AB 420
AB 420, our legislation that will clean up the process our builders endure when trying to vacate an SDGE easement or even move an easement is working its way through the legislature very nicely. Currently the PUC prohibits a utility from selling, leasing, assigning, encumbering, or otherwise disposing of any of its property without first obtaining authorization from the CPUC. This requirement adds up to 18 months to a project with absolutely no return or benefit to the utility, the builder or the ultimate resident of the project.
AB 420 will establish a de minimis exemption involving utility property below $100,000. This will clear a hurdle for 95% of the projects that have been subject to this delay.
We are grateful for the partnership with SDGE and CBIA to get this bill passed in the legislature. So far it has made it through all required committees. This will save thousands in no longer required studies and a tremendous amount of time.
Chula Vista TRIP Fee
Members have provided feedback to the City of Chula Vista requesting changes to the proposed TRIP fee implementation. We are hopeful that we can achieve an improved proposal by working with staff on our concerns.
