Welcome August! As we navigate through the hot month of August, we want to remind everyone of the importance of staying hydrated. Please continue to observe water restrictions despite the recent rains. 


As you may know, due to our current financial situation, we have had to make the difficult decision to temporarily postpone all free daily activity groups at Quail Point Lodge. The upkeep of eleven air conditioning units, kitchen equipment, water heaters, and other essential maintenance necessities utilizes a big portion of our monthly expenses which at this time has been diverted to pay for other top priority expenses. 


While this has affected our ability to host free events at this time, please be assured that these decisions were made with our membership’s best interests at heart. These 40 groups that meet and hold daily activities at Quail Point have not been removed from our daily calendar, as we genuinely hope to resolve this situation in the near future. 


There is a human aspect in all of this unfortunate situation, that being our HSB POA Office Staff.  Our top priority at this time, is the welfare of our staff. Our dedicated employees who are not just workers but part of the Horseshoe Bay family must retain their employment and be paid timely.  They have families of their own, and in these trying times, it is crucial that we keep them employed and supported. 


Please note that in accordance with our bylaws, there is no Board Meeting held during the month of August. During this period, our focus is still on adequately representing the interests of all property owners and diligently working towards the betterment of our community. The Board of Directors are committed to volunteering to improve and enrich the lives of our Horseshoe Bay community at large. 


The Board of Directors has never had any hard feelings or ill will toward our Declarant. Rather, we are eager and look forward to re-establish communication and have the ability to collaborate closely towards a healthy and symbiotic relationship that benefits us all. Our goal is to work together for the betterment of the HSB community, ensuring that our beautiful city remains a place we all love and are proud to call home. 


We want to express our heartfelt gratitude for your understanding and support. We are committed to navigating these challenges together as a community, with optimism and cooperation. Your support is invaluable, and we are confident that we will emerge from these difficult times with a renewed outlook and the assurance that we will move forward positively as a united community.

Volunteers Shine at Independence Day Event


We are delighted to extend our heartfelt gratitude to all the wonderful volunteers who made our Independence Day celebration at Horseshoe Bay POA an outstanding success. Your dedication and enthusiasm brought joy and excitement to our community, making this patriotic event unforgettable.

  • Women Working in Communion and Spirit led by Cathy Heeren for serving cold lemonade. These ladies provided a refreshing treat to all attendees.
  • The City of Horseshoe Bay for sponsoring the children's events, enabling us to make the Kiddie Karnival spectacular for the young at heart. The City also donated some water to keep everyone hydrated.
  • The Horseshoe Bay Fire Department for graciously opening their facility and assisting us in handing out balloons on July 4th. Your support and collaboration help make our community celebrations even more special and memorable.
  • The Horseshoe Bay Police Department for their exceptional coordination of the parade and for ensuring our event ran safely and seamlessly. Your dedication and professionalism are vital to the success of our community gatherings, and we are truly grateful for your unwavering support.
  • Escondido Golf and Lake Club donated water to keep everyone hydrated and healthy. Cold water on this hot day was invaluable.


Thanks to your efforts, we had an incredible, patriotic event that featured three fantastic parades—land, dog, and boat—each filled with festive spirit and positive comments from the crowd. Your contributions made this celebration a joyous and memorable occasion for everyone in our community.

August 2024


Until there is a ruling from the judge from the August 7th hearing, the POA is still subject to the decision made by the Declarant/Resort to defund the HSBPOA. Although there have been two small payments given to the POA, we are unable to include these in our current income as, upon the advice of counsel, these funds cannot be verified as there were no accompanying reports or accounting from the Maintenance Fund as to what these funds represent.


As a result, the HSBPOA has implemented the Emergency Crisis Plan to make necessary cuts on non-essential expenses such as reduction and/or elimination of services to non-developed areas and non-owned POA properties. Additionally, for the financial wellbeing of the POA, cuts on essential expenses implemented or scheduled for action such as scaling back on community events, implementing scheduling restriction on HSBPOA office hours, stopping all capital projects, and other cuts. 


However, as outlined in the Declarations and EC&Rs include in the Declarations (pg 128), the POA has continued to pay the Declarant/Resort their maximum monthly fee for maintenance and beautification of the entry ways, paying calendar YTD $36,211.80 annual payments are $48,776.97. In addition to our obligation to the Declarant, we have paid $125,386.20 TOTAL ADDITIONAL MONEY for the beautification of our entryways. This does not include the maintenance of Quail Point, Fox Park, the hiking trails, or campground.
