March is here! This month we are looking forward to the official start of Spring and we will be getting ready to change our clocks for daylight saving time on Sunday, March 10. As the weather warms up and we are eager to see our gardens bloom, keep in mind that water conservation is always a priority.


We are saddened by the tragic accidental fire that destroyed the historical Conrad Fuchs home in Horseshoe Bay. This 150 years old historical home was built during the late 1800’s and it served as the Tiger Mill Post Office and local school. The historical home was sold by Mrs. Fuchs following the death of her husband and it has since been owned by different entities including the City of Horseshoe Bay who sold the property in 2020 to become a private residence. 


In an effort to improve our parks and hiking trails, there has been significant advancement made by the Parks and Hiking Trails Committee as they have diligently been actively participating in different clean up and improvement efforts.


Since September, 2023 much has been happening at Fox Springs Park. A survey was completed and surrounding neighbors have removed personal property from the 2-acre site. Contractors were hired to clean up dead trees, branches and brush. Volunteers from HSB and from Marble Falls High School assisted in moving illegally dumped concrete and Rock. Volunteer neighbors from the HSB Highlands and park neighbors have also assisted in cleaning flower beds, cleaning out the spring and stream, and more brush removal. Neighbors report that more children have been using the park than they have seen in five plus years.


The Slickrock Creek hiking path, from the POA Campground to the dam and stables near Hi Circle South has been cleared. It was recently walked by the Hill Country Trekkers and many hikers noted the improved pathway. The work was performed by HSB and Burnett County resident volunteers, the Texas Youth Conservation Corps.


Our Community Educational Series continue this month with a follow up from the well-attended TOTAL ECLIPSE OVER TEXAS 2024. This presentation will take place at Quail Point on Wednesday, March 20th starting at 3:00 PM. We have confirmed the participation of different City of Horseshoe Bay representatives to discuss the impact of the numerous visitors into Horseshoe Bay. The presentation will focus on how our city's infrastructure is prepared for the large influx of visitors, how emergencies will be handled, potential loiters and provide up to date information. Additionally, attendees will have the opportunity to ask questions.


We are excited for our Third Annual Spring Fling Art Show scheduled for Saturday, March 23 at Quail Point Lodge. The festivities will include an indoor art and crafts show and guests will have the opportunity to purchase unique art pieces and crafts from our many vendors. Get your dancing boots ready for live music and dancing at the pavilion with the Natural Causes Band. Throughout the event there will be complimentary wine and beer samples, food for purchase from Miss Vickies Catering and a great time for everyone. Don’t forget your picnic chairs and blankets to grab a shady spot under the trees overlooking the lake.

The POA is in receipt of the distribution of funds from the Maintenance Fund. As of Feb 15, we have approximately $790,000 in the associations bank accounts. At this point, the POA has collected approximately 80% of the total annual funds allotted.


YTD (Oct 23 to Jan 24) funds received totaled $3,287,067.44 of which $2,052,223.48 went to the Amenities (Resort) owner and $1,174,843.96 went to the POA, minus the City Street Agreement of 39.5% ($464,063.36) leaving the POA with $710,780.60 for operations. The Maintenance Fund reports that there is currently $1,684,736.78 in outstanding liens to be collected for past due fees owed. Per the Declaration of Reservation, the Maintenance Fund is designated to collect these fees and distribute them accordingly.

 

From the funds the POA has received of the annual fees, we have paid $15,888.05 to the Declarant per the EC&R’s. Annual payments are $48,776.97. In addition to our obligation to the Declarant, we have paid additional payments of approximately $200,000 annually for beautification of our community. This includes additional services for water, electricity, pesticide, pump services, and structure maintenance on entrance ways.

From Healing Hands to Artful Strokes: The Story of Kim Jungkind

Horseshoe Bay West resident Kim Jungkind had a long nursing career in different U.S. and international hospitals. She also wanted to be an artist, and in 2015, while teaching nursing in the West Indies, she got the opportunity to take art classes.  


With a passion for painting windswept yachts, colorful fish, and beach scenes, she founded the "Osprey Society" of plein air artists, gathering weekly to share best practices. When Kim returned to HSB, she was inspired to paint Hill Country landscapes and joined the Highland Lakes Arts Guild. Her recent art passion has been painting beautiful Aspen trees. 



Kim's paintings, hand-painted cards, mugs, and wearable Aspen jackets are available at the Highland Art Gallery on Main Street in Marble Falls and other local venues. Kim brings something new besides her awesome art this year - children's books. 


Inspiration for the books came from Kim and her husband's cattle ranch in Mason. Cows are curious, playful animals and respond positively to soft music and being read to. Sharing this experience for 3-7 year olds with colorful images and real-life photos has produced two books. 


A new member of the local Texas Master Naturalists, Kim is involved with weekly classes and volunteering in the area. Kim's love of connecting with neighbors and friends is something she has always enjoyed. A mainstay artist at our annual Spring Fling event, Kim and the POA look forward to seeing you at the art festival on 3/23.

On February 16, six Marble Falls High School Tennis team members, their advisor, bus driver, sponsors Rick and Kathy Overholt, and neighbor Mickey descended on Fox Springs Park for a day of cleanup.

The teens were participating in the Rick Edwards Day of Service that was taking place all over the Burnet County area. Trash was picked up, rocks moved, mulch raked, and a large flowerbed was weeded, with two pickup trucks full of branches headed to the landfill!


The group enjoyed lunch by the stream, then returned to work until it was time to go. HSB POA and the neighbors around Fox Park would like to thank the students for their hard work. The park is a work in progress, and we hope to have a group back next year!
