Welcome to the January Newsletter!

Welcome to the first newsletter of the Consulate of Belize in Florida for 2025! It’s a brand-new year filled with new beginnings, and we hope that it’s off to a great start for you.

 

The Consulate of Belize in Florida also takes this opportunity to thank all of you for reading this monthly newsletter which the staff and I work tirelessly on throughout the month, bringing you positive news and information on the Jewel which we all crave to hear. Please continue to share the newsletters with all your family and friends!

 

In ancient times, the new year was when different cultures foretold what the weather would be like month by month. Four thousand years ago, the Babylonians could tell that the new year came after the first moon following the vernal equinox, which was the day in late March, with an equal amount of sunlight and darkness, heralding the start of a new year. Closer to home, the Mayan civilization is steeped in a rich history with the successful rule of the Mayans whose inventions made an indelible mark on humanity. From natural medicine to ingenious construction to meteorology, the Mayans left behind an impressive legacy. While it is still a mystery as to what caused the fall of this thriving civilization, there is still a great deal of knowledge left behind. The Mayans even provided us with multiple calendars, both for the short and long term. We’ve provided more information in the newsletter for you to see.

 

While growing up, I knew a very special lady from Orange Walk who was of Mayan decent who was well versed with the Mayan calendar. I was always intrigued with her story telling of times past in Belize. At the start of the new year, she was able to accurately predict the weather for the coming months based on what each day of January’s weather was like.

 

There is so much to celebrate in January, starting with commemorating the Father of the Nation, the Rt. Hon. George Cadle Price. On January 15th, "George Price Day", Belizeans across the world took time to reflect on his life and legacy, whose indelible mark on Belize defined the Jewel for what she is today.

 

The Rt. Honorable George Price's legacy is forever imprinted in the hearts and minds of Belizeans, as well as on the new Belizean 100, 20, and 5 dollar bills, which are expected to be rolled out later this year. This move ensures that he will be remembered for generations to come. The 50, 10, and 2 dollar bills will also carry the image of the late Phillip Goldson, who was on the other side of the bench and played a pivotal role as leader of the opposition, paving the way for a viable opposition party, a safeguard of a strong and healthy democracy.

 

Similarly, in the United States, we took time to reflect on the life and legacy of Dr. Martin Luther King, Jr., the famous civil rights activist whose efforts ultimately led to the signing of the 1964 Civil Rights Act, prohibiting discrimination based on race, color, religion, sex, or national origin in the United States. May the efforts of Dr. King and of his fellow civil rights activists forever inspire us to be stronger in the face of adversity.

 

The United States also held the inauguration of President Donald J. Trump on January 6th for his second term, making him just the second president in American history to serve two non-consecutive terms after President Grover Cleveland, who served from 1885-1889 and 1893-1897. We pray for President Trump, Vice President Vance, and the incoming administration as they lead the United States for the next four years.


Another Belizean icon who made great strides in the culinary and hospitality world, Mrs. Elvia Staines sadly passed away this month. The Consulate of Belize in Florida expresses its deepest condolences to her family and to the people of San Pedro. Mrs. Staines and her late husband, Enrique started one of the first restaurants in San Pedro called Elvi's Kitchen, where she created all her unique and treasured recipes blending her Mexican heritage with other cultural Belizean cuisine.


Many tourists and Belizeans flocked to her restaurant, where they were sure to have an amazing meal and be warmly greeted by Mrs. Elvia. Her legacy continues with her daughter, renowned Chef Jennie Staines who currently runs the successful restaurant. On a personal note, my father, the late Louis S. Sylvestre, who was area representative of Ambergris Caye for 30 years, was a dear friend of Mr. and Mrs. Staines. Mrs. Staines would have turned 93 today, January 31st. She is in our thoughts and our prayers. May Mrs. Elvia rest in eternal peace.

Sure to warm you up during these cold winter days, we hope that you enjoy! And the reward to being good is coconut tarts! Prime Minister Hon. John Briceño has been tirelessly working on behalf of the people of Belize. At the start of the year, the PM engaged in visiting the media houses to share his vision for Belize’s near and distant future as well as highlight some of his administration’s major accomplishments since 2020 when he was elected. We encourage you to listen to this informative interview.

 

PM Briceño was also present at the unveiling of the Mahatma Gandhi Statue at the University of Belize as a part of the new partnership between the University and India and he was on hand to inaugurate the new Santa Elena Access Road to the Corozal Free Zone, which will be a catalyst for economic growth in Corozal. The Prime Minister was also present to encourage the Belize Police Department and thank them for their tireless work keeping Belizeans safe.

 

Special Envoy Mrs. Rossana Briceño visited Centro Escolar México Junior College in Corozal, where 30 participants completed training focused on preventing gender-based violence and promoting gender equality. Mrs. Briceño celebrated International Day of Education by releasing a statement encouraging educators to use AI to enhance the learning experience for their students.

 

Additionally, Mrs. Briceño is also organizing a Pink Soiree in Orange Walk as a fundraiser to support cancer initiatives. The event will be held on March 1, 2025, and promises to be a night of meaningful connection and fundraising. Every dollar raised will support those currently fighting cancer, providing them with assistance as they navigate this difficult journey. On the multilateral front, the Hon. Francis Fonseca, Minister of Foreign Affairs and Foreign Trade, led Belize’s delegation at the 54th Meeting of the CARICOM Community Council of Ministers, discussing strategic planning and budget allocation for the region.

 

The Foreign Minister also hosted H.E. Dr. Pankaj Sharma, High Commissioner of India to Belize to discuss ongoing bilateral efforts to expand trade between Belize and India. The Foreign Minister also welcomed H.E. Rubén Ramírez Lezcano, Foreign Minister of Paraguay, to focus on building bilateral relations and on the future of the OAS.

 

The Ministry of Foreign Affairs and Foreign Trade bid a fond farewell to H.E. Michelle Kwan, Ambassador of the United States of America to Belize whose diplomatic term came to an end this month. The Ministry of Foreign Affairs and Foreign Trade highlighted her strong efforts to improve bilateral relations between Belize and the United States.

 

There is much to read in the GOB Movers and Shakers Section, including Hon. Kevin Bernard from the Ministry of Health and Wellness, along with Regional Health Managers, have announced new efforts to soar to new heights in health this coming year, and the Ministry of Education has announced that over 95 percent of pending payments to teachers have been processed.

 

Other exciting developments include Mopan Technical High School’s outstanding achievement in winning the prestigious CARICOM Youth in Agriculture Award, a testament to the talent and dedication of Belize’s youth.

 

Additionally, an award ceremony was held to recognize Belizean women making significant strides in animation and digital skills, celebrating their achievements in this rapidly growing field.

 

In sports, history was made as the Football Federation of Belize congratulated the first female head football coach after leading her team to victory, marking a significant milestone for women in sports in Belize.

 

This month, the Consulate of Belize celebrates Judith Ann Batty-August as our Belizean Star of the Month. A breast cancer survivor, advocate, and successful entrepreneur, Judith has made an impact with her business, CakesByBats Belize's Delights, while also raising awareness for breast cancer and autism spectrum disorder. The redesigned notes showcase iconic national symbols and incorporate advanced security features. These new notes will replace current ones but will not affect the value of the Belizean dollar. Newly Upgraded Santa Elena Access Road

Prime Minister Briceño Celebrates Nine Years as Head of the PUP

Empowering Change: Special Envoy Mrs. Rossana Briceno Leads Gender Equality Training


Special Envoy Mrs. Rossana Briceño visited Centro Escolar México Junior College in San Roman, Corozal, where 30 participants successfully completed training under the Engaging Men and Boys to Advance Gender Equality and Help Prevent Gender-Based Violence initiative. They gained valuable insights into Gender-Based Violence prevention, building healthy relationships, and promoting gender equality in Belize.

This meaningful session was made possible through collaboration with the Spouses of CARICOM Leaders Action Network (SCLAN), the Ministry of Human Development, Families & Indigenous Peoples' Affairs, and the generous support of the Taiwan Embassy. We were also pleased to have a representative from the Ministry of Human Development join us for this impactful session.

International Day of Education



H.E. Mrs. Rossana Briceño highlighted the transformative power of learning in our rapidly evolving world. Reflecting on this year’s theme, "AI and Education: Human Agency in an Automated World," she emphasized that technology should be used to enhance our humanity, not replace it. Through her advocacy, Mrs. Briceño encouraged the harnessing of AI’s potential to empower students, amplify creativity, and ensure equitable access to knowledge. Her efforts aim to build an educational system where innovation and human potential work hand in hand, ensuring that no one is left behind in the pursuit of a brighter future.

Cervical Cancer Awareness Month



Throughout January, H.E. Mrs. Rossana Briceño has been actively highlighting the critical importance of cervical cancer screenings in observance of Cervical Cancer Awareness Month. Through her efforts, she has emphasized the significance of early detection and prevention, urging individuals to stay informed about regular screenings, including Pap tests and HPV tests. Her advocacy encourages both women and men to take action by prioritizing their health and ensuring timely screenings to reduce the risk of cervical cancer, a disease that can be prevented through awareness, vaccination, and early intervention.

Judith Ann Batty-August, a native of Belize City, was born as the second child among four daughters to Winston and Esteline Batty. Growing up in a close-knit family alongside her sisters Althea, Anna, and Deborah, Judith’s early years in Belize were shaped by the values and lessons imparted by her parents. They inspired her with their hard work and determination, qualities she would carry with her throughout her life and career.


Judith’s educational journey began at Bethel Primary, followed by Junior Sec 1, before she graduated from Belize Technical College. Armed with her foundational education, Judith’s early career steps took her to the hospitality industry, where she worked as a receptionist at Fort George Hotel. It was during this time that she met Richard August, the love of her life, leading to their migration to the United States. This move would open new doors, both personally and professionally.


At the age of 28, Judith faced one of her life’s most difficult challenges when she was diagnosed with stage 3B breast cancer. With three young children to care for, the diagnosis thrust her into a battle not only for her own life but for the future of her family. The experience tested her resilience and faith, teaching her the importance of believing in herself and keeping her family close. Despite the grueling treatments and the emotional toll, Judith’s perseverance carried her through, emerging stronger and more determined than ever.


In 2019, Judith lost her job due to a misunderstanding, an event that, although painful at the time, would turn out to be a blessing in disguise. This unforeseen setback gave her the opportunity to care for her granddaughter, who was born prematurely at 26 weeks in the midst of the COVID-19 pandemic. Despite being diagnosed with Autism Spectrum Disorder, Judith’s granddaughter has thrived, an outcome that fills Judith with immense pride and gratitude.


By 2021, Judith decided to channel her love for cooking into a business, transitioning from cooking for family and friends to serving the larger Belizean community. She founded CakesByBats Belize’s Delights, offering a weekly menu of delectable dishes. This venture allowed Judith to bring a taste of home to her community in South Florida and beyond. Through her authentic Belizean black cakes, Judith’s culinary skills have gained recognition, with her cakes being shipped worldwide and celebrated by various cultures. Her reputation for making one of the best black cakes has earned her invitations to the South Florida Caribbean Rum Cake Festival every year.


Judith’s greatest pride lies in her family. She is the proud mother of three children—Kalemah, Kelsea, and Keyon—whom she raised with love and devotion. Her children have grown into exceptional individuals, contributing positively to their communities, and this has been Judith’s greatest accomplishment.

She is also passionate about supporting her Belizean community and raising awareness of important causes. Judith is a staunch advocate for breast cancer awareness, drawing from her own personal experience with the disease, and Autism Spectrum Disorder, especially through her granddaughter’s journey.


Judith’s life has been inspired by her parents, who set a strong example of resilience, hard work, and love. As a devout Christian, she is motivated by her faith in God, which she places at the center of all her endeavors. The support from her family—particularly her husband, children, and grandchildren—keeps her young at heart and encourages her to continue pursuing her dreams.


Outside of her entrepreneurial endeavors, Judith enjoys shopping for cooking and holiday décor, reading, and listening to audiobooks. She loves traveling with her family, creating memories that

Looking ahead, Judith has big plans for the future. She aims to open a storefront for CakesByBats, where the community can enjoy her homemade treats on a daily basis. In addition, she hopes to continue raising awareness for breast cancer and autism, giving back to her Belizean roots and making a lasting impact on the lives of others.


Judith’s advice to aspiring individuals, especially those facing adversity, is simple: “Believe in yourself and keep God first. Everything takes time, and nothing goes as planned, but as long as you continue to strive and push, you will make progress.” To the Belizean community, her message is clear: “Be kind and nice to each other. We are all one. With God, anything is possible.


Judith Ann Batty-August’s journey from a young receptionist to a successful entrepreneur and community pillar is a testament to her unwavering faith, resilience, and dedication to her family and Belizean heritage. Through her business, her advocacy, and her love for cooking, she has created a meaningful legacy that will continue to inspire future generations.

Filly, a 6-7 year-old jaguar, arrived at the Milwaukee County Zoo on the evening of January 23 after her journey from the Belize Zoo. She’s adjusting well to her new surroundings, eating properly, and seems comfortable with her dedicated care team.


Filly’s story began in 2019 when she was rescued as part of the Belize Zoo’s Human-Jaguar Conflict Program. Conflict jaguars like Filly are typically unable to compete for food and territory, often resulting in their being deemed non-releasable. She will now play a significant role in the Association of Zoos and Aquariums (AZA) Jaguar Species Survival Plan (SSP), which works to ensure the long-term conservation of the species.


The Milwaukee County Zoo has enjoyed a longstanding conservation partnership with the Belize Zoo, which dates back to the 1980s. Our male jaguar, Frankie, is the son of Pat, who arrived from the Belize Zoo in 2008 as another conflict jaguar.



Currently, Filly is in quarantine at the Animal Health Center, where she’ll stay until she’s ready to transition into her permanent habitat. Stay tuned for updates as she continues to settle in and become part of the zoo family!

Lamanai Jaguar Temple


Lamanai, located in Belize's Orange Walk district, is one of the largest Maya ruins in the country. It’s accessible by a scenic one-hour boat ride up the New River. The name "Lamanai" translates to "Submerged Crocodile," a nod to the area’s rich history. The ruins, dating back to around 700 B.C., include about 700 structures, though only about 5% have been excavated so far, with much of it still hidden in thick jungle. Walking through the jungle, with howler monkeys and birds overhead, feels incredibly immersive. The Mask Temple is beautifully preserved, and the view from the top of the High Temple (N10-43) is stunning—though the steep climb down is not for the faint of heart! The museum at the entrance holds so much history; you could easily spend an afternoon there.

The Passing of Elvia Staines Left a Deep Void Among Family and Friends

Jennie Staines shared that the loss of her mother, Elvia Staines, has left an irreplaceable void, not only within their family but throughout the restaurant community. Elvia was more than just a chef; she was a mentor, a giver, and a guiding light to everyone she met. People would line up for hours just to taste her cooking, and it wasn't just the food that drew them in—it was her warmth and generosity that made everyone feel at home.


Jennie recalled how her mom’s passion for cooking inspired many, including former waiters and cooks like Bonnie Pascacio and Rene Reyes, who went on to open their own restaurants. Elvia’s influence reached far beyond the kitchen, touching lives in ways words can’t fully capture. Jennie reflected on the special bond they shared in the kitchen—her mom always by her side, offering guidance, helping perfect every dish, and making sure everything was just right.



Now, Jennie feels a part of her is gone. But despite the pain, she finds comfort in knowing that the love, wisdom, and strength Elvia gave her will forever live on through the food they serve at Elvi’s. Jennie knows that her mom’s spirit is with her every time she cooks, every time she prepares a dish, and she is determined to carry on her mother’s legacy, keeping her name high and her memory alive.

Belizean Stuffed Red Snapper Recipe


Ingredients:

  • 1 whole red snapper (6 to 7 lbs), cleaned and scaled
  • 5 slices of bacon
  • 1 large onion, thinly sliced
  • 2 large tomatoes, sliced
  • Salt and pepper to taste

For the Dressing:

  • 1 large cup of bread crumbs
  • 2 tablespoons of margarine
  • 1/4 cup each of finely chopped onion, celery, and green peppers

Preparation of the Fish: Begin by prepping your red snapper. After scaling and cleaning, rinse the fish with fresh lime juice. Lightly coat the outside with salad oil, and season the inside cavity with salt and pepper for added flavor.


Making the Dressing: In a skillet, melt the margarine over medium heat. Sauté the chopped onion, celery, and green pepper until they are tender and aromatic. Combine this mixture with the bread crumbs, adding a pinch of salt and pepper. This mixture will create a flavorful dressing for the snapper.

  • 1 coconut, grated
  • 1/2 can of condensed milk
  • 1/2 nutmeg seed, grated
  • 2 tsp sugar
  • 1 tsp lemon extract
  • Pinch of salt (optional)


Coconut Tart Dough:

  • 2 cups flour
  • 1/2 lb shortening
  • Cold water
  • 1/4 tsp salt (optional)
