It’s time to celebrate our freedom on the 4th…so get together your parade gear (land, boat, or dog). And…don’t forget to take the kids by the Fire Station for balloons before joining the parade route, where onlookers will be wearing our red, white, and blue! This year’s celebration will head to Quail Point (after the morning parade) for City of HSBay donated hot dogs, The Resort of Horseshoe Bay donated hamburgers, Patriotic popsicles, and cotton candy. Horseshoe Bay Business Alliance will again donate sliced and chilled watermelon, and the Women Working in Communion and Spirit will donate refreshing lemonade. As hosts of this amazing event, we will be giving out water, popcorn, and cooling towels.


This year, we will honor our first responders, including police, sheriffs, firefighters, EMS personnel, and utility workers, and express our gratitude for all who serve. For more about our incredible Grand Marshalls, please see the information below.


Consider a carpool, as parking will be limited, especially with the 4th falling on a Friday – weekenders have arrived. AND HELP: Volunteers are still needed (especially in the children's activity area).  Come be a part of making a memorable moment for all. Contact the POA office.


After the program at Quail Point, enjoy family gatherings and other community events before the big fireworks show over the lake. It’s a proud-to-be-American moment!


Board News


Your HSB POA Board and staff have been working to keep activities going to keep us all engaged (see calendar of events on website and the POA newsletter). The Parks committee continues to work on improving the campground, Slick Rock Creek hiking trail, and the collaborative development of the HSB Fox Park. Educational events continue for our growth. The June Education series featured two events: first aid training provided by the Horseshoe Bay Fire Department, and Fly Fishing 101 led by Sam Lee. Exercise classes, Bingo, and the last Boogie at the Bay concert kept June full of fun. If you are new to our POA, contact the office for options to join in the fun with your neighbors in mah jongg, bridge, poker, canasta, or crafts. There is always a kayak launch or picnic space at Quail Point to cool down. (Also: Check out the City of Horseshoe Bay website with contacts for many more ‘things to do’ with hikers, gardeners, travelers, …even joining the Wildflower dance team!)


Several Board meetings and communications have been sent to remind you of the opportunity to cast your vote on the Amendment to the original declarations. This ballot essentially moves the responsibility of caring for the entries and green spaces to the Declarant. This allows the POA to focus on the members' amenities and activities.

July will begin the review of the budget and planning for the upcoming year, which will start in October. If you have areas of need or interest, please reach out to staff or Board members. Workshops or showcases keep us all connected (and our bodies/brains engaged!) It might be fun to have some of our most active travelers share experiences of world travel…with tips/hints for those considering excursions during the heat of August/September. AND…remember there is family access for ALL residents at the Waterfront restaurant and hotel at the resort for summer dining and weekend live music!

✨ This month’s Community Corner proudly shines a spotlight on the outstanding individuals serving as our 2025 Independence Day Parade Grand Marshals.

Michael Aponte – HSB Utility Department Employee of the Year

Michael Aponte, affectionately known as “Q-Ball,” has been a cornerstone of Horseshoe Bay’s Utility Department since 2020, where he serves as Lead Grinder Technician. With over two decades of experience in utilities and dual “C” licenses in wastewater and water distribution, Q-Ball brings expertise and dedication to the community every day. A longtime volunteer firefighter and beloved local Santa stand-in, he embodies the spirit of service and hometown pride.

Jason Graham – Police Chief

Chief Jason Graham has served as Horseshoe Bay’s Police Chief since 2023, bringing decades of law enforcement experience and a commitment to building strong relationships within the community. Under his leadership, the department has focused on community policing and proactive public safety measures to keep Horseshoe Bay one of the safest cities in Texas. His dedication to service reflects a true passion for protecting and connecting with residents.

Paul Nelson – Assistant Police Chief

Paul Nelson has dedicated nearly 30 years to law enforcement, including 23 years with the Burnet Police Department before retiring. For the past five years, he has served the Horseshoe Bay Police Department, where he rose through the ranks from patrol officer to Assistant Chief. In his current role, he continues to provide steady leadership and uphold the highest standards of public safety.

Marquis Cantu – Llano County Sheriff

Sheriff Marquis Cantu is a decorated Texas Ranger and U.S. Marine Corps veteran who has devoted his career to public service. From his time in undercover narcotics to his tenure as a Texas Ranger investigating violent crime, Cantu has consistently demonstrated integrity and skill. He is a newly elected Sheriff of Llano County and will be sworn into office in January 2025, bringing with him a deep commitment to safety and justice.

Sam Silver – Justice of the Peace

Justice of the Peace Sam Silver has served Llano County with fairness and compassion in handling civil and criminal matters that come before her court. Known for her approachable demeanor and dedication to upholding the law, Judge Silver is a trusted figure among residents. Her service helps ensure that justice is accessible and transparent for the community. Sam spent over thirty years as an emergency medical technician and a firefighter, and then taught these professions at the high school level.

Gary Silver – Llano County Constable

Gary Silver has devoted nearly five decades to public service, beginning as a Military Police officer in the 1970s. After serving 31 years as a constable in Spring Branch, he retired—only to return to duty in the Hill Country, where he has served as Llano County Constable for the past 3.5 years. His steadfast dedication and experience continue to make a positive impact on our community.

Starla McLaurin – EMS Operations Director

Starla McLaurin has served Marble Falls Area EMS for a decade, advancing from EMT to Operations Director. She has dedicated her career to strengthening EMS systems across Central Texas, mentoring and coaching future providers while fostering a positive workplace culture. Passionate about community engagement, Starla is an active leader who inspires excellence and compassion in emergency care. Starla’s commitment to mentoring future EMS professionals and building a culture of compassion and excellence has made a lasting impact on Marble Falls Area EMS and the many communities she serves.

Johnny Campbell – EMS Executive Director

Johnny Campbell has devoted nearly 30 years to Marble Falls Area EMS, helping grow the organization from a small volunteer team to a robust, professional service responding to over 475 calls per month. As Executive Director, he leads a dedicated staff covering 350 square miles in Burnet and Llano Counties. With roots as a volunteer firefighter and decades of paramedic experience, Johnny embodies the spirit of service and community care.

Sharon PennyHorseshoe Bay Fire Department

Sharon Penny has called Horseshoe Bay home since 1997, bringing both heart and harmony to the community. She has dedicated more than 12 years as a volunteer in the Horseshoe Bay Fire Department’s Tele-Care program, where she provides daily check-ins to ensure the safety and well-being of residents. Sharon is also an accomplished vocalist, singing in the Bluebonnet Chorale and the choir at the Church at Horseshoe Bay. This July 4th, she will be honoring us all by performing the National Anthem during the Patriotic Program.
