CAPER Review For 22/23 Action Plan (AP)


The City of Porterville is soliciting public review and comment on the Consolidated Annual Performance and Evaluation Report (CAPER) for the City’s 2022/2023 Action Plan (AP).


The AP is submitted annually to the U.S. Department of Housing and Urban Development (HUD) to enable the City to receive federal funds under the Community Development Block Grant (CDBG) program.

The construction on Main Street will be starting September 1, 2023.


Construction will be between Morton Avenue and Putnam Avenue.

The City of Porterville uses the myPorterville App as a method to easily submit resident requests. You can submit service requests (potholes, street lights, trash collection, graffiti, and other non-emergency items) directly to us online or by using your mobile device and they will instantly be routed to the appropriate department administrator!


Here's how it works:


  • See something that needs to be fixed?
  • Submit a request from our various categories (i.e. barking dogs).
  • Attach a photo if applicable.
  • City staff receives the request.
  • The corresponding department fixes the problem!
  • You get notified when the request is completed.

City Council Meeting Recap: August 15, 2023

Design Consultant Selected for New Porterville Library


City Council authorized the Consultant Service Agreement with Paul Halajian Architects. In order to ensure the successful design and construction of the library and future sports complex, additional scope items, such as a traffic study and a sportsplex master plan were included in the consultant contract.

Other actions and announcements:


  • The Animal Control Commission provided a report on the status of the new animal shelter. They reported that the new shelter is getting closer to completion and are looking forward to having the new shelter in town. The Commission has also proposed a name change for the new shelter and a name change for the Animal Control Unit, which will be decided at a later time.
  • City Council approved a Supplemental Agreement for the Butterfield Stage Corridor Project and the Rails to Trails Corridor Lighted Crosswalk Project. The Butterfield Stage Corridor project will develop an active transportation corridor of approximately 3.9 miles in length that will include solar lighting, water stations, wayfinding, benches, and controlled crossing systems.
