Remembering Dr. Phil Boyle
|
The CSG West family is mourning the recent loss of Dr. Phillip Boyle, a tireless proponent for democracy who for many years served as faculty for the Western Legislative Academy (WLA). Dr. Boyle’s contributions, insights, and advocacy of our institutions of government were invaluable.
During his long tenure with WLA, members and staff from CSG West were honored to have spent time with and learn from Dr. Boyle. His presentations were impactful, interactive, witty, and enabled policymakers to understand the public values they are confronted with when considering public policy choices that affect our body politic.
Dr. Boyle is survived by his wife, Scottie Seawell, and three daughters. CSG West expresses its sincere condolences to his family and colleagues. He will be deeply missed.

"He continued to present at national, state, and regional conferences including through the Council of State Governments Western Legislative Academy, a highlight of his year and for which he always tailored his slides with current public policy issues relevant to western state legislators. All of Phil's workshops were designed to make participants think critically, work collectively, and laugh often using puns, cartoons, and the rule of three."

Remembering Former Washington Senator John McCoy
Last month family, friends, and the Tulalip Tribes gathered to remember former Washington Senator John McCoy, whose service in the legislature spanned nearly two decades. Specifically, he served in the House from 2003 to 2013 and then in the Senate from 2013 to 2020. He was active in CSG West’s natural resources committees and programs, including the Legislative Council on River Governance (LCRG), which convenes legislators from Washington, Oregon, Montana and Idaho to address issues of common interest along the Columbia River Basin.
Former Senator McCoy was also one of the longest serving Native American legislators nationwide. The awareness he brought to the legislature about tribal communities and issues was instrumental in passing Senate Bill 5433 in 2015, encouraging school districts to teach Native history and culture and to consult Tribes in developing the curriculum known as Since Time Immemorial: Tribal Sovereignty in Washington State. The curriculum has been endorsed by all 29 federally recognized tribes.
