2.     Electronic Voting

Each property owner with an email on file will receive and email invitation to vote. This email contains a unique Voting Code AKA Registration Code. Check your spam or junk folder.

If you did not receive an email or do not have a Registration Code please go to the link below and click on the “Contact US” button at the bottom, provide needed information, and click “Send Message”

3.     Absentee Ballot Voting

You can submit your vote by completing and returning the absentee ballot included in your USPS First Class mail voting package.

All absentee ballots must be completed and signed. Absentee ballots must be returned in the enclosed envelope that contains your Voting Code located below the address listed on the return envelope. 

Absentee ballots must be received by 12:00 noon on December 10, 2024.

4.     Directed Proxy

In order to vote by directed proxy, please return the enclosed completed and signed directed proxy included in your Frist Class USPS mailed voting package. Return directed proxy by utilizing ONE of the following three methods:

1.     Give your proxy to someone who you are certain will attend the Special Meeting.

2.     Mail your completed and signed proxy to RMWBH, Attention Clint Brown, 317 Grace Lane, Suite 140, Austin, TX 78746

3.     Scan your completed and signed proxy and email to Clint Brown cbrown@rmwbh.com

Unless you are providing your proxy to someone you are certain will attend the Special Meeting, all directed proxies must be received by 12:00 noon on December 10, 2024.

The October payments from the Maintenance Fund were received as expected, marking the first payment for the fiscal year. The gross payment was $835,695.63 for calendar year 2025 dues and $41,193.04 in past due amounts. A total of 9,251 lots were billed for 2025, amounting to $4,527,612.59, though it remains unclear how the lot count increased by 12 from 2024.

 

Of the annualized collected dues, more than 61% ($2.7 million) goes to the Declarant/Resort, over $623k to the city, and $180k is charged by the Maintenance Fund for its services. HSB West lot owners pay an additional $492.24 in fees, with $412.54 (87.3%) allocated to the Amenities Owner (Resort) as outlined in the Declarations.

 

Approximately $66k in POA allocated fees remain outstanding from the Maintenance Fund, despite the judge’s ruling. Assuming compliance going forward, the POA anticipates a strong financial position for the year ahead, with plans for capital projects and regular maintenance to maintain first-class facilities.

 

The POA continues to pay the Declarant/Resort the mandated monthly fee for entryway maintenance, with new annual payments to be adjusted in January 2025 based on the November CPI. 

 

The Maintenance Fund Inc. reports show nearly $1.8 million in outstanding liens and $2.0 million in past-due fees. Details on the collection and allocation of these funds remain unclear, however the POA and the Maintenance Fund are working on a solution.  


As always, your POA Board is committed to transparency and working on your behalf without compensation. We continue to address these financial concerns with the Maintenance Fund, the Resort, and the Amenities Owner to ensure responsible stewardship of your fees.

As we all prepare to enjoy the festivities ahead, let’s not forget about those who do not have the means to indulge in festive feasts. The HSB POA has organized a Holiday Food Drive to benefit The Cupboard Food Pantry in Cottonwood Shores.


Amid exchanging gifts and sharing laughter, participating in the Holiday Food Drive will remind us that the true joy of the season lies in giving back. It is a simple and yet powerful way to make meaningful impact on the lives of our neighbors in need. Let’s make this Holiday Season a time of abundance for all!


The Holiday Food Drive starts on December 1st and will go on for the entire month. Please bring your donations to the HSB POA office and if you have any questions, please contact Karen Calderon-Schweitzer via email at karen@hsbpoa.org.

The Cupboard: Feeding Hearts and Families in Cottonwood Shores and Beyond


During the challenges of the COVID-19 pandemic, Cottonwood Shores leaders saw an immediate and critical need to help local families struggling to put food on the table. Spearheaded by Mayor Pro Tem Cheryl Trinidad and Police Chief Liendo, efforts began to create a food pantry that could provide relief to residents. Their vision became a reality after attending Hunger Alliance meetings and rallying community support through donations. In April 2021, The Cupboard Food Pantry opened its doors, initially serving 28 families from Cottonwood Shores and Horseshoe Bay.


Today, The Cupboard has grown exponentially, now providing food to around 350 people across eight cities in the area. Every second Wednesday of the month, recipients drive through City Hall to pick up donations, which include enough food to supply lunches and dinners for an entire week. For those unable to drive, delivery arrangements can be made by calling 830-693-1410. Everyone is welcome, with no ID required, making it a vital resource for seniors on fixed incomes, families with children, individuals on SNAP or unemployment, and anyone facing financial hardships.


“During the holidays especially, people are hoping to live a moment where they don’t have to worry about where the food will come to feed their families,” shared Cheryl Trinidad. “We hope to provide assistance that can help people live that moment.”



The Cupboard’s dedication to serving its community is a shining example of compassion and collaboration. For those in need, or for anyone looking to support this life-changing initiative, The Cupboard continues to be a beacon of hope and nourishment in Cottonwood Shores and beyond.
