Thank you for attending our first Community Town Hall Meeting to discuss the impact of funding changes on homeless services. We're grateful for your time, insights, and commitment to building solutions together.


During the meeting, our Chief Executive Officer, Sarah Perry, MSW, highlighted that:


  • Valley Oasis faces a 43% reduction in funding, starting July 1st, due to changes in Measure H, Measure A funding, and delays in governmental funding.
  • Valley Oasis is no longer able to screen or enroll new clients into the Time-Limited Subsidies (TLS) and Prevention programs as a result of the Los Angeles Homeless Services Authority's (LAHSA) directive, issued April 11th to all funded agencies, including Valley Oasis, to immediately halt new enrollments and new housing assistance under these programs. This directive is in response to anticipated funding restrictions for the Fiscal Year 25-26 program year and applies system-wide. LAHSA has clarified that this decision is final and not open to amendment.
  • Clients who are already enrolled but not yet housed will not receive financial assistance for move-in or ongoing rental support
  • Continuum of Care (COC) funded programs remain unaffected and will continue as usual


These changes are difficult, but we remain committed to advocating for sustainable housing solutions, supporting currently enrolled and housing clients, and uplifting the voices of our community.
