2025 AMAC Advocacy Actions: Protecting Access and Advancing Opportunity

As we reflect on 2025, AMAC advanced a robust advocacy agenda to strengthen opportunities for minority and women-owned small businesses and ensure fair implementation of federal regulatory programs.

This year marked a significant policy win with the preservation of the FAR Part 19 “Rule of Two,” a critical federal contracting safeguard that ensures small and disadvantaged businesses remain competitive and visible in procurement opportunities. This outcome reinforced AMAC’s long-standing commitment to protecting access and leveling the playing field for our members.

Throughout the year, AMAC engaged substantively with the U.S. Department of Transportation (USDOT) on the Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) Program Interim Final Rule. Through formal comments, member guidance and public statements, AMAC advocated for thoughtful implementation that balances compliance with opportunity and provides clarity for certified firms navigating regulatory change.

AMAC’s advocacy footprint extended beyond policy letters. Members participated in member-exclusive webinars focused on compliance strategies and insights into DBE/ACDBE certification, and convened at the 2025 Capitol Hill Day and AMAC Economic Opportunity & Policy Forum — opportunities that brought community voices directly to federal decision-makers.

AMAC’s advocacy in 2025 has been marked by strategic engagement, coalition building and measurable impact. Looking ahead, AMAC remains focused on Federal Aviation Administration reauthorization, improvements to the Personal Net Worth cap, greater consistency in DBE/ACDBE certification and reforms that reduce barriers to participation in federally funded infrastructure programs.

Thank you for standing with AMAC as we move this work forward.
