Shoreline protection and the new Community Planning Permit By-law


The most precious area of our lakes and waterways is the shoreline. Almost all aquatic life is born, raised and fed in the shoreline. Water quality is protected by a natural shoreline. The lake is beautiful because the shoreline is beautiful. To keep this ecosystem healthy, and lovely, and to buffer the impact of development, rules are needed that limit site alteration, shoreline development and vegetation removal. We all have a personal interest in the development and alteration of our own properties and we all have a real stake in the development and alteration of each other’s properties and of the whole shoreline.


A new Township of Lake of Bays Community Planning Permit (CPP) By-law came into force in the spring of 2024. It replaces two former by-laws - the  Development Permit By-law and Comprehensive Zoning By-law. Zoning, site plan and minor variance applications are now combined into a more streamlined and integrated process. The CPP By-law contains provisions about site alteration and vegetation removal, particularly along shorelines.


The Township has a new brochure that contains a summary of the CPP provisions governing the waterfront zone. You can read all about the CPP and download the brochure here.


Anyone considering development or site alteration in the waterfront zone should read the brochure and consult with the Township prior to starting any work. We should all want to follow the rules. There can be penalties if by-law officers find work has been done that does not comply with the by-law or has been undertaken without the benefit of required permits.


If you are concerned about development, site alteration or vegetation removal on a neighbour’s property, inform yourself about the rules and talk with your neighbour to better understand their plans and actions. If you are still concerned, you can speak with the Township Planning Department at 705-635-2272 ext.1228 or the By-law Enforcement Department at ext.1253.

Transport Canada Boating Safety Survey


Transport Canada (TC) has launched a public consultation on the mandatory use of Personal Flotation Devices (PFDs) for boat operators. Below is an overview of the initiative along with a link to their website and survey. Make sure to submit your feedback by November 4, 2024.

TC has created a survey to gather public input, focusing on three main areas:


  • Age requirements
  • Vessel length
  • Vessel type


The aim of any new regulations is to reduce boating fatalities. TC's proposal would require PFDs to be worn only while a vessel is in motion, allowing activities such as fishing or swimming while anchored to continue without impact.


Why is this important?

On average, Canada sees 111 recreational boating deaths each year, with approximately 89% of these involving individuals who were not wearing a PFD or lifejacket. These statistics have remained relatively consistent, with no significant decline over time. According to TC's research, the majority of recreational boating fatalities occur among adult males using powerboats or canoes, often due to vessel capsizing or individuals falling overboard.


International jurisdictions with mandatory PFD regulations have reported notable reductions in boating fatalities, which underscores the potential impact of such a policy in Canada.


How to provide feedback

You can share your thoughts with Transport Canada in three ways:

  1. Complete TC’s survey to share your views.
  2. Submit written comments through the "Have your say" feature on the Let’s Talk webpage.
  3. Email your feedback to: MSSRegulations-ReglementsSSM@tc.gc.ca


The consultation period is open until November 4, 2024.
