Construction Continues Amid Coronavirus
Development Projects Overview 2020
The Community Development Department ramped up online processing of permits in early March for a seamless transition to serve the community and developers during the pandemic. Several construction projects are in construction or nearing completion.

Yogurt Creations Opens in Oxnard
Please welcome Yogurt Creations to Oxnard!

Their newest location is 2819 Saviers Road, (located in the old Tutti-Frutti location next to Wells Fargo Bank and Popeyes Chicken) offering the most amazing frozen treats and drinks daily from noon to 10 pm.

Stop by and create your favorite combination of froyo with 28 flavors of yogurt, 26 toppings, 3 types of syrups, and 3 flavors of waffle cones including red velvet, chocolate and traditional flavor!

Starting a business during the pandemic can be challenging, but Yogurt Creations persevered when the construction took longer than expected, and they have been busy since they opened.

Like many adapting businesses, Yogurt Creations responded to rapidly changing conditions from the pandemic by taking action and making it a top priority (at all seven locations) to help ensure customer safety by implementing new protocols: one staff person does the serving (no self-serve at this time), decals were placed on the floor to observe social distancing, plexiglass screens were installed at the checkout area, masks are required for staff and customers, sneeze-guards were placed over toppings and fruit, and sanitizing is conducted between every customer.

Business Tax Certificate Copy Free of Charge
Were you notified by the Ventura County Community Foundation that your business grant application was incomplete? You can make a request to receive a copy of your City of Oxnard Business Tax Certificate through the following options:

  • Call 805-385-7817, Monday–Thursday, 8 am-6 pm; and alternate Fridays, 9 am- 5 pm; a copy can be emailed, faxed or mailed via USPS
  • Email your request to ctlicensing@oxnard.org, include your business name and address; control number or business tax certificate number
  • Fax your request to 805-385-7836, include your business name and address; control number or business tax certificate number 

A copy is typically available the same day. A one time courtesy copy is free of charge; there is an $11.00 fee for additional copies. 
Small Business Administration Disaster Loans Available
The U.S. Small Business Administration is currently offering low-interest federal disaster loans for working capital to small businesses suffering substantial economic injury as a result of COVID-19. Applicants may apply online here or call (800) 659-2955.

The Economic Development Collaborative (EDC) provides businesses with free expert consulting and access to resources. Visit the EDC online here.
Apply for Temporary Outdoor Business Expansion
Eligible businesses can obtain no-cost approval for temporary outdoor expansion quickly by completing the one-page application here and submitting the required documents.
FREE COVID-19 Walk-Up Testing in Oxnard
The Ventura County Health Care Agency will be offering walk-up testing in Oxnard this week and next.

Testing sites are open from 2 pm-7 pm. Testing is free and there is no appointment required.

Redouble Your Efforts to Slow the Spread of COVID-19
Thank you Oxnard residents for complying with the state's guidance for the use of face coverings, physical distancing, and not gathering. Please remember:

  • Gatherings are not permitted. People can only gather with members of their household. Meaning you can only gather with the people you share a home with.

Can restrooms be open at establishments when their indoor area is closed? 
Bars, restaurants, barbershop, salons, gym, and personal care services operating outdoors can keep the restrooms open for client use. Clients must wear face coverings while indoors and only use restroom, no other services.

Are Door-to-Door Sales, Solicitation, or Campaigning activities allowed? 
  • Every person conducting door-to-door activities such as sales, solicitation or campaigning must be operating alone or with a member of their same household
  • Solicitors must wear a mask and shall not enter the residence
  • Solicitors should maintain at least a 6 foot distance when demonstrating products, collecting a signature, or leaving materials
  • Where physical contact with solicitation materials cannot be avoided, the solicitor should wipe down and disinfect equipment, pens, clipboard, touch pads, and/or mobile terminals after each transaction.

Are pick-up sports games permitted? 
No. You can only gather with members of your household at this time. You can only play a game at a park with the people that you live with.

Are informal soccer, baseball or other sports permitted at local parks? 
You can only play these types of games with members of your household. You cannot play these games with those who do not live in your household.
Organized or Recreational Team Sports Activities
The California Department of Public Health has issued Youth Sports Guidance. Youth sports training, conditioning and physical education is now permitted in Ventura County when those activities include continuous physical distancing of at least six feet and a stable cohort, i.e. the same children at each meeting. Teams, classes, and other youth sports activities that involve contact, competitive or team play are not permitted.


Any team or entity conducting youth sports training must register under Youth Sports at www.vcreopens.com and follow the state issued guidance.

Please note that physical distancing must be maintained under the guidance, which precludes scrimmages, games, and team drills from being performed at this time. Further, all outdoor and indoor sporting events, assemblies, and other activities that require close contact or promote congregating are prohibited, including tournaments, events, or competitions and regardless of whether teams are from the same school or from different schools, counties, or states.

Since Ventura County is currently on the state’s monitoring list due to elevated case rates of COVID-19 all sports activities including conditioning, training and physical education must be conducted outdoors.

While youth sports conditioning and training is now allowed under certain conditions, adult, amateur (non-professional) team sports are not permitted in the state at this time. The state indicates that guidance for adult sports will be forthcoming.
