At Tuesday's meeting, the Board recognized the NOVA United Senior Women's Basketball Association for its 20th anniversary and recognized Christopher Fay, Executive Director Emeritus of Homestretch for his retirement after 17 years of service.
I presented a joint Board Matter with Chairman McKay and Supervisor Gross on Opportunities for Staff Retention Incentives.
The Board also took the following actions:
Providence District
- Authorized the advertisement of a public hearing on October 24th at 4:30 pm on the acquisition of certain land rights necessary for the construction of Chain Bridge Road Walkway.
- Authorized FCDOT to apply for funding from VDOT's FY 2025-2026 Revenue Sharing and Transportation Alternatives Set-Aside Programs to fund:

Shrevewood Elementary School Safe Routes to School Project;
- and others in Braddock, Dranseville, Franconia, Mt. Vernon, Springfield, and Sully Districts.
- Approved PCA 2004-PR-044-004 and its associated Conceptual Development Plan

Held a public hearing and approved the FY 2023 carryover budget package that includes:

Reallocation of $8 million from the General Fund Pandemic Reserve to the Affordable Housing Development and Investment Fund.

Allocation of $26.48 million or 20% of the balance to support additional bicycle and pedestrian access throughout the County.
- Combined with funding of $30.21 million previously approved for this program, total funding to date equates to $56.69 million of the $100 million target.

Allocation of $8.05 million in County environmental and energy strategies.

Funding for the Park Authority totals $15.7 million.

Authorized advertisement of a public hearing on November 21st at 3:30 pm on a proposed zoning ordinance amendment re: sign regulations.

This fair will take place in conjunction with the annual Beacon 50+ Expo, which will be located on the upper level. Dozens of exhibitors – including government agencies, nonprofits, and local businesses- will provide helpful information regarding retirement communities, home remodeling, financial planning, healthcare, travel, fitness, and more. Health screenings, flu shots, and other vaccines will be offered.

The Adopt-a-Family Program was developed to help children and families who are in need of clothing, food, and toys for the holidays. Every fall, the program begins taking donations to support families who are working with the Fairfax County Department of Family Services, Children, Youth and Families Division. The program matches generous donors with identified families to make their holidays more joyful.
With the help of the community, this program has expanded its mission since its inception in 2006. Volunteer & Partner Services works within the community to help these families in times of need, not just during the holiday season.

The Concert Truck at the Community Center
Capital One Hall is hosting six public performances with The Concert Truck including the Providence Community Center on Friday, September 29th at 2:30 pm.
Performances will feature founder and pianist Nick Luby joined by vocalist Jacob Lamb. The musicians will present a one-hour music program featuring arrangements of Broadway classics.

W.T. Woodson High School Renaming
On September 12th, seven school board members sponsored a Forum Request to initiate a name change and the consideration of Dr. Carter G. Woodson as a new name. As a result, the Fairfax County School Board is initiating the renaming process in accordance with Policy 8170.7- Naming School Facilities and Regulation 8170.8.

The Fairfax County Office of Environmental and Energy Coordination (OEEC), in partnership with the Greater Washington Region Clean Cities Coalition and the Electric Vehicle Association of Greater Washington, DC, is presenting “Electrify Your Ride with Tax Incentives: A Carbon-Free Fairfax Webinar” on Thursday, October 5 at 6 pm. Together, they will answer common questions about electric vehicles and how drivers can take advantage of federal tax credits and incentive programs.

Charge Up Fairfax is a program to help residents of homeowners associations (HOAs) and condominium owners associations (COAs) access charging for electric vehicles (EVs). Charge Up Fairfax supports HOAs in identifying and overcoming challenges, both technical and financial, to on-site EV charging for residents and their guests. Community Meeting re: Active Transportation Projects for Funding
Fairfax County Department of Transportation (FCDOT) has developed a proposed list of projects that will be narrowed down further with input from the community to receive a portion of $100 million funding allocated by the Board of Supervisors. FCDOT will hold two virtual community meetings to present how the current list of projects was developed, including the methodology and criteria staff used to select projects for consideration. The project list was narrowed down from a list of over 2,000 unfunded projects to 317.

Community Meeting re: Data Centers
As directed by the Board of Supervisors, county staff are conducting preliminary research on the county’s data centers, which includes related opportunities, environmental concerns and potential resolutions. Community members are encouraged to join the virtual meeting on Thursday, October 5th at 6:30 pm to learn more about this project, share thoughts, and ask questions.
Community input gathered between now and Friday, November 3 will help inform staff’s initial recommendations for potential data center guidelines that could address where they are located and how data centers should be approved.

Ken Quincy
In 1972, Ken Quincy and his family made the Providence District their home. Ken has dedicated much of his time over the years to his community. Ken taught English as a second language (ESOL) at Pimmit Hills in adult education and participated in the AARP tax aide program. Since 1998, he's been the President of the Dunn Loring Woods Civic Association. Ken joined the Park Authority Board in 2007 as the Providence District representative and is currently chairing the Budget Committee and the Planning and Development Committee. Additionally, he serves as a liaison to the Fairfax County School Board. He's a strong advocate for green spaces, open space preservation, and the development of outdoor recreational amenities in Fairfax County. Ken's commitment to his community shines through in every role he takes on. Thank you, Ken, for all you do for our community and for your dedication and unwavering commitment to Providence!
