Congratulations to GlobalMindED’s 2023 Inclusive Leader Award Winner for Higher Education: Carrie Billy
Rooted in her Navajo heritage and inspired by the challenges she faced growing up, Carrie Billy's journey has been dedicated to championing opportunities for Native American students. Living on the Fort Apache Indian Reservation in the White Mountains of Arizona, Carrie watched her single mother juggle the care of four children and provide for them through her work at the Indian Health Service. Her mother’s strength helped shaped her resolve, pushing her to become the first in her family to attend college. Although initially daunting, this experience expanded her worldview and deepened her understanding of the obstacles Native American students encounter. Empowered by this realization, she committed to making a difference for others facing similar struggles.
Carrie’s career path moved from college studies in journalism to law, a U.S. senator’s office, and the White House —culminating in her current role as the President and CEO of the American Indian Higher Education Consortium (AIHEC). Here she works tirelessly to ensure that tribal colleges, created by and for American Indians and Alaska Natives, receive adequate support and resources. The establishment of these institutions begins with tribal governments recognizing the need and exercising their sovereignty and self-determination. At AIHEC, Carrie closely collaborates with tribal leaders, congressional delegations, and key stakeholders to navigate the intricacies of federal funding and ensure the sustainability of these critical institutions.
As a leader, Carrie draws strength from her lived experiences, understanding that challenges can be transformed into catalysts for change. She believes that leadership requires empathy, cultural competence, and an unwavering commitment to the cause. Navigating the education and policy landscape as a Native American woman has endowed her with a unique perspective to lead AIHEC’s strong, driven, and compassionate staff on their important mission.
Inclusivity is at the core of Carrie's leadership. She strives to ensure that every voice is heard and valued, particularly those from marginalized communities. This commitment is critical, as AIHEC works toward the establishment of more tribal colleges, providing more Indigenous students with access to quality education.
Carrie believes in the power of collaboration and community engagement. Working closely with tribal governments she advocates for the sovereignty and self-determination of their people, ensuring their collective voice is heard at the highest levels of decision-making.
GlobalMindED's commitment to creating a diverse, inclusive community resonates with Carrie's goals as a leader. We hope Carrie’s GlobalMindED Inclusive Leader award opens doors to further collaboration and expansion of educational opportunities for Native American students.

Herb Carnegie and Buck O’Neil, two social justice icons that blazed a trail in sport and changed the world.
Herb Carnegie (Hockey) and Buck O’Neil (Baseball) were trailblazers but were nonetheless
excluded from playing in the highest professional leagues of the sports they loved because of their race. Instead of becoming angry and bitter, they channeled the injustice they both experienced into pioneering work that made their respective sports, and the world, more inclusive.
“Beyond Their Years” captures the effort put forth by amazing allies of all races who worked in unison towards the long overdue recognition of these two remarkable lives. The film will tie together their legacies and what they mean today in a verité style feature that teaches, heals and humanizes.
