Conflicts of Interest
A key component of the Connecticut State Code of Ethics for Public Officials and State Employees is avoiding using your state position for personal financial gain.
General Statutes § 1-84 (c) states in pertinent part: "No public official…shall willfully and knowingly disclose, for financial gain, to any other person, confidential information acquired by him in the course of and by reason of his official duties or employment and no public official…shall use his public office or position or any confidential information received through his holding such public office or position to obtain financial gain for himself…or a business with which he is associated."
In June 2023, the Citizen’s Ethics Advisory Board approved a settlement agreement with a former Connecticut Port Authority (CPA) Board Member who allegedly used his position to persuade staff and fellow board members to enter into contracts with and pay his own company. The CPA is a quasi-public agency and is subject to the Code. Juan agreed to pay $18,500, which is one of the highest penalties issued by the Office of State Ethics.
