In Honor of Lance Corporal Kareem Nikoui
Yesterday, August 29th, was a day to remember in our town, Norco California. Thousands of people in and around our community came out to honor and mourn the loss of our fallen hero, Lance Cpl. Kareem Mae’Lee Grant Nikoui. Kareem was a graduate of Norco High School in 2019 and served in the schools Air Force JROTC.

American Legion Post 328 started the day by hosting a pancake breakfast fundraiser for Kareem’s family. At 10am, supporters gathered at George Ingalls Equestrian Park and hiked to Pumpkin Rock where there was a prayer and playing of “Taps”. The community gathered again for an unforgettable memorial drive/ride down Sixth Street Norco. Thousands of people from the community came out to support on horseback, golf carts, tractors and more with huge displays of American Flags.   

Lance Cpl. Kareem Nikoui’s name will forever be branded on our hearts and this day will never be forgotten. Below is just a glimpse of community members and volunteers coming together to honor this brave young man...

STATE ROUTE 91
COORIDOR OPERATIONS PROJECT
NIGHTTIME RAMP, LANE, &
GREEN RIVER RD. CLOSURES
The 91 Corridor Operations Project will require nighttime closures for crews to safely work on retaining walls, drainage systems, and excavation. Anticipated closures include:
Green River Rd. may be closed from the Green River Village Mobile Home Park entrance to the Green River Golf Club Monday-Thursday nights from 8 p.m. to 5:30 a.m. to allow crews to continue work on retaining walls. There will be no access to the Green River Golf Club or the Santa Ana River Trail during these closures. Access to the mobile home park will not be affected. Daytime flagging may also be required on Green River Rd. starting at 6:30 a.m. in the same vicinity to allow crews to work on a retaining wall near the SART trailhead.

PROJECT OVERVIEW

The Riverside County Transportation Commission, in partnership with Caltrans, the Orange County Transportation Authority, the Transportation Corridor Agencies, and the City of Corona, is building the 91 Corridor Operations Project. The project will add a lane to westbound 91 for approximately two miles between the Green River Road on-ramp and the southbound 241 connector. The new lane, which will be built next to the outer shoulder, will help relieve westbound traffic congestion through this heavily traveled corridor and is expected to open in late 2021. 
 
Please stay connected through construction updates, follow @therctc on social media, and watch for lane closures, narrower lanes, construction crews and equipment, and changing conditions on the 91 and Green River Road. Noisy work also may be required.
 
15/91 EXPRESS LANES
LANE CLOSURES
 
Construction activity will require nightly closures August 30 - September 2 for bridge work as we continue building the 15/91 Express Lanes Connector. See details below.
 
Westbound 91 lane closures, McKinley St. to Main St.
·    Monday, August 30 to Thursday, September 2, nightly, 8 p.m. to 4 a.m.
 
There will be no closures Friday, September 3 - Monday, September 6, due to Labor Day holiday weekend.

NEIGHBORING PROJECTS

91 Corridor Operations Project: 
  • The 91 Corridor Operations Project will require an ongoing closure of the parking lot at the Santa Ana River Trailhead in Corona. This parking lot closure will continue through this fall. Please click here for more information.

PROJECT OVERIVIEW
The Riverside County Transportation Commission, in partnership with Caltrans, is building the 15/91 Express Lanes Connector to link the 15 Express Lanes and the 91 Express Lanes. New connections will be provided:

  • From the eastbound 91 Express Lanes to the northbound 15 Express Lanes and
  • From the southbound 15 Express Lanes to the westbound 91 Express Lanes

ABOUT THE PROJECT

The 15 Express Lanes project will add two tolled express lanes in each direction on I-15 between Cajalco Road and SR-60, a distance of approximately 15 miles. Drivers will be able to enter and exit the tolled facility at multiple locations, and the project continues RCTC's ongoing commitment to expand the express lanes network. Construction in the median began in March 2018. The new lanes are expected to open in 2020.

Economic Development Advisory Council Regular Meeting
The Economic Development Advisory Council (EDAC) meets on the fourth Tuesday of every month at 8:15 a.m. in the Administration Department at Norco City Hall (2870 Clark Avenue, Norco, CA 92860).
