Honorary Consul's Monthly Message

Welcome to the June Newsletter!

“We must turn to each other and not on each other.” - Jesse Jackson

On June 19th, the United States celebrated “Juneteenth”, a public holiday commemorating the liberation of slaves on June 19th, 1865 in Galveston, Texas, marking the complete end of slavery in the United States. The words of Jesse Jackson and other historic leaders such as Martin Luther King and President John F. Kennedy, who fought for the full civil rights of African Americans in the United States, still ring true today. When we turn to each other, and not on each other, peoples of all races, nationalities and creeds can truly be one, and together, we can accomplish so many wonderful things for our families, communities and even the world.

We also celebrated the amazing men in our lives in June! On Father’s Day, we paid tribute to our fathers and those who serve as father figures in our lives. The role of a father is so vital to a healthy and happy family.

I am proud to say that I am a Daddy’s girl! My late Father, Louis Sylvestre, was the rock for my family. The world seemed a lot safer to me when he was around. He loved his family unconditionally and led by example. Let us then nurture and teach our sons, brothers, and nephews to be strong but respectful, kind and loving to the women in their lives, so that one day they can be shining examples of husbands, fathers, brothers, uncles, and possible leaders in our communities.

The month of June brought other notable events. It was also when all the young men and women whose efforts in sacrificing years of studying finally paid off. We celebrate our graduates, and we wish them all the best for their future! It’s a beautiful time in the lives of these young people who are starting out, with big dreams and when nothing seems impossible. Let us nurture these dreams and help them on their journey if we can.

And while the origins of the “June bride” or the “blushing bride” are unclear, June is known as the month of weddings and flowers, so we congratulate everyone who tied the knot this month and wish them all success and happiness in their marriage!

In the United States, we also commemorated D-Day, as we remember the 80th Anniversary of The Invasion of Normandy on June 6th . Eighty years ago, brave young men conducted the largest amphibious invasion in world history, which kickstarted the Allied liberation of France and the rest of Europe, which eventually put an end to World War II.

The month of June is also Caribbean-American Heritage Month in the United States, highlighting the accomplishments of Caribbean-Americans all over the country, and especially in areas like Miami, where over 1/5 of the population is of Caribbean descent.

The Consulate of Belize in Florida is so excited to congratulate Belize’s not one, but TWO Tony Award Winners, Ms. Kara Young and Ms. Maleah Joi Moon! Kara won the Tony for “Best Performance by a Featured Actress in a Play” for her performance as Lutiebelle Gussie Mae Jenkins in Purlie Victorious: A Non-Confederate Romp through the Cotton Patch; and Maleah for “Best Performance by a Leading Actress in a Musical” for her performance as Ali in Hell’s Kitchen.

Congratulations, ladies! You make Belizeans proud, and we cannot wait to see all the amazing roles you will hold in the future! Belizeans do great things wherever they go!

Lastly, we want to remind everyone both here in the United States and in Belize that hurricane season is upon us, and we will be watching for possible hurricanes until November 30th. We urge you all who live in places in the path of a hurricane, to stay safe and take precautions to prepare, which we have included in the body of our newsletter.

On to the work of the nation, where Prime Minister John Briceño headed to Orange Walk to inaugurate Philip Alvarez Park, complete with a sporting dome to help the youth engage positively with the community. The Prime Minister also met with members of the retired public officers’ associations to discuss the Public Sector Worker’s Trust, and he signed a collective bargaining agreement with the joint unions BNTU, PSU, and ASM.

On the diaspora front, Prime Minister Briceño and the Deputy Prime Minister, the Honorable Cordell Hyde, were in Los Angeles, California for the 2024 Diaspora Summit. The Prime Minister addressed members of the Belizean diaspora community, who are incredibly important to the continued growth and development of Belize, are looking forward to visiting and invest in Belize.

Prime Minister Briceño, along with other world leaders, attended the inauguration of the re-election of Belize’s close neighbor in El Salvador, President Nayib Bukele, as he begins his second term in El Salvador. The Prime Minister also extended his congratulations to President-Elect Claudia Sheinbaum of Mexico and to the newly reelected Prime Minister of India, Shri Narendra Modi.

H.E. Rossana Briceño, Spouse of the Prime Minister and Special Envoy for the Development of Children and Families, was engaged as always in dealing with many social challenges in Belize, collaborating with the Spouses of CARICOM Leaders Action Network (SCLAN) and the Ministry of Human Development, Families, and Indigenous Peoples’ Affairs to conduct a special training in engaging men and boys to help combat gender-based violence in Orange Walk Town.

The Hon. Francis Fonseca, Minister of Foreign Affairs, Foreign Trade, Education, Culture, Science, and Technology led Belize’s delegation at the 38 th Inter-Sessional Meeting of CARICOM virtually in early June when the delegation discussed the free movement of nationals and the ongoing crisis in Haiti, among other issues.

The Ministry of Foreign Affairs also received a generous contribution from the Government of the Republic of China (Taiwan), which will help in the recovery efforts from the devastating wildfires that hit southern and western Belize in May and June.

This month, we are proud to feature Ms. Kim Neal as our Star of the Month! Ms. Neal was born in Belize, daughter of pioneering auto mechanic Linthy Neal, Jr. She moved to the United States to pursue her education at the University of Southern California in Los Angeles. Despite her distance from her homeland, Ms. Neal remains connected engaging in philanthropic efforts in Belize, sending school supplies to rural schoolchildren, efforts with which she has been able to partner with other Belizean companies. We invite you to read more about her in our Star of the Month section, and we are proud that Ms. Neal is one of our own!

We also want to take a moment to send our condolences to the family and friends of Mrs. Constance Francis Savery, better known as Mrs. Consie, who died at the age of 102 on June 8th. Ms. Consie was blessed to have lived a long and happy life, experiencing so much over 102 years, and loving so many. We can only hope to have such a long and blessed life as Ms. Consie did. May she rest in eternal peace.

The Government of Belize’s Movers and Shakers have all been in full gear working for the people and country. The Ministry of Economic Development partnered with the University of Belize to enhance the Public Financial Management system for Belize’s Public Service. This training is meant to enhance the skills for employees in the PFM sector.

The Ministry of Infrastructure Development and Housing continued its work towards providing affordable housing for Belizeans by handing over the keys to two new homes to two Belizean families in the Cayo District.

Students at San Francisco R.C. School were treated to agricultural education field trips facilitated by the Ministry of Agriculture, Food Security and Enterprise. All of these good works are being celebrated by the Ministry of Home Affairs and New Growth Industries, who hosted their first ever Open Day at the Belmopan Civic Center to highlight the public works departments in Belize.

For this month’s recipes, we have selected treats that can be found in any country but are nostalgic to me because they don’t taste the same if prepared and eaten anywhere but Belize.

While summer and barbecue go hand in hand, fried chicken is just as emblematic a dish, especially for those river or boat picnics! For some of us who grew up in Belize in the 80’s, you will recall the memorable late nights at La Femme, dancing the night away. Nothing would satiate those early morning cravings like Tux Fried Chicken, special with fries with sweet ketchup and pickled jalapeños. May Mr. Tux, the king of Belizean fried chicken, rest in peace.

Based on a YouTube video, we see how the Tux daughters created a Tux dry fried chicken batter made specially for us in the diaspora who could easily bring a taste of Tux with us abroad (The plight of the diaspora!) Nevertheless, we scoured the internet looking for the famous recipe but came up empty handed. His recipe remains a closely guarded state secret, and with good reason!

But to satiate our fried chicken cravings, we found a delicious recipe from Belizeans, Barbara and Joe, who reside in Los Angeles and are hosts of the Bare Pantry Show. Please check it out in the Recipe of the Month section.

For our Street Food Series, we’ve opted for delicious Conch Ceviche made with fresh conch, tons of fresh lime juice, onions, tomatoes and the kicker, habanero pepper! We hope that you have been able to enjoy the last days of conch season, which ends on June 30th. Stay tuned for delicious lobster recipes because the season starts on July 1st!

Mrs. Kim Neal is a distinguished finance professional residing in Pearland, Texas. She is the eldest daughter of the late Linthy Neal, Jr., a pioneering auto mechanic in Belize during the 1980s and 1990s.

Kim's educational journey began at St. Catherine’s Academy and continued at St. John’s Junior College in Belize, where she developed a solid academic foundation. After completing her early education, Mrs. Neal made the significant decision to immigrate to the United States.

She pursued higher education in Accounting and Finance at the prestigious University of Southern California in Los Angeles, a move that would lay the groundwork for her successful career in finance.

Mrs. Neal's professional journey began in Washington, DC, where she secured a position at the Embassy of Belize. This role marked her entry into the professional world and allowed her to develop valuable skills and connections. After a year, she relocated to California with her young daughter, seeking new opportunities and a fresh start.

Over the past 20 years, Mrs. Neal has amassed extensive experience in various domains, including Accounting, Finance, and Business Operations. Her expertise encompasses a wide range of areas such as Strategy, Turnaround, Financial Planning & Analysis, Treasury Forecasting, Reporting & Accounting, Internal Controls, Financial Processes and Procedures, Post-Purchase Consolidations, Information Technology, and Human Resources.

As a fractional CFO, Kim has provided invaluable financial support to a diverse array of companies, driving significant change, enhancing operational performance, and optimizing productivity.

Her impressive portfolio includes publicly traded companies with revenues exceeding $350 million, as well as small and startup enterprises.

Her ability to navigate complex financial landscapes and deliver strategic solutions has earned her a reputation as a trusted and effective finance professional.

Mrs. Neal eventually settled in Houston, TX, with her husband, Aaron Bowen, and their two sons. Together, they embarked on a new entrepreneurial venture, opening Bow’s Taste of Belize, the first Belizean restaurant in Texas. The restaurant offered a vibrant and authentic Belizean experience, providing a taste of home to the diaspora and introducing the rich culinary traditions of Belize to a broader audience.

Despite being far from her homeland, Mrs. Neal remains deeply connected to her roots. She and her husband are committed to giving back to their community in Belize. Every year, they send supplies to five needy schools in rural Belize, a tradition they have maintained for over a decade. Their philanthropic efforts are sometimes bolstered by assistance from other Belizeans in the area and local Belize Freight companies, reflecting their strong community spirit and dedication to supporting education in Belize.

Mrs. Neal's advice to anyone considering emigrating from Belize is to understand that it is a complex process that requires careful planning and perseverance. She emphasizes the importance of maintaining one's cultural identity and staying true to one's principles and values in the quest for financial freedom.

Her journey exemplifies the importance of perseverance, adaptability, and staying connected to one's heritage. Kim Neal's story is a testament to the power of determination, resilience, and the enduring impact of one's roots on personal and professional success.

Belizean Fried Chicken

Source: The Bare Pantry Show

Ingredients:

  • 1 Whole chicken, cut into pieces
  • 2 Tablespoons of Recado paste (or Achiote paste)
  • 1/2 Teaspoon salt
  • 1 Teaspoon pepper
  • Vegetable oil for frying

Wet Ingredients (Batter):

  • 2 eggs
  • 200 ml coconut milk

Dry Ingredients (Batter):

  • 2 cups all-purpose flour
  • 1 Teaspoon cayenne pepper
  • Salt and pepper, to taste

Method:

Prepare the Chicken:

In a large bowl, rub the chicken pieces with recado paste, salt and pepper, ensuring they are evenly coated. Let the chicken marinate for at least 30 minutes.

Prepare the Batter:

In a large bowl, whisk together the eggs and coconut milk to create the wet batter.

In another shallow dish or bowl, combine all the dry ingredients to create the dry batter.

Dip the chicken into the wet batter, letting any excess drip off. Then dredge each piece of marinated chicken in the dry batter mixture, ensuring it is evenly coated. In a large skillet or frying pan, heat enough vegetable oil over medium-high heat to cover the bottom of the pan (about 1/2 inch deep). Carefully place the coated chicken pieces into the hot oil. Fry in batches to avoid overcrowding the pan.

Fry the chicken until golden brown and cooked through, making sure not to disturb the chicken until its time to turn. This usually takes about 15-20 minutes, depending on the size of the pieces.

Once cooked through and golden brown, transfer the fried chicken pieces to a plate lined with paper towels to drain excess oil. Serve hot and enjoy with your favorite side dishes. Enjoy!

Belizean Conch Ceviche

Source: Hot Mama's Belize

Ingredients

  •  1lb of Fresh diced Conch meat
  • 1/2 Cup of Fresh squeezed Lime Juice
  • 1/2 Cup fresh Fresh Squeezed Lemon Juice
  • 1/2 Habanero pepper, seeded and finely diced
  • 1 Cup of finely chopped Onion
  • 1/4 Cup finely chopped Cilantro
  • 1 Cup of peeled, seeded, and chopped Tomato
  • 1 Teaspoon of salt
  • 1/4 Teaspoon of fine ground Black Pepper

Method

On a clean board pound the conch out flat. Dice the tenderized meat into 1/4 – 1/2 inch cubes or small, bite-sized slices. Put the cut up conch in a shallow, glass pan and cover with the lime and lemon juice. Marinate in the refrigerator for 2-3 hours. Mix in the finely diced Habanero and marinate another 2 hours. Drain the conch and place it in a mixing bowl.

Add the onion, cilantro, tomato, salt, and black pepper and mix. Squeeze about 1/2 a lime’s worth of juice over the mixture.

Place in a bowl and serve with crisp tortilla chips and lime wedges. Enjoy!

Notes:

Take caution when handling fresh Habanero peppers. Plastic gloves are a great idea. Also, wash your hands thoroughly before touching your face, eyes or any other “tender” body parts. This stuff is mucho caliente!

You can substitute the Conch for Shrimp or any seafood.

Belize Submits Its Counter-Memorial to the ICJ Regarding the Guatemalan Claim

On June 3rd during the sitting of the House of Representatives, Prime Minister John Briceño announced that Belize delivered its counter-memorial to the Registrar of the International Court of Justice in The Hague. Following the timetable announced by the Court, which was amended as a result of the pandemic, Guatemala submitted its memorial on December 8, 2020, and is due to submit its reply to Belize’s counter-memorial in December 2022.
