Important Reminder!


Owners/management agents are reminded OHFA implemented HOTMA for initial certifications and recertifcations effective May 1, 2025. Owners/management agents must use the HOTMA Rule to qualify or recertify applicants/tenants for all OHFA-funded projects. Additionally, on May 5, 2025, OHFA published a revised HOTMA TIC with the mandated NAHMA 8.0 standards. Guidance on the revised TIC can be found in this previous industry message and OHFA's DevCo Resources.


Note: Any tenant events entered into DevCo prior to May 5, 2025, which is the date the revised TIC was published, will need to be re-entered, because events entered into the old TIC version do not transfer to the revised TIC.  

Revised, New, and Deleted OHFA Forms


OHFA has revised three forms and added two new forms as follows:


Revised Forms


Management Questionnaire

Revised to update the format of the document and add information to the following sections: HOTMA Implementation, Fair Housing and Supportive Services. The revised questionnaire must be used for audits occurring on/after August 1, 2025.


HOME/HOME-ARP/NHTF Rent and Occupancy Report Form 

Revised to incorporate the HOME-American Rescue Plan Act (HOME-ARP) program and change the name of a column located in the Current Rent Structure table from TBA to TBA/PBA. The effective date for the revised form is July 1, 2025, and must be used for this year’s rent approvals for submissions occurring on/after July 1. 


Note: Owners/management agents who submit the older version of this form before July 1, 2025, are not required to resubmit the revised form. 


HOME/HOME-ARP/NHTF Lease Addendum

Revised to add the HOME-ARP program. The revised addendum must be used for move-in's effective on/after August 1, 2025, and also when a new lease of an in-place tenant is signed. 


New Forms


Self-disclosure of Student Financial Assistance

This form is to be used as a supplement to OHFA’s Student Financial Aid Verification (PC-E12). The PC-E12 form is intended to be sent to a student applicant/tenant’s institution of higher learning while this new form is to be completed by the student applicant/tenant as self-disclosure. OHFA believes only using the PC-E12 form could result in gift income or grants and scholarships from private foundations/businesses being missed if the institution of higher learning is unaware the student receives the assistance from these resources. Owners/management agents must use this new form in conjunction with OHFA’s PC-E12 form for new move-ins occurring on/after August 1, 2025. 


HOME-ARP Qualifying Population Verification

Developed to verify applicants/tenants meet one or more of the qualifying populations (QPs) criteria in accordance with HUD’s HOME-ARP rules. For further information on QP criteria, reference pages 3–8 of HUD’s Final HOME-ARP Implementation Notice. The new form is to be used only for HOME-ARP assisted units. It is effective July 1, 2025, and must be used for move-in certifications occurring on/after August 1, 2025. The new form does not have to be used for recertifications occurring throughout the project's affordability period.


Deleted Forms


Due to HOTMA, OHFA will remove the following two forms from our website effective July 1, 2025:


  • Child Support Verification (PC-E10)
  • Alimony and/or Informal Child Support Affidavit (PC-E34)


HUD’s HOTMA implementation guidance specifically states that “child support or alimony must be based on the payments received, not the amounts to which the family is entitled by court or agency orders.” Thereby, these two forms became obsolete because of HOTMA and have been replaced by the PC-E14 Informal Support Affidavit. The effective date for PC-E14 is July 1, 2025. 


Note: Owners/management agents verifying child support or alimony should obtain a copy of the applicant/tenant’s payment history from the Child Support Enforcement Agency (CSEA) or Office of Child Support Services (OCSS). 


If a copy of the payment history is deemed insufficient by the owner/management agent or the payment is coming from any entity/organization that is not CSEA or OCSS, OHFA form PC-E14 should be used to verify the amount actually received by the family/household. 

Revised Policy — TSP Guidelines


OHFA revised its TSP guidelines to incorporate information on the HOME-ARP Program and add further information on record retention and what must be included in the TSP for HUD-assisted projects. 

OHFA Blank TIC


Effective June 13, 2025, OHFA is no longer providing a copy of a blank TIC to software companies or any other vendor. If a blank TIC is needed, a blank TIC can be obtained by creating a TIC in Devco and then redacting the personal information. This is the same process OHFA utilizes to create a blank TIC.

US Housing Consultant's Housing Compliance Trainer Randy McCall will delve deep into the LIHTC laws and regulations, while also providing real-world examples with practical applications. This two day in-person training will occur in Columbus, Ohio, on September 23–24, 2025.

NSPIRE – Introduction to the New Standards Training

The Ohio Capital Corporation for Housing (OCCH) is offering an NSPIRE online training through their Affordable Housing Training Academy (AHTA) on July 24, 2025. The training will focus on an overview of NSPIRE and what industry partners need to know in order to be compliant with NSPIRE. Further information, including registration, can be found here.
