Welcome to the February Newsletter!

Millions of Catholics attended Ash Wednesday on February 14th, marking the beginning of lent, 40 days of somber reflection when Christ suffered persecution and death, reminding us of the finality of the human life as we know it,

 

“By the sweat of your face you shall eat bread, till you return to the ground, for out of it you were taken; for you are dust, and to dust you shall return.” Genesis 3:19

 

This period of lent culminates with the celebration of Easter, Christ’s resurrection, a daily and joyous reminder of his hope for everlasting life for us.

 

February 14th was also Valentines Day, a rare convergence of days, a juxtaposition of some sorts. Ash Wednesday is a kick start to 40 days of temperance and self-denial, while Valentines Day is typically one of indulgence.

 

“There is no real love without sacrifice. Love demands giving up for the sake of the beloved. - John Grondelski. The act of self-denial takes away the power certain things have over us (food, social media, gambling etc.) bringing us closer to God while giving us a chance to live a healthier, balanced life. Having said that, I wonder what the stats are on the number of restaurant dinner reservations and chocolate sales for this year’s Valentines Day?

 

My spiritual journey continues with the hope that my faith will be strengthened, especially in the face of trials. While death is inevitable, my world has recently been shook having lost four special men I’ve known all my life in the space of only four months.


Please indulge me in giving these men mention: My adorable uncle, Mr. Manuel Lopez, his dynamic son, Mr. Omar Lopez, Mr. Bobby Espat, a great and kind man, whom I considered like a father and lastly, Ambassador James Murphy, a mentor, friend, and a brilliant man, whom I had the honor to work with at the Embassy of Belize in Washington, DC. May they all rest in eternal peace. We pray that God consoles and strengthens their beautiful wives, children, friends, and families.

 

During this month, Prime Minister John Briceño was immersed in the "Stay Pan Track" campaign, visiting every corner of the country, engaging with the people, and closely overseeing the materialization of social and community projects in all districts as we approach the upcoming municipal elections. At the same time, the Prime Minister also spearheaded the signing of two major financing agreements, affirming Belize’s ties with both the European Union and the Republic of China (Taiwan). 

 

We take this opportunity to highlight the awareness on important areas by the Special Envoy for the Development of Families and Children, H.E Rossana Briceño in February. It was “Heart Health Awareness Month”, and the First Lady encouraged people to take care of their cardiovascular health by sharing posts on social media about the different heart diseases and how to prevent them. 

 

The Special Envoy also raised awareness for World Cancer Day, the International Day of Zero Tolerance for Female Genital Mutilation, and the International Day of Women and Girls in Science, all during the month of February. 

 

We encourage you to read the Special Envoy’s section of our newsletter to learn more about the three-day Training of Trainers program called "Engaging Men and Boys to Advance Gender Equality and Help Prevent Gender-Based Violence”, which she hosted. This initiative was founded on the recognition that gender equality is a fundamental human right and that everyone has a role to play in fighting for this cause.

 

The Minister of Foreign Affairs, Foreign Trade, Education, Culture, Science and Technology, Hon. Francis Fonseca had a very busy agenda during his second full month at the Ministry of Foreign Affairs as he held bilateral meetings with diplomatic representatives of Taiwan, Brazil, Mexico, Panama, the United Kingdom, Guatemala, the European Union, Honduras, and the Organization of American States to Belize. On these visits, he discussed numerous topics, including enhancing bilateral cooperation, economic contacts and commerce, tourism, as well as development projects and collaborations between Belize and other countries.

 

At this present time, Minister Fonseca is leading a delegation to Guyana for the 46th CARICOM Heads of Government Meeting, where ceremonies opened with Belize’s beloved Garifuna Collective! We are certain that their music electrified the room and had people immersed with the lively and dynamic songs.

 

Every month, we carefully choose a Belizean to be the Star of the Month, and it is a joy to introduce a remarkable man this February: Mr. Fredrick Dixon. As an immigrant in San Francisco, Fredrick was able to get other nationals together and form a social group known as "Bay Area Belizean". He is well-known for promoting Belizean culture and vivid rhythms, as well as for his success in the entertainment industry, where he has performed and hosted numerous local and international events. Belizeans do great things wherever they go!

 

Section "GOB Movers and Shakers”, includes news about significant activities from the various Ministries. For example, The Ministry of Infrastructure inaugurated the still-incomplete Haulover Bridge, which is slated for mid-March completion. The Minister of Agriculture Hon. Jose Mai extended a project with Taiwan to boost the sheep and goat industry.

 

The Ministry of Economic Development attended a key meeting on regional integration, and the Ministry of Human Development promoted foster care through its "Heart of Gold" Campaign. Finally, you can read about how the Ministry of Agriculture, with the help of the CARICOM Development Fund, helped Ministry Extension Personnel and Technicians to enhance their skills in the operation, management, and maintenance of protective structures vital to agricultural productivity.

 

And because it’s that time of year when Belize’s beautiful and pristine cayes beckon us, and there is nothing more we desire than to have the fresh salty waters on our skin with wind-blown hair as the Caribbean breezes billow through the swaying coconut palm trees, while the southeast winds “yawn” under the brilliant Belizean sun, we are thinking of cooking up some fresh Barracuda fillets (preferably caught by us) and fried in some coconut oil! Whether it’s accompanied with white rice made with coconut milk and stewed red beans for lunch or along with johnny cakes or bun for “tea”, enjoy! 

 

We would be remiss if we didn’t share with you the true, tried and tested Hot Cross Buns, a staple traditionally enjoyed fresh out of the oven or better yet, fiya haat on Holy Saturday! Hot off the oven along with some Wood and Dunn creamery butter and Dutch cheese and a cup of tea, life can’t be better! This month, the Port of Miami and the Beacon Council hosted us for a luncheon meeting which I attended, along with my colleagues from the Caribbean Consular Corps of Miami. We discussed the nature of cargo shipping and tourism to and from the Caribbean via the port of Miami and how we can continue to nurture and encourage import/export growth between South Florida and the region. Hon. John Briceño Signed a EUR 12.6 Million Financing Agreement with the European Union


This agreement, signed by Prime Minister John Briceño and Ambassador of the European Union to Belize Marianne van Steen, reaffirmed the longstanding partnership between the Government of Belize and the European Union. The Consulate''s February Star of the Month is Mr. Fredrick Dixon, a man who has dedicated his entire life to promoting Belize's rich cultural heritage.

Mr. Dixon’s life journey is a testament to his dedication to both his cultural heritage and his passion for music and entertainment. Born in Corozal Town, Belize, on December 28th, 1953, Fredrick embarked on a path that would lead him from the halls of Fletcher College in Belize to the streets of Northern California.

Following his graduation, he started working in a part-time job at a bank while immersing himself in the local music scene. A couple of years later, his life changed completely when he secured a position with a major bank in San Francisco, where he moved with his wife and children.


Despite a small Belizean presence in the Bay Area, Mr. Dixon quickly gathered people from other Caribbean and Central American countries and together they formed the “Bay Area Belizeans”, a social group promoting this cultural exchange.


Fredrick's involvement in the entertainment scene evolved as he performed in numerous local events, including the famous San Francisco Carnival. Through his role as a host, he not only showcased Belizean artists but also introduced audiences to the rich legacy of Caribbean and Latin American music.

With his background, he was approached by a friend to manage a restaurant and nightclub, which soon became a very popular spot in the Bay Area.


His network expanded further when he was invited to join the Consortium for Belizean Development in the United States, affirming his commitment to uplifting his community.



Meanwhile, a career opportunity as a mortgage consultant led him to move to the Monterey Bay Area, where he continued to pursue his passion for music.

In the early 2000s, Mr. Dixon moved to Los Angeles, where he continued to work in the entertainment industry.


Thanks to his experience in the food and restaurant business, he opened a fine dining establishment that gained popularity among both the Belizean community and the public.


In Los Angeles, Mr. Dixon was sworn in as a Justice of the Peace by then-Consul General Mr. Roy Young, and received many awards from the Central American Community.

In recent years, “Fresh Fred Dixon”, as he’s commonly known, returned to Belize to take a well-deserved break, only to face the COVID-19 pandemic and some significant health challenges. Nowadays, he is back in the San Francisco Bay Area with his family, surrounded by his three children and his grandchildren.


Fredrick Dixon reflects on his remarkable journey with gratitude to God for his great mercy and for the countless blessings and the incredible individuals who have touched his life along the way. Without ever abandoning his passion for music, he remains a shining example of resilience and cultural pride.

Mule Park was built in 1912 as a resting place for mules belonging to the merchants doing business on the nearby streets. The park became a popular place for people to meet up. At one time, there were three big cannons in the park, two from the famed Battle of St. George's Caye in 1798 and a third from World War I, honoring the brave Belizeans who fought and gave their lives in that war. Hon. Francis Fonseca, Minister of Foreign Affairs, Foreign Trade, Education, Culture, Science, and Technology joined regional leaders and special invited guests this week at the Opening Ceremony of the 46th Regular Meeting of the Conference of Heads of Government of the Caribbean Community (CARICOM) in Guyana.


The vibrant culture of Belize was front and center with the Garifuna Collective Band present at the opening ceremonies, joining other talented singers, drummers, and dancers from across the Caribbean in delivering a lively and captivating performance for all of the CARICOM officials.

Members of the Caribbean Consular Corps of Miami were invited to tour the PortMiami and attend a meeting hosted by the Miami Dade Beacon Council and PortMiami. The meeting was meant to help strengthen trade and strategic partnerships between the Caribbean and Miami-Dade County.

Fried Barracuda Steaks

Ingredients:



4 barracuda steaks, about 1-inch thick (fillets also work great)


1 cup all-purpose flour


1 teaspoon salt


1/2 teaspoon black pepper


1/2 teaspoon paprika


1/4 teaspoon cayenne pepper (optional)


1/2 cup vegetable oil


2 limes, cut into wedges



Method:


In a shallow dish, mix the flour, salt, black pepper, paprika, and cayenne pepper (if using) until well combined. Rinse the barracuda steaks under cold water and pat them dry with paper towels. Heat the vegetable oil in a large skillet over medium-high heat until shimmering.


Dredge the barracuda steaks in the seasoned flour, coating them evenly on both sides. Shake off any excess flour before placing it in the skillet. Fry the barracuda steaks for 4-5 minutes per side, or until they are golden brown and cooked through. The internal temperature should reach 145°F (63°C) when tested with a meat thermometer.

Use a slotted spatula to transfer the fried barracuda steaks to a paper towel-lined plate to drain any excess oil. Serve the Belizean fried barracuda steaks immediately with lime wedges on the side for squeezing over the top. Pair with your favorite Belizean side dishes, such as rice and beans or a fresh salad, for a complete and satisfying meal.


Alternative ingredient options:

  • For a gluten-free option, use a gluten-free flour blend instead of all-purpose flour.
  • Substitute vegetable oil with coconut oil for a more authentic Belizean flavor.
  • Use lemon wedges instead of lime wedges for a slightly different citrus flavor.


Serving suggestions:


Serve with a side of rice and beans, fried plantains, or a fresh salad to complete the meal. Pair with a cold Belikin beer or a fruity rum punch for a refreshing drink.


Belizean Hot Cross Buns

INGREDIENTS:

2 tablespoons yeast

1/2 cup lukewarm water

1 teaspoon sugar

1/2 stick butter, softened or blue bonnet margarine

1/2 to 3/4 cup sugar, white or brown

2 teaspoons cinnamon

1/4 teaspoon nutmeg

1/2 teaspoon cloves

1 teaspoon salt

1 cup milk, heated until very hot (evaporated milk or coconut milk can be used)

2 eggs, lightly beaten

4 to 4 1/2 cups flour

1 cup raisins and 1/4 mixed peel, soaked in hot water or Caribbean rum

Icing Ingredients:

1 cup confectioners’ sugar, sifted

1 1/2 tablespoons milk

1/4 teaspoon vanilla

Method:


Prepare the Yeast

In a small bowl, mix the yeast in lukewarm water with sugar and let rise for 10 minutes. If the yeast turns bubbly and frothy, it is working. If not, start over.


Mix the Dough

In a large bowl, combine butter, sugar, cinnamon, nutmeg, cloves, and salt. Stir scalded milk into the butter mixture and let it cool until lukewarm.

Add the yeast mixture and eggs, lightly beaten. Gradually beat in 3 1/2 to 4 cups flour or enough to make a soft dough, and incorporate raisins and mixed peel. Knead the dough for 10 minutes until it is soft and elastic. Add more flour if the dough is too sticky. Lightly butter the top of the dough and let it rise, covered in a warm place for 1 1/2 hours or until it is double in bulk.


Punch down the dough and cut off pieces that are large enough to shape into balls about 2″ in diameter. Arrange the balls on a buttered baking sheet so they touch one another and let them rise, covered in a warm place, for about 45 minutes or until they are double in bulk.


With the blunt edge of a knife, mark each bun with a cross, and brush the buns with an egg white lightly beaten (optional). Bake the buns for 20 to 25 minutes or until they are golden at 400 F or 200 C and transfer them to a cooling rack.


In a small bowl, combine confectioners’ sugar, sifted, 1 tablespoon of milk, and vanilla. Drizzle the glaze over the buns, forming a cross, while they are still slightly warm. Glaze while still warm with hot syrup. Enjoy!

Prime Minister Briceño's Latest Statement on the ICJ

On September 26, as Prime Minister Briceño addressed the Protocol Session of the (OAS), he reiterated the important role the organization has played in not only for the territorial dispute between Guatemala and Belize but in relations among all Member States. 

I emphasized our hope for a peaceful solution to the Guatemala Belize matter currently at the ICJ, where Belize is allowed to maintain the integrity of all its borders.

Belize Submits Its Counter-Memorial to the ICJ Regarding the Guatemalan Claim

On June 3rd during the sitting of the House of Representatives, Prime Minister John Briceño announced that Belize delivered its counter-memorial to the Registrar of the International Court of Justice in The Hague. Belize’s counter-memorial makes a robust defense of Belize’s sovereignty over its entire territory including islands and the pertaining maritime areas under international law. 


Following the timetable announced by the Court, which was amended as a result of the pandemic, Guatemala submitted its memorial on December 8, 2020, and is due to submit its reply to Belize’s counter-memorial in December 2022. Belize will then have until June 2023 to submit its rejoinder, after which the Court will set a date for the oral hearings. Briceño says that the hearing is expected to possibly be held by 2024.
