HOME/NHTF Rent and Occupancy Reports Due July 28

The HOME and NHTF Rent and Occupancy form has been updated this year. The update now requires projects to submit the current lease with any lease addenda/lease attachments along with a fee schedule. Additionally, NHTF and HOME regulations, 24 CFR § 93.204(b)(4) and §92.214(b)(3), require that fees do not create an undue burden on low-income households and charges be reasonable and customary for the geographic area. OHFA considers the following charges as customary:

  • Application fees 
  • Late fees
  • Fees for insufficient funds
  • Lost key/lockout fees
  • Pet fees (limited to $30/month total, not per pet)
  • Parking in neighborhoods where such fees are customary/garage fees
  • Credit card processing fees
  • Cost of non-mandatory services such as meal or bus service so long as such services are voluntary

Customary charges are limited to “actual cost”. OHFA must approve all fees charged by the owner.

Compliance Audit Reminders

  • Upon receiving the notice to upload files for an audit, only upload what is being requested on your scheduling letter. If you upload additional documents that were not requested, your entire upload may be declined by the auditor. If there are additional documents needed after your initial upload, the auditor will contact you.

  • Uploaded documents MUST be linked to the applicable finding(s) addressed individually.

  • Complete the Management Questionnaire and submit all required documents within three days of being notified of the audit. 

  • Owners/Management agents must request an extension at least one week prior to the deadline or the earliest possible date with an explanation why an extension is necessary.

Work orders must be clear and include all repairs completed in a unit. Remember to label the work orders with the correct building address/unit numbers and describe the work performed. Work orders must be signed by management or maintenance staff.
