I once was gifted a sign for my office that read, “Life isn’t about waiting for the storm to pass…it’s learning to dance in the rain”. We all should be Footloose caliber after almost two years of navigating the pandemic. Compliance with new COVID regulations and requirements can be overwhelming and could easily consume all our time and energy. So, should we focus on the compliance matters in our world, or should we focus on continuous improvement for those we serve? Even in the best times, it is easy to be knocked from our mission. Recent events that continue to be placed before us require a sharper focus than ever to strive for continuous improvement toward our most important work. At ESC 3, we are responsible for compliance, but continuous improvement is our focus, both for ourselves and those we serve.

We are in a period where reflecting on the core of our purpose and resetting the focus toward our vision is paramount. Region 3 is working to continuously improve the products and services provided to our districts. I am very proud of the work from the dedicated staff at both our center and the school districts in ESC 3. We must keep our focus on the most important thing, the education of our students.

I am excited to share a great opportunity on February 26 at 9:00 am at Victoria West High School. ESC 3 is bringing Hal Bowman, a renowned motivational speaker, to Victoria to inspire our Region 3 teachers and instructional leaders. TASA MidWinter Breakfast

Thank you to everyone who joined us for breakfast Tuesday morning at TASA. We appreciate Senator Lois Kolkhorst and Jeff Cottrill spending their morning with us, updating our group on current processes and upcoming events.

THL in Practice in our Districts              

Placedo Elementary and Region 3 specialists are diving into Texas Home Learning through teaching strategies. 

"Our Pre-K is studying Music from THL and they have enjoyed this study the most so far," said Courtney Hernandez, a teacher at Placedo. "The students made instruments with their families and they were so excited to share what they did at home with our class."

Ms. Hernandez creates a classroom environment that encourages students and their families to get involved in the learning process. As part of their unit on music, the students painted a giant xylophone.

"We had fun making and painting different instruments, especially our xylophone," said Hernandez. "I feel this study has the students engaged and excited to learn new things."

Why Region 3? from Bettinae Kaiser, Karnes City ISD

Being a CFO of a district means you wear numerous hats and finance is only one (1) of those. There are so many duties a school business office is responsible for and the instructions that are provided by ESC 3 are the clearest and most user friendly I have ever worked with! Documentation and instructions are so important because this can make it possible to complete a task without any other guidance. I also appreciate the constant email notifications and reminders that keep deadlines and pressing items at the forefront.

I have had several things that I was trying to figure out and the staff will either walk me though the process by phone or utilize Zoom. The staff is so organized and informed on all the required reporting requirements for grants, which assists us so much in maximizing our grant funds as well as compliance. There are so many intricate procedures with Ascender and the staff is very skilled in every area I have needed assistance in. It is so important to me to be able to place a call for guidance, and my call is answered immediately, and guidance is provided so I may go on to my next task at hand.

The last thing I would like to say about the school finance and accounting services I receive from the ESC staff is that you always feel as if you are their only client! They have aided with payroll processes and problems, accounts payable processes, all budget processes from creating the budget, presenting the budget to the school board and entering the budget into the system, TEA audits, financial end of year audits and journal entries after the audit, TSDS/PEIMS State Reporting, Bank Reconciliation, Personnel, FIRST rating projections, reporting and appeals, Summary of Finance calculations, grant writing, compliance and reporting, and many more important services.

One of the most important reasons that I requested to continue utilizing Region 3 Education Service Center’s school finance and accounting services is my peace of mind that I am adhering to requirements and deadlines while performing duties with confidence.

Deployable School Nurses

Congratulations to the first-ever R3 deployable school nurses. After a two-week onboarding and school nurse academy, nurses were deployed to 15 area school districts to provide additional nursing and COVID pandemic support.

The school nurses will provide physical and emotional support to students, parents, staff, and administrators to bridge the gap between health and education. The school nurse will also create a safe environment for children and work with parents on the prevention of illness through educating about good hygiene, immunization schedule and overall health. 

Our program is led by Rebecca Mattocks, RN, with decades of experience in nursing including clinical and school nursing.  

PEIMS Submissions a Success!

The fall PEIMS submission and resubmission was a success! Thank you to all our districts for completing on time. In addition to checking every submission, each resubmission is checked by a second specialist to ensure accuracy. “The student specialists at Region 3 have been extremely helpful with any issues that arise within our district,” said Lori Leal, Calhoun ISD. “Their knowledge of updates and changes to PEIMS, attendance, and coding is phenomenal. Even though Region 3 deals with many districts’ issues, questions, and concerns, their professionalism and pleasant attitudes always make it easy to have a resolution for us in a timely manner.”

As a reminder, the SPPI-14 submissions are due on February 17 and OCR/CRDC data is due on February 28. Region 3 specialists are extracting all necessary data possible so that district personnel can do their final checks. “The Region 3 student information support team consistently provides me with the help and feedback I need to make our district's student data as accurate as possible”, said Amy Matchett, Van Vleck ISD. “They are always friendly and willing to help me resolve my issues no matter how simple or complicated they may be. I enjoy collaborating with them in order to make the Ascender software and other processes more efficient for our district as well as other districts in Region 3.”

Region 3 ESC provides guidance and support to school district staff and administrators in daily quality assurance activities related to PEIMS reportable data. PEIMS data is used by several TEA programs to create reports, including but not limited to: Snapshot, Accountability, and Texas Academic Performance Reports (TAPR).

The Goal: Continuous Improvement

To ensure continuous improvement, we should use four essential questions to refocus our efforts. The questions are:

(1) Where are we now?

(2) How did we get to where we are?

(3) How are we going to get to where we want to be?

(4) Is what we are doing making a difference?

These seem like basic questions, but the conversations from these questions can be powerful for the trajectory of an organization.
