Welcome to the August Newsletter!

Like a stunning Belizean sunset that is beautiful but fleeting, so it seems with this past summer, as it wanes in the sunsets of the season. Where did the time go? I hope that you enjoyed your summer with family, get togethers, long beach days and balmy star gazing nights.
The transition from lazy summer days to autumn is sobering in many ways. We return to the humdrum of back-to-school days and workdays, shorter days due to time changes, the clothes colors are darker, and the meetings are longer. But there is also a newness and freshness in the crisp cool air, and a sense of expectancy that good things are coming, and this is what we wish for you all.
We observed two important holidays in August both of which mark an important milestone in the abolition of slavery: Emancipation Day in Belize, celebrated with a festival in Belize City’s Yabra Green neighborhood by the Eboe Town Festival; And International Day for the Remembrance of the Slave Trade and its Abolition on the 23rd, commemorating the anniversary of the slave revolts in Saint-Domingue (Haiti), which would mark a major turning point for enslaved peoples in the Western Hemisphere.
With all the turmoil in the world, it is especially fitting to mention that August is also International Peace Month, and we pray that peace reigns in all our hearts and countries around the world.
September for Belizeans is a time to be cheerful and raise and wave di flag and march to di beat of di drum to celebrate Belize’s 43rd Independence Day on September 21st , keeping in mind the theme for this year “A Nation Proud and Free: Belize @ 43”.
The celebration first starts on September 10th to commemorate the Battle of Saint George’s Cay Day, when the valiant and brave Baymen stood alongside British soldiers to fight the Spaniards, forever changing the course of Belize’s history, so come one and all and let’s wave di Belizean flag and sing out loud, “………..Hip Hip Hooooray!”
Truly we are a blessed people and nation. Whether near or far, we dah one! As we take stock of all that is special about the Jewel, let us be grateful and take pride in being Belizean and the ties that forever link us whether near or far.
Belize is one of the most unique countries in the world, not only because it is home to many diverse cultures, but what makes Belize special is that its people live in harmony and peace. As the saying goes, “We are lovers, not fighters.”
While the world wages in war stemming from intolerance, hatred and discrimination, Belize has thankfully never had even a skirmish (not counting the Battle of Saint George’s Caye, when no casualties were recorded), much less a civil war.
Belize is a free and democratic nation that respects our individual differences, upholding the core values of a democratic society such as human rights, justice, equality, the right to vote and freedom of speech and religion. This is a gift we must always cherish!
The words of our beautiful national anthem are poignant and still ring through today “O Land of the Free by the Carib Sea,….From proud Rio Hondo to Old Starstoon, Through Coral Isles, over Blue Lagoon, Keep Watch with the Angels, the Stars and Moon, for Freedom comes To-morrow’s noon.” God loves Belize!

We can’t get away from the fact that rice and beans with stewed chicken will be our go to dish in September and why should we? While you may have seen it in our newsletter countless of times, it is more apt now than ever to celebrate this momentous occasion, so please bear with us because after all, it is our national dish!
Check it out under “Recipe of the Month” section and grab some hot meat pies before you head out to march! Try your hand at it in “Street Food Series.” As a bonus, we’ll throw in a colorful and exciting cocktail to celebrate!
We invite you to read H.E. Lynn Young's message under the "Ambassador's Message" this month. Ambassador Young graciously hosted us last week along with key members of the Department of Immigration and Belize's other Consulates in Los Angeles, New York and Chicago to discuss the new immigration policies and ways to improve the consular services for the diaspora. We applaud the efforts of Ms. Cinnamon Bottaro, the Deputy Chief of Mission and the staff who organized the event.
On to the work of the nation, where Prime Minister John Briceño met with the president and director of the Belize Red Cross to renew their commitment to working with the government to respond to natural disasters. With the peak of hurricane season fast approaching, this meeting proves vital in the continued protection of the nation.
Prime Minister John Briceño was present at the launch of a women’s animation boot camp sponsored by the Government of the Republic of China (Taiwan), meant to foster women in art and allow for opportunities for employment and empowering families.
He was also present at the launch of the Belize Economic Empowerment Project (BEEP), a pro-small business incentive providing business skills, financial literacy, and digital capabilities trainings.
PM Briceño also took time this month in Dangriga for the opening of two major projects, the opening of the Dangriga Multipurpose Park and the groundbreaking of the new Commerce Bight Port, a deepwater port just outside of Dangriga Town. These advancements from #PlanBelize will bring together families and inject another economic lifeline to Belize.
The Prime Minister also led a delegation to Guatemala City at the invitation of H. E. President Bernardo Arévalo including public and private officials meant to strengthen the trade and government relations between the two countries, including discussing opportunities to expand and implement the Partial Scope Agreement, as well as improve cross-border commerce between Jalacate, Belize and Santa Cruz, Guatemala.
H. E. First Lady Rossana Briceño continues to work on important social issues that plague the nation, spending time in Orange Walk and Corozal co-hosting a consultation session aimed at ending child marriage in Belize alongside the National Commission for Families and Children (NCFC) and the National Women’s Commission. These sessions brought in community members to discuss the impacts of raising the legal age to marry from 16 to 18.
H. E. First Lady Briceño hosted the official signing ceremony for the “Engaging Men and Boys to Advance Gender Equality and Help Prevent Gender-Based Violence”, where she was joined by H. E. Ambassador Amalia Mai, CEO of the Ministry of Foreign Affairs and Foreign Trade, H. E. Lily-Wen Hsu, Ambassador of the Republic of China to Belize, Mr. Roberto Pan, Chief of the Taiwan Technical Mission in Belize, and Ms. Jill Cai, Head of the Women’s Empowerment Project at the Taiwan Technical Mission.
The Ministry of Foreign Affairs welcomed Hon. Dr. Osmond Martinez as Minister of State in the Ministry of Foreign Affairs on August 13th, where he will assist both Prime Minister Hon. John Briceño and Hon. Francis Fonseca, Minister of Foreign Affairs, Foreign Trade, Science, Culture, and Education.
The Ministry of Foreign Affairs hosted the best and brightest of Belize’s youth during the Belize Youth Dialogue on the Summit of the Future which brought together young Belizeans, government officials, and UN representatives together to dialogue about the challenges of the future and the role the youth play in confronting these challenges.
This month, we highlight a great Belizean worthy of the title: Ms. Althea Leslie. Ms. Leslie’s story is a unique one that brought together her great loves: theatre, nursing, her country, and God. Ms. Leslie’s journey through life has had its fair share of twists, turns, and adversities, but her can-do attitude and dedication to serving the diaspora has earned her the title of Belizean Star of the Month!
Another Belizean is making waves this month, as Belizean-born composer Errollyn Wallen CBE was appointed Master of the King’s Music. Ms. Wallen is the first woman of color and first Caribbean person to hold this post and is King Charles III’s first appointment to this post. Ms. Wallen’s music has been widely played and she is one of the most prolific composers of the modern era. Under “GOB Movers and Shakers”, please read about how the various government ministries have embarked on several intriguing projects to better the lives of everyday Belizeans, including a project spearheaded by the Ministry of Public Utilities, Energy, Logistics and E-Governance that provides pig farmers with Pico Solar kits to promote renewable energy and sustainable farming practices.
On the same note, the National Climate Change Office has announced this last week of August as Belize Climate Week 2024 to inspire actionable climate solutions across Belize to preserve our Jewel for generations to come.
The Minister of National Defense and Border Security, Hon. Florencio Marin, Jr., traveled to Washington, D.C. and the surrounding area this month for a series of high-level meetings with US Defense officials regarding security cooperation, military training and education, as well as consultation on a National Security and Defense Strategy for Belize.
The Ministry of Infrastructure and Housing inaugurated the completed upgrade works on the Banana Bank-Farmers Express Road, which will connect Valley of Peace to other towns in the Cayo District and allow for easier access to trading areas, resulting in more economic opportunities for Valley of Peace.
The Ministry of Education, Science, Culture, and Technology is helping the nation to rock out with the inauguration of the Belize Music Project, sharing Belize’s diverse and storied music heritage with the world and showcasing up and coming Belizean artists and compiling a digital library of Belizean music by Belizean artists.
Finally, we are highlighting a project near and dear to my heart. Father Brian reached out to say that Caye Caulker R.C. School is fundraising to construct a new building to house their youngest students due to a recent rise in enrollment rates. Unfortunately, they are turning students away because they don’t have enough classroom space.
He is asking us to spread the word. Any help you can give will go a long way. All the information on how to donate can be found in a flyer in the body of this newsletter. I am as close a native of Caye Caulker as one can be, having spent all my easters and summers there since I was six months old. My maternal grandmother who immigrated from Mexico when she was a child, was taken to Caye Caulker to live with her aunts who were living there. My fondest memories are from spending time there.
We leave you on one more important subject: hurricane season. We urge you to be prepared, take all necessary precautions and follow your respective county or city emergency directives in the event a storm approaches us.

Dear Members of the Belizean Diaspora,
At the beginning of this month, I participated in a concert which featured my father’s cantata, “Ode to Independence”. I was struck that the opening words of the Cantata which sang “21st of September Belize: Independent Proud and Free” mirrored the theme of this year’s celebrations.
The Cantata, which was written over 20 years ago, is in my opinion, Sir Colville’s best (and most difficult) musical work; an opinion that is shared by many prominent musicians in Belize. It chronicles the history of our nation in music; beginning with the Maya Song that sings “Greatness of Maya is the Beginning”; followed by the British song “Rule Britania!”; the Garifuna song “Wabureme”; the Mestizo song “Cambio”; and ends with the “Workers Song” which sings about the struggle of the working class and how that struggle ultimately morphed into the political movements that achieved Independence.
The government has commissioned a recording of the work, which was performed by the Choral Society, accompanied by the Pallotti String Orchestra along with the SJC Steelband under the directorship of my good friend maestro Carlos Perrote. I am excitedly looking forward to the release of the recording.
So, as we approach September 21st, we are all filled with immense pride and joy, and we look back on the struggles of our young nation realizing that “We’ve come a long way … from cutting logwood to Nationhood”. It truly is a day of reflection, celebration, and unity as we commemorate 43 years of sovereignty, resilience, and progress.
To our vibrant Belizean community here in the United States, your unwavering love for our homeland and your continued contributions to the development and promotion of Belize are invaluable. Despite the miles that separate us, the bond we share remains unbreakable and we thank you all for maintaining our culture, our heritage, and our unique Belizean spirit of togetherness no matter how far away from home we are.
This year, as we come together to celebrate, I encourage you to reflect on the journey that has brought us here and the vision that continues to guide us forward. Let us honor the vision of the Father of our Nation the honorable George Cadle Price, and the legacy of all those who paved the way for our independence and let us reaffirm our commitment to building a brighter, more prosperous Belize for future generations.
Our celebration here in the Capital will be held at the Organization of American States on September 20th. Everyone is invited to come and toast our future and enjoy the festivities. But whether you gather with family and friends at home, join in local celebrations, or simply wave our blue, white, and red flag high, know that our pride in Belize echoes back home. Together, we will celebrate our independence with unity, gratitude, and hope for the future.

On August 13th, 2024, the Office of the Special Envoy for the Development of Families and Children in collaboration with the National Commission for Families and Children - Belize (NCFC) and the National Women's Commission (NWC) held a consultation session in Orange Walk for the Campaign to End Child Marriage in Belize.
This critical consultation session brought together members from various sectors of society to foster awareness for the campaign and to gain ample feedback on the potential impacts of changing the legal age for marriage from 16 to 18.
We sincerely thank all the participants who attended the consultation to end child marriage in Belize. Your valuable contributions are instrumental in creating a safer and more supportive society for the youth of our country.

On August 22nd, 2024, The Office of the Special Envoy for the Development of Families and Children visited Corozal to continue their consultation sessions on Ending Child Marriage in Belize.
This collaborative effort between the Office of the Special Envoy for the Development of Families and Children, the National Commission for Families and Children - Belize (NCFC), and the National Women's Commission (NWC) brought together members from various sectors of the Corozal community to foster awareness and to gain ample feedback on the potential impacts of changing the legal age for marriage from 16 to 18.
The OSE extends thank you to everyone who attended the session and for their meaningful contribution to the engaging dialogue and discussion.
We'd also like to thank Mrs. Thea Garcia Ramirez and Ms. Shajarie Rogers, especially for their assistance in organizing the consultation.
Together, we can ensure that all children have the freedom to grow and flourish in Belize where Child Marriage is no longer a reality.

On August 23rd, 2024, The Office of the Special Envoy for the Development of Families and Children hosted the Official Signing Ceremony for the "Engaging Men & Boys to Advance Gender Equality and Help Prevent Gender-Based Violence" Project.
The event was held in the presence of Her Excellency Rossana Briceno, Special Envoy for the Development of Families and Children; Her Excellency Ambassador Amalia Mai, CEO of the Ministry of Foreign Affairs and Foreign Trade; Her Excellency Ambassador Lily-Wen Hsu, Ambassador of Taiwan to Belize; Mr. Roberto Pan, Chief of the Taiwan Technical Mission in Belize; and Ms. Jill Cai, Project Manager of the Women's Empowerment Project at the Taiwan Technical Mission.
H.E. Rossana Briceno, H.E. Ambassador Amalia Mai, and Mr. Roberto Pan signed the grant agreement for general obligations between the three entities. The signing of this financial agreement serves as a critical step forward in our collective mission to foster gender equality and prevent gender-based violence in Belize.
The Office of the Special Envoy extends its heartfelt appreciation to the Embassy of Taiwan for their invaluable support and to the Private Taiwanese donor for their significant contribution to advancing gender equality and ending gender-based violence in Belize.
Through this impactful collaboration, we will make a profound difference in the lives of many, while striving to build a future where equality and respect are the foundation of our society.

Promoting Respect & Equity Together' Visibility Awareness Campaign | |
On August 23rd, 2024, Her Excellency Rossana Briceno participated in the launch of the 'Promoting Respect & Equity Together' Visibility Awareness Campaign.
The purpose of this campaign was to create notebooks containing information on gender-based violence (GBV) that will help foster a society that is grounded on respect and equity.
We heard from influential voices, including Mrs. Deborah Sewell-Erskine of the Love Foundation, Mr. Kamesh Chivukula from the U.S. Embassy, and Mr. John Gillett of Angelus Press Ltd., who all share our commitment to this cause.
The introduction of these notebooks into schools, containing essential information on understanding and preventing gender-based violence, is not just an educational tool—it is a lifeline.
These resources will help empower our young people with the knowledge they need to recognize, resist, and report violence, fostering a culture of respect and safety in our classrooms and communities.
By equipping our students with this critical understanding, we are laying the foundation for a future where every individual can live free from the threat of violence.
These notebooks will be available for purchase at Angelus Press Ltd. and will help to serve as a positive instrument for change in Belize.

Born to Girldine Usher and the late Thaddeus Leslie, Althea Leslie grew up as the third child in her family, with one sister and three brothers. Her early education began at St. John's Infant School, followed by St. Mary's Infant School, and culminated at Queen Square Anglican School.
Demonstrating a natural aptitude, Ms. Leslie excelled academically and in the performing arts at St. Hilda's College, graduating in 1978 with honors in Bookkeeping and Accounting, and notable achievements in the performing arts.

Her journey took a significant turn when she joined the Square Peg Players theatre group, thanks to Mr. Raymond Gongora. This opportunity not only introduced her to the international stage but also ignited her passion for the arts.
At age 20, Ms. Leslie faced profound personal challenges with the loss of her sister to cancer and the birth of her son while her sister’s children were moving in with her. These events prompted significant changes in her life, including stepping down from part-time teaching and shifting her focus to support her family. Her resilience shone through as she took on a role at The Belize National Library Service, where she forged a deep bond with Rita Flowers, and supported her mother in raising her niece and nephew.

In 1987, Ms. Leslie migrated to the United States, seeking a better life for her family, which then included her grandmother, mother, niece, nephew, and son.
Despite the challenges of adapting to a new environment, she remained grounded in her family values and spirituality, famously living by the mantra, "I Can Do All Things Through Christ Who Strengthens Me."
Her professional life in the U.S. flourished as she excelled in caregiving, obtaining certification from Allan School of Nursing and working at Lenox Hill Hospital.

Her dedication to care extended to notable figures in the theatre and film industries, such as Mildred Larr and Miriam Arsham, leaving a lasting impact on their lives. Ms. Leslie's contributions to her community have been widely recognized with numerous awards, including the Ed Towns Award for Community Work, certificates of appreciation from St. Jude Children’s Research Hospital, and the New York Belizean Committee Award for Community Work. Her unwavering commitment is evident in her many roles, from providing care to her clients to engaging in charitable activities and community service. Despite her numerous accolades, Ms. Leslie believes that her biggest contribution has been her unwavering dedication to the Belizean diaspora.
Inspired by her parents and family as well as by mentors like Ms. Sybelle Reyes, Nellie Tucker and Mr. L. Welch, Ms. Leslie remains driven by the belief that “Yes, you can do it.” Her future goals include continuing to serve her community and instilling family values in her grandchildren and young people.
Her message to those facing challenges is a powerful one: “Find yourself and recognize your purpose in life. With the help of God, take a stand and tell yourself, I can and I will prevail.”

Belize-Born Composer Named Master of the King’s Music
| |
Ms. Errollyn Wallen is the first Black woman to be appointed Master of the King’s Music by King Charles III. The Belize-born composer, pianist and singer-songwriter, who has composed pieces for the BBC Proms, the 2012 Paralympic Games, and the jubilees of Queen Elizabeth II, succeeds Dame Judith Weir, who was appointed by the late Queen and was the first woman to hold the 10-year post.
Masters of the King or Queen’s Music are called upon to compose pieces for special royal occasions, such as royal weddings, jubilees and coronations. The title is awarded to musicians who have added to the musical life of the nation. Wallen said: “I am thrilled to accept this royal appointment … I look forward to championing music and music-making for all.” Read More

The Legal Age of Marriage to be Raised to 18
A consultation was held between the National Commission for Families and Children (NCFC) and the National Women’s Commission to end child marriages on Wednesday, August 8, to legislate the legal marriage age to be 18, across the board.
The Belize Marriage Act of 2011 notes that the minimum age for any unmarried man or unmarried woman is 18 years of age; however, in some rural communities in Belize, children – primarily girls – are wed as early as 13 years old. Read More

Belizean Rice and Beans with Stew Chicken
| |
Ingredients:
- 1 4-lb. Chicken cut into small pieces
- 1 Clove garlic
- 1 tsp. Thyme, salt, pepper
- Cilantro
- 1 tiny sliver of ginger
- 2 tbsps. Chopped onions
- 1 tbsp. Chopped green or red sweet pepper
- 1/4 tsp. Cumin
- 1 tsp. Brown sugar
- 1 small ripe tomato
- Dime size red recado
- Vinegar or lime juice
Rice and Beans Ingredients:
- 1 lb. red kidney beans
- 1 medium onion sliced
- 2 lbs. rice
- Black pepper
- 1/2 tsp. thyme
- 1 tsp. Salt
- 2 plugs garlic ( crushed)
- 1 dried coconut (grated)( to give 1 cup milk)
- 6-8 cups water

Method:
Wash chicken pieces and season with vinegar or lime juice, red recado, salt, pepper, thyme, cumin, cilantro. Heat 2 tbsps. of cooking oil, add brown sugar and watch carefully to avoid burning. Let sugar cook until completely melted and turns dark brown. Add clove of garlic that has been smashed and chopped as fine as possible.
Add ginger and fry, stirring, remove ginger when it gets brown. Add chicken and brown properly on all sides. Add remaining seasoning from chicken, chopped onions, sweet pepper and tomato and add about a half cup of water.
Reduce heat to medium and cover pot. Let simmer, adding water so that pot is never completely dry.
Cook for about 1 hour until chicken is very tender.

How to prepare the Rice & Beans:
Collect all ingredients. Soak beans for 4-6 hours. Boil beans with garlic, onion, until tender. Season soften beans with black pepper, thyme & salt. Add coconut milk. Stir & taste. Let boil
Clean /Wash rice. Add rice to seasoned beans. Stir, then cover. Cook until water is absorbed or rice is tender. If necessary add more water gradually and continue cooking until rice is tender. This goes perfectly with an ice cold beer. Preferably a Belikin Beer if you have one! Enjoy!

Ingredients
- 1/2 lb ground meat
- 1 small sweet pepper
- 1 small onion
- 1/2 tsp. black pepper
- 1/2 tsp. thyme
- 1 tblsp. tomato sauce
- 1 tblsp. cumin
- 1 tblsp. lea and perrin
- 1 diced habanero pepper (optional)
For the pastry very simple:
- 1 lb flour
- 2 tsp. baking powder
- 1/2 tsp. salt
- 1/4 lb shortening Cold water

Method
Combine meat with ingredients also add diced onion and green peppers. Cook for about 20 minutes and let cool.
You can also make some spicy curry chicken breast patties. For this, slow cook boneless chicken breast with curry powder, salt, pepper, cilantro, onion, green pepper, hot pepper, tomato salt and pepper to taste. Leave in slow cooker for about 5 to 6 hours until meat is tender. Shred and leave to cool.
For the pastry:
Combine flour and salt in to bowl.
Rub shortening lightly into flour. Add baking powder and crumble until mixtures resemble fine bread crump. Mix to form a stiff dough with cold water (do not knead) Roll with the rolling pin and cut into small pieces.
Line muffin tins with dough and add meat and cover with round pieces of dough. Use pastry crumbles to decorate each pie top. Put in oven and bake at 350 degrees F for 15 to 20 minutes.

- 12 mint leaves
- 2 oz Dragon fruit
- 2 oz Caribbean White Rum
- 1 oz Lime juice
- 2 teaspoons sugar

Method:
First, crush the mint leaves along with dragon fruit. Then, shake it with the rest of the ingredients. Lastly, top off the drink with some soda water and you’re all set to drink this wonderful concoction. Enjoy!

Prime Minister Briceño's Latest Statement on the ICJ | |
Belize Submits Its Counter-Memorial to the ICJ Regarding the Guatemalan Claim

On June 3rd during the sitting of the House of Representatives, Prime Minister John Briceño announced that Belize delivered its counter-memorial to the Registrar of the International Court of Justice in The Hague. Belize’s counter-memorial makes a robust defense of Belize’s sovereignty over its entire territory including islands and the pertaining maritime areas under international law.
Following the timetable announced by the Court, which was amended as a result of the pandemic, Guatemala submitted its memorial on December 8, 2020, and is due to submit its reply to Belize’s counter-memorial in December 2022. Belize will then have until June 2023 to submit its rejoinder, after which the Court will set a date for the oral hearings. Briceño says that the hearing is expected to possibly be held by 2024.
