Construction Notice: Base Repairs at Town Centre Drive

Beginning on Monday, Feb. 2, 2026, the City of San Diego’s contractor will start base repair work on Towne Centre Drive between Nobel Drive and La Jolla Village Drive. Base repairs in this area are expected to go through Friday, Feb. 6, 2026.

Work will take place from 7:00 a.m. to 5:00 p.m., Monday through Friday. Base repairs are part of the preparatory work needed for final paving. Please note that this is an active construction project, and timelines could change as needed.

The City and project team are committed to completing construction as safely and efficiently as possible, and the University City community’s patience and coordination are appreciated.

What to Expect:

  • Access to UTC mall and driveways will remain open, if driveways are impacted, flaggers will be onsite to help with access.
  • Electronic message boards will be placed as advanced notification.
  • Parking restrictions will be enforced; please avoid parking in areas with “no parking” signs. Vehicles in violation of these signs will be towed.
  • 24/7 access for emergency vehicles, residences and businesses will be maintained.
  • Please anticipate traffic delays and construction noise.
  • For safety reasons, please follow all posted signs including detours for traffic.

Why: Pure Water San Diego is the City of San Diego's phased, multi-year program that will provide nearly half of San Diego's water supply locally by 2035 and significantly reduce treated discharges from the Point Loma Wastewater Treatment Plant. Pure Water San Diego will use proven water purification technology to clean recycled water to produce safe, high-quality drinking water. The program offers a cost-effective investment for San Diego's water and wastewater needs. San Diegans are getting dual value from this investment — reliable, sustainable drinking water and avoided wastewater costs. The Morena Northern Pipelines and Tunnels project is one of several major water infrastructure projects in Phase 1 of Pure Water San Diego.

The City is committed to clear communication and providing up-to-date information about construction activities. Construction notices will be regularly posted on utc.purewatersd.org. Please contact purewatersd@sandiego.gov or 833-UTC-PWSD (833-882-7973) with questions about the City’s Pure Water Program and the Morena Northern Pipelines and Tunnels project, and a team member will get back to you within one business day.

Safety of the construction crews and community is our top priority. Please slow down near work sites and follow pedestrian instructions.
