Welcome May! Spring weather is in full bloom with warmer weather and beautiful flowers blooming in our open fields and gardens plus plenty of celebrations throughout the month. The Horseshoe Bay POA respectfully extends a special greeting to all moms and we thank you for everything moms do to enhance our lives. Happy Mother’s Day! 


As we announced, in months past, we completed updating our bylaws to reflect current Texas Law and Property Code changes. The yearly review of our governing documents is one of the major responsibilities for the HSB POA Board of Directors. It is the obligation of the board to amend critical governing documents under the review of legal council in an effort to ensure compliance, provide property owners with additional rights, and limit exposure to violation grievances. The updated bylaws are posted on our website.   


At our last Board Meeting that took place on Wednesday, April 17, 2024, the HSB POA Board of Directors addressed a questionnaire emailed on April 9, 2024, by the Horseshoe Bay Resort entitled Horseshoe Bay Resort Membership Spring Survey that included specific questions concerning the HSB POA business. Although we are not certain of the intention behind the questionnaire, it is clear that it has extended disinformation against the HSB POA exclusively. In an effort to address the false statements the Board of Directors prepared a response which can be read by clicking here.

 

Furthermore, it was announced and recorded at the Board Meeting that the Horseshoe Bay Resort Development, LLC (“Declarant”) intends on defunding the HSB POA by not allocating the established distribution from the Horseshoe Bay Maintenance Fund, Inc. which is under Declarant’s control.

   

During the latter part of March and the beginning of April, The HSB POA Board of Directors attempted to communicate and schedule a meeting with the Declarant through his agent, Elizabeth Arroyave-Pitts. Unfortunately, a meeting was never scheduled.   


The HSB POA Board of Directors has no ill-intent towards the Horseshoe Bay Resort. The HSB POA Board of Directors will continue to provide representation for our property owners, striving to maintain safety and welfare, while keeping the best interest of our members and community at heart. 


Our Parks and Trails Committee has been working diligently in improving Fox Park and Slick Rock Trail removing brush and reducing the risk of fire with the help of student volunteers. 


Fox Springs: 

New mulch was donated to Fox Park by the City for cleaning out the playground mulch area. The pond area across from the park is now viewable as you drive up. The Mountain Dew right of way and POA property alongside the pond were cleared in collaboration with Mills Tree Service, the City of HSB, your POA, and Youth America Workers out of Austin.  Stay tuned for more at Fox Springs Park pending Declarant Approval. 

 

Slick Rock Trail: 

Work is ongoing and much progress is being made extending the Slick Rock Trail to the West up to the Hi Mesa Overlook. 

  

The Hill Country Trekkers will be holding their end-of-season hike at Slick Rock in Mid-May to view the added area. This will provide access to the west bank of Slick Rock extending into a 6-acre area that was previously unable to be explored. Stop by and see the recently revealed hidden spring that trickles up from under the bluffs at High Mesa and into Slick Rock Creek. Until stepping stones are in place, you can access the new section of the path from the end of Forest Cir off of Hi Mesa.

No monies were received from the Maintenance Fund for the month of March, the receipts YTD (Oct 23 to Mar 24) totaled $3,587,127.66 of which $2,229,912.16 went to the Amenities (Resort) owner and $1,282,215.50 went to the POA less 39.5% ($506,475.11) leaving us with $775,740.39 for operating the POA. Before disbursing funds to the POA, The Maintenance Fund deducts $15,000 monthly for maintaining a current HSB POA property owners’ database, collections and disbursements in accordance to the Declaration of Reservations. There is $1,684,736.78 in current outstanding liens to be collected for past due fees owed. There is an additional $2,795,782.03 in outstanding dues from prior years. The Maintenance Fund provides no information on how or when these monies will be collected or allocated to the HSB POA Fund. 


According to the Declaration of Reservations, the Amenities Fund is to be used for the operation and ownership of the amenities for all of Horseshoe Bay, including the golf courses, buildings, landscaping, signs, ponds, fairways, greens, tees, and pro shop. Although both Resort members and non-members pay for these amenities, there are no reports provided as to how the Amenities Fund is utilized.


Although the HSB POA did not receive the established allocation during the month of March, we are keeping our financial responsibilities current. Our annual budget of POA fees to be received from members is $1,626,187.50 less what is paid immediately to the city of $642,344.06. This leaves a net of $983,843.44 of which we have received $775,740.39 (79%). We are half way through our fiscal year as of March 2024, the POA has paid the following:


$24,017.55 to the Declarant per the EC&R’s. Annual payments are $48,776.97


In addition to our obligation to the Declarant, we have paid $83,141.92 TOTAL ADDITIONAL MONEY for the beautification of our entryways. This does not include the maintenance of Quail Point, Fox Park, the hiking trails, or campground.

Service Above Self: A Horseshoe Bay Couple's Journey

Nestled among the rolling hills of Horseshoe Bay, our community is home to many incredible individuals, including a dedicated couple whose lives are a testament to decades of military and community service. Linda and Bryan Roach have an impressive, rich story worth sharing this Mother's Day month.


Embarking on a unique journey in 1983, Linda, armed with a degree in Aviation Administration, trained as a UH-1 helicopter pilot. Her path intertwined with that of her husband, Bryan, in Schwaebisch Hall, Germany, where they began a lifelong partnership. After five years of active service, Linda transitioned to the Army Reserves, a commitment she upheld for another 18 years before retiring in 2006.


Overcoming the challenges of a dual military household, the Roach family demonstrated remarkable resilience. Relocating over ten times, they were always prepared for deployment, thanks to a robust Family Deployment Plan. Their close-knit network of family and friends ensured their children’s care and continuity, a testament to their unwavering dedication.


Transcending their military life, Linda and Bryan's commitment to community service has been unwavering. From assisting military families during deployments to volunteering in various capacities, they have enriched every community they have been part of. In Horseshoe Bay, Linda has been an active member of The Texas Republican Women and co-chaired St. Paul’s Catholic Church's Christmas Bag Project, a testament to their dedication to service.


Choosing Horseshoe Bay as their retirement sanctuary was an easy decision, driven by a desire to be near dear friends and the tranquil beauty of Lake LBJ. The couple was immediately captivated by the lake and the plethora of amenities available in Horseshoe Bay. "What isn’t there to love about HSB?" she remarks. "The friendships we have made here are beyond a blessing. Everyone is so down to earth, and there are so many activities and interest groups to get involved in."


Reflecting on her most cherished role, being a mother tops her list. "There is no greater blessing in this world than being a mom," she shares. Her fondest memories involve summer trips to her hometown of Dubuque, Iowa, where her children bonded with their grandparents, savoring ice cream for breakfast and singing "God Bless Texas." Even as her children have grown and built their own lives—Alysia in stand-up comedy in NYC, Carsen in medical school in Galveston, and Libby in San Antonio—they inspire her daily.


As Horseshoe Bay celebrates the service and contributions of its residents, the community acknowledges not just the sacrifices made in the line of duty but also the everyday acts of kindness, selfless volunteerism, and leadership that make Horseshoe Bay a vibrant and nurturing place to live.

Having advertising signs on any lot (improved or unimproved) is a violation of the HSB Declaration of Reservations (Section 3.3 B.1 Land Use - General- Advertising - pg. 10 & amended on pg. 66). If you have a sign, please remove it. Share this information with your roofers, contractors, and neighbors! 



All of the property of the main entryways along FM 2147 are owned by the declarant. We have recently been instructed that the declarant will now be solely responsible for the maintenance and updates of all entranceways moving forward. Per the City of Horseshoe Bay, Stage 2 watering restrictions took effect May 1, 2024, limiting automated irrigation systems to once per week and only from midnight (12 a.m.) to 10 a.m. on your specific irrigation day. This is an LCRA mandate; more information can be found here.



The City of Horseshoe Bay has a vacant lot mowing program. It mows undeveloped lots twice annually, in the Spring and Fall. According to the city, they will start around the third week of May in the West and then move East. More information can be found here.



Do you have yardlight issues? Door Pro Plus or Marble Falls Glass and Mirror can provide new glass panes. Ace Hardware sells the sensors if that is the problem. And GarzaMade sells the entire yardlight if it's time for a new one.
