Gatehouse System Replacement 5-7 June
The GCA is in the process of replacing the Gatehouse License Plate Recognition (LPR) system. Our legacy system is at the end of its life cycle, with older technology and dependent on using Windows 7 (which is no longer supported by Microsoft after 14 January 2020). We've been working the replacement system since last fall, and the equipment is now available with installation scheduled for 5 - 7 June. That means for some of that installation period, we will be operating manually and in a single lane which will create some entry delays. 

With the potential for delays, please allow extra time for entering the community.

The new LPR system will be integrated with our existing CAMS system. CAMS is the system that allows on-line scheduling for visitor access. After installation is complete, the new LPR system should have no impact on our CAMS functionality. 
Trash Receptacles at the Sports Field
Please do not use the Sports Field trash receptacles for household trash. Many weeks we find the containers overflowing with trash. When one resident was asked about placing household refuse in the sports field containers, the resident responded "I had company this week and needed the extra room."

If you have extra trash on an occasional basis, you can place the trash in a trash bag or two for pick-up with your regular trash container. However, since County Waste employs automated trucks (cool technology), you'll need to call them in advance at (800) 832-1332 so that they can plan for the extra pickup.

Breezy Hill Development Meeting - June 24th
The meeting is at 7 PM at the East Rivanna Firehouse
All are highly encouraged to attend.

Albemarle County received a Zoning Map Amendment application from Southern Development to change the R-1 zoning on the 86+ acre Breezy Hill property to R-4 zoning. If approved, this would allow the construction of 200 single-family attached and single-family detached town homes, just east of Glenmore. Such a development would add hundreds of vehicles to Rte 250. 

The May 12, 2010 Master Plan for the Village of Rivanna (p.31) specifies, "It is essential that all of the US 250 improvements be constructed before new development occurs in the Village.” If the county approves the Breezy Hill zoning change before US 250 is improved, it could mean the Master Plan is no longer being fully implemented and other similar high-density developments could apply for a zoning change, too.  More traffic!

Southern Development will present the Breezy Hill plans at the 24 June meeting so that Glenmore residents and others affected by the zoning change may learn details of the development and get their questions answered.

Bottom Line:
A very large Glenmore turnout (500+ residents) lets our county officials know that we are very interested in what happens with this zoning change request, the disregard for the 2010 Master Plan, and the impact on US 250 traffic.

A small turnout (100 residents) tells our county officials ... Glenmore has minimal interest with the zoning change.
ARC Interactive Application
There is a new interactive application for changes to your home or yard now available on the Glenmore website. Please apply for approval to make changes at least 30 days before your contractor is scheduled to begin work. We have had several situations recently when the application was submitted only one or two days before the work began. Please do not start work on a change until you have received approval.

To homeowners in the Bremerton Cottages and the Scottish Homes, please be aware that your Associations have selected approved colors for changes to your siding, trim and roofs. These colors are found on the Glenmore website. If you need assistance, please contact ARC at arc@glenmore-community.org.

To the lucky homeowners who are escaping the heat this summer and will be away for a few weeks, please arrange for a neighbor or friend to monitor the condition of your yard. Sometimes lawn care services neglect the yards of absent owners who remain blissfully unaware of the situation.

Road Works
Fiber Optic Cable Installation
 on Downing, Newbridge, Farrington and Westerham  
S&N notified the GCA of its intent to install fiber optic cable for Central Virginia Electric Cooperative’s (CVEC) broadband project. Digging and boring will take place in the CVEC right-of-way, including some boring into the road where there is a utility line to cross. S&N assures us that “everything will be put back as it was,” including paving the road, and replacing sod in the affected yards. During the first days of the project, S&N found more rock and shale than they expected. They are taking some time to revise their plans for the installation. More Weekend Beer Cans at the River
In the last newsletter, we posted an article about trespassing and party gatherings at the river. Beer cans and trash were left behind. We closed the access road, and cleaned up the beer cans, and found another batch this past Saturday. We cleaned them up and found more on Sunday. We know the partiers are Glenmore residents. There are two ways to prevent this in the future. We can advise parents (this article), or we can contact the County Police. Either way, we need your help.

GCA Expanding the Use of Associa
You may have noticed, more of our communications are being directed through our GCA management company, Associa - Community Group. We signed a contract with Associa in Dec 2017 to manage our GCA finances. That was step one in an effort to spread the GCA work beyond a continuously smaller number of volunteers. We are now expanding Associa's role so that they have a dedicated person available to answer calls and emails during business hours. Starting 30 April, CARB is using Associa to respond to CARB requests. Starting 1 June, the Roads committee will also use Associa. Also, with Frank Keplinger moving to northern VA around 1 July, Associa will be responding to maintenance issues beginning 1 July. Lost and Found
We found sports equipment near the sports field equipment shed over the holiday weekend. With rain on its way, we moved it into the shed. To reclaim the equipment, contact Thelma Washington (Associa) at 434-984-0700 Ext 1, and she'll provide you with access to the shed.
Property Sale Disclosure Packet Inspections - VA State Law
The Virginia Property Owners Association Act (the Act) provides rights to buyers for property that is controlled by a community association. The buyer is entitled to GCA information called out in the Act, and if the information is not received, the buyer has the legal right to cancel the contract (§ 55-509.4) . The Act requires that the GCA provide a physical inspection of the property and the preparation and issuance of a GCA Disclosure Packet as required by § 55-509.5 which states the disclosure packet should contain “A statement that any improvement or alteration made to the lot, or uses made of the lot or common area assigned thereto are or are not in violation of the declaration, bylaws, rules and regulations, architectural guidelines and articles of incorporation of the association.”  Upon request by the seller or the seller’s agent, Associa conducts an inspection of the property, provides a report, and delivers the Disclosure Packet in accordance with the Act. 
VA Code
To ensure all property exterior issues are considered during the GCA Disclosure Packet Inspection, the GCA is providing an updated checklist for Associa property inspectors which ensures: the property complies with the GCA Covenants & Restrictions and other governance documents; and there are no outstanding actions against the property owner for late assessment payments and liens, architectural issues (e.g., fences around HVAC units), or infractions regarding the GCA common property (e.g., colonization of common areas).

Bocce Ball at the GCA Sports Field
We have a  Bocce Ball court  and equipment at the GCA Sports Field. If interested in establishing a tournament, here are the  rules .
