Connecticut's Chief Medical Examiner Utilizes Connie to Assist in Swift and Accurate Death Investigations

Connecticut’s Office of the Chief Medical Examiner (OCME) is utilizing the state-designated Health Information Exchange (HIE), in compliance with HIPAA permissions, to assist their death investigation team in decreasing the time it takes to complete their investigations.

Within the OCME, a dedicated team of investigators has authorized access to Connie, the state’s designated HIE, conducting over 500 patient searches monthly. This game-changing development has ushered in a new era, granting them swift access to medical records, seamless coordination with healthcare providers, and crucial real-time data for their investigations.


Real-time access to medical records through the HIE proves indispensable in unraveling the cause of death and ruling out underlying health conditions. Whether navigating cases with elusive causes or multifaceted factors, the HIE empowers the investigation team to unlock critical insights.

Connie revolutionizes coordination with healthcare providers, enabling the medical examiner to seamlessly gather vital additional information and detect discrepancies in medical records. This transformative system ensures efficient investigations while upholding thoroughness and accuracy, unearthing crucial medical evidence that aids in determining the cause of death.


However, the potential of the HIE extends far beyond its current OCME use case. The Vital Role of HIEs in Emergency Response and Disaster Management

Health Information Exchanges (HIEs) play a crucial role in supporting state agencies and emergency responders during emergencies and natural disasters by providing immediate access to accurate and comprehensive patient data. This enables swift identification of individuals and facilitates appropriate care. For more information, we encourage you to visit FEMA's Emergency Support Function #8 – Public Health and Medical Services Annex. Additionally, we’d love to assist you in creating a plan that leverages Connie to better serve your organization.


Real-Time Access: HIEs facilitate quick and accurate patient identification by granting real-time access to critical health information, encompassing medical conditions, allergies, medications, and treatment history. This enables responders to make well-informed decisions regarding treatment plans, medication administration, and necessary interventions, significantly enhancing the efficiency and effectiveness of emergency response efforts. Furthermore, by collecting ADTs, Connie can assist with family reunification during a disaster, as hospitals can track a patient's current location, even if they have moved from one facility to another.


Coordinating Care: HIEs facilitate the seamless sharing of patient data across multiple healthcare facilities during emergencies, promoting continuity of care, minimizing duplications in tests and procedures, and reducing the risk of medication errors or adverse reactions.


Disaster Prevention Planning: HIEs contribute to disaster preparedness and planning by enabling state agencies to leverage aggregated data to identify population health trends, vulnerabilities, and areas of potential impact. This enables the development of targeted strategies and effective resource allocation, including implementing preventive measures, allocating medical supplies, and coordinating evacuation efforts to mitigate the impact of emergencies on public health system partners.
