Lakewood Residents,


After a week of snow and temperatures in the teens, it's beginning to feel like it has been one of the roughest winters in recent memory. I want to commend you all for toughing it out by shoveling your sidewalks, helping neighbors, and looking out for one another.


I also want to thank our tireless crew of snow plow drivers for battling the snow as it covers the streets, along with the Refuse and Recycling team that hasn't missed a beat through the snow and cold. We are very, very grateful for the wonderful service you provide.


This issue of the newsletter features articles on the long list of infrastructure projects that are coming up in 2026, some snow clearing guidance and reminders, an update on Winterhurst Ice Arena, and a reminder about filing your taxes from Lakewood's Municipal Income Tax division.

Public Works Dept. Gearing Up For 2026 Projects


Here's a glance at the long list of infrastructure upgrade projects that will kick off in 2026.


Road Resurfacing


Areas to be resurfaced in 2026 are as follows:


  • Edgewater Dr. / W. 117th St. Intersection
  • Madison Ave. / W. 117th St. Intersection
  • Quail St. from Madison to Plover


Watermain Replacement


The City's contractor is continuing work on Norton Ave. and Northland Ave. that began in 2025. These streets saw complete watermain replacements, lead service line replacements, and will culminate with a new road surface and landscaping restoration work in the first part of the year.


Bunts Road is the next watermain replacement project that will kick off in the spring of 2026. Preliminary gas line work is being performed by Enbridge along the Bunts corridor, after which Phase 1 of the Bunts Road Rehab Project will begin in the area between Lakewood Heights Blvd. and Franklin Blvd.


When completed, Bunts Road will see a new road surface, new watermain, new higher capacity storm sewers, lead service line replacements, a new shared use path along the west side of the street, decorative lighting, a parking lane with permeable pavers, and newly planted trees to replace ones that are removed for the project.


Lead Service Line Replacements


Following a successful pilot program in 2025, Lakewood is greatly expanding its lead service line replacement program. Homes that currently have lead water service lines on either the public, private, or public and private sides will receive new copper water lines at no cost to the homeowner.


The list of lead service line replacement roads are as follows:

  • Beach Ave. - RR Tracks to Clifton Blvd.
  • Cannon Ave. - Webb Rd. to Granger Ave.
  • Cliffdale Ave. - Edgewater Dr. to Lake Ave.
  • Delaware Ave. - Arthur Ave. to Alger Rd.
  • Delaware Ave. - Lincoln Ave. to Brown Ave.
  • Detroit Extension. - Scenic St. to Graber Dr.
  • Elbur Ave. - Merl Ave. to Clifton Blvd.
  • Emerson Ave. - Jackson Ave. to Donald Ave.
  • Giel Ave. - Detroit Ave. to Merl Ave.
  • Hilda Ave. - Lakewood Hts. Blvd. to Delaware Ave.

Answering Snow Questions During A Harsh Winter


The winter of 2025-2026 has been hard on all of us. Snow and below-freezing temperatures have been ever-present since Thanksgiving with only brief periods of relief.


This article will provide some reminders for our residents, landlords, and business owners about who is responsible for snow removal and the details surrounding snow parking bans.


Who is responsible for removing snow from sidewalks?


The language in Lakewood Codified Ordinance 521.06 reads:


Every owner, occupant or person having charge of any tenement building, lot or land fronting any avenue, street, alley or public highway in the City shall remove and clear away, or cause to be removed or cleared away, snow and ice from a path of at least four feet in width from so much of the sidewalk whether or not flagged or paved as is in front of or abuts such building or lot or land.


In simple terms, homeowners and businesses are responsible for clearing sidewalks in front of their properties. Many of our neighbors rely on sidewalks for commuting, errands, using public transportation.

How is the sidewalk clearing ordinance enforced?


The City's Housing and Building inspectors go out after snowfall events to post notices on the properties that have not cleared their sidewalks. If the sidewalk remains uncleared, these properties could be subject to fines or billed for clearing performed by City staff.


Why do we have snow parking bans?


A snow parking ban is an ordinance that temporarily prohibits parking vehicles on certain streets when snow depth reaches four inches or more. This rule is in place to keep vehicles from getting stuck in snow banks created by plows, and to allow our plows to fully clear the roads.

We understand that parking in Lakewood can be very limited, and not all homes or apartments have driveways or parking lots for residents' vehicles. During snow bans, affected residents may park for free in municipal parking lots.

Even on streets that are not part of the snow parking ban, keeping vehicles parked off the road helps to protect your vehicle from damage and allows your street to be cleared more thoroughly.

Winterhurst Construction Update


Despite the winter weather, construction work continues at Winterhurst Ice Arena on the locker room addition and rink space renovation project.


Last fall, the locker room section of the 50-year-old building was demolished, and the original spectator stands in Rink 1 were removed. This work made way for construction of a new two-floor addition that will provide new, contemporary-design locker rooms on the first floor and an indoor training space on the second floor. These improvements will serve the athletes and ice sport teams that call Winterhurst home for another 50-plus years.


As the new walls go up and the project moves toward an anticipated completion of major construction in early summer, the site will also provide a new canvas for the reinstallation of the public art mural from the old building section. The project will further include new landscaping and other aesthetic elements at the corner of Warren and Lakewood Heights.


Throughout construction, the Ice Arena will remain open, with temporary locker rooms serving both sheets of ice. More information on public and other programming offered at Winterhurst can be found at the Winterhurst Ice Arena website.

Municipal Income Tax Season Has Returned


It’s tax season again, and the City of Lakewood 2025 tax filing deadline of April 15, 2026 will be here before we know it. All residents 18 years of age or older must file a tax return or exemption with our office, regardless of income.


To help taxpayers meet their filing obligations, the Municipal Income Tax Division offers several ways to file, including in person, by mail, via fax, or through the Division’s E-File/E-Pay system. The E-File/E-Pay system is the most convenient way to remotely file and pay your taxes twenty-four hours a day and is available to use now. If you would like to file in person, our office is open 9:00 AM to 4:00 PM Monday through Friday, no appointment necessary. We will be offering extended hours for in person filing, which will be announced and posted to the Division’s webpage soon.
