Meet Your OHFA Team!


There have been changes at the Ohio Housing Finance Agency (OHFA)! The Office of Multifamily Housing Compliance and Asset Management teams are now one division, the Compliance and Asset Management Division. Kellen Showes is the director leading the compliance managers, who are Kathy Carroll, Kellie Wolfe, and Jimmy Kohlberg, as well as Senior Asset Manager Adam Rice. Together, this leadership group guides a staff of auditors, inspectors, asset managers, and other staff monitoring the health of multifamily housing projects receiving OHFA funding.

Reminder: Housing Development Assistance Program (HDAP) Monitoring Deadline Approaching!


OHFA’s compliance staff will complete the monitoring (i.e., file audits and physical inspections) of HDAP-funded projects (e.g., HOME, NHTF, Ohio Housing Trust Fund (OHTF)) prior to June 30, 2026.

Affirmative Fair Housing Marketing Plans Updates


As of June 1, 2026, all OHFA-funded multifamily projects are required to submit an updated AFHMP every five years based on the date of the most recently OHFA-approved AFHMP. (This change replaces the previous two-year review cycle to align OHFA’s policy with federal guidance and current best practices.) For example, if your plan was approved in 2026, your next submission will be due in 2031. 


All AFHMP submissions must be emailed to AFHMP@ohiohome.org and include the following: 


  1. Completed PC-E45 AFHMP form 
  2. U.S. Department of Housing and Urban Development (HUD) approval letter, if applicable 
  3. Current fair housing training certificates


Affirmative marketing responsibilities continue throughout the full affordability and compliance periods, and projects must ensure current outreach efforts, community contacts, and advertising practices remain consistent with fair housing requirements.

Reminder: Don’t Forget Your Quarterly Construction Monitoring Reports!


OHFA monitors housing development progress throughout construction. Submission of OHFA’s Quarterly Construction Monitoring report is required for 9% and 4% LIHTC and HDAP projects. The form or report must be submitted on a quarterly basis beginning the first quarterly reporting period following OHFA Board approval for an OHFA-funded property through 100% construction completion. Reports are due January 1, April 1, July 1, and October 1 each year until a housing development is placed in service. Outstanding submissions may impact a developer's ability to receive future award funding and be reimbursed on a timely basis.


July 1, 2026, will be here before we know it, so please check our website for the report form, and submit it prior to each quarter’s deadline.

LIHTC and HOME Rent and Income Limits Posted


All LIHTC and HOME rent income and limits have been posted on our website. The most current rent and income limits became effective June 1, 2026.

 Asset Management Project Changes


Project changes for ownership, property management, and loan/agreement modifications must be submitted to OHFAProjectChanges@ohiohome.org prior to the changes being made.


Annual financial reporting for all LIHTC projects funded during or after 2018 by the American Recovery and Reinvestment Act (ARRA), HOME (for housing developments with 10 or more assisted units), National Stabilization Program (NSP 1-3), or National Housing Trust Fund (NHTF) is due to AssetManagement@ohiohome.org by April 30. 


Quarterly financial reporting for OHFA’s Multifamily Lending Program (MLP) is due to AssetManagement@ohiohome.org on April 30, July 31, October 31, and January 31 annually.
