Honorary Consul's Monthly Message

Welcome to the March Newsletter!

Joan Chittister, author of The Liturgical Year, says, “Lent enables us to face ourselves, to see the weak places, to touch the wounds in our own soul, and to determine to try once more to live beyond our lowest aspirations.”

Last month, we spoke of the beginning of the Lenten season when many of us chose to challenge ourselves to choose better things—for our spirts, our souls, and our bodies.

As we prepare for the feast of the Lord’s glorious resurrection,

we hope that you had an uplifting time of reflection and renewal these past few weeks and that you and your family enjoy a very Happy Easter!

This month, the Government of Belize was actively engaged in

various initiatives to improve the nation's economic and social development. The Prime Minister of Belize, the Honorable John Briceño, attended the Inter-American Development Bank (IDB) meeting in Panama, where crucial discussions took place regarding Belize's growth strategy and potential partnerships.

Furthermore, Plan Belize has made significant progress in

expanding digital accessibility by inaugurating a new Digital Connect Center which aims to bridge the digital divide within the country. In addition, the government has launched the Multi-Dimensional Poverty Index (MPI) to effectively keep track of the goals that have been accomplished regarding poverty alleviation. We included a link to the MPI website under the Prime Minister’s section so you can check it out.

The First Lady of Belize and the Special Envoy for the Development of Families and Children Mrs. Rossana Briceño, has also played an active role this month in addressing social issues. She lent her support to a historic campaign named "Don't Tax My Femininity," initiated by Seidy Quetzal, a Belizean student and activist. Through collective efforts, the campaign successfully achieved the removal of taxes imposed on female sanitary products, promoting greater accessibility and affordability.

Additionally, we included a very well written article by Mr. Dorian

A. Barrow, Ph.D., about Her Excellency, Mrs. Rossana Briceño where he shares how she uses her expertise in the field of education to make important contributions to the Office of the Special Envoy for Families and Children.

The author captures the true essence of Mrs. Briceño, a lady who is strong and fearless in her convictions and an advocate for the most weak and vulnerable of Belize. The author also highlights her genuine humility in not seeking praise or attention, as she quietly busies herself working for the betterment of the nation. On the international front, the Minister of Foreign Affairs, the

Honorable Eamon Courtenay visited London for the 22^nd commonwealth Foreign Affairs Ministers Meeting. This year’s focus was centered around enhancing resilience in times of crisis, addressing climate change, the remaining effects of the pandemic, and the food and energy costs.

What's more, in early April, Belize will be welcoming the

President of Taiwan, H.E. Tsai Ing-wen, in a historic visit.

President Tsai Ing-wen will be meeting with her counterparts in

Belize and Guatemala in the effort of forging closer diplomatic ties with her allies in the region. The theme of this visit is "Meeting Democratic Partners, Fostering Shared Prosperity” Learn more.  We look forward to highlighting more of this visit in next month's newsletter so please stay tuned. 

Read how other ministries have also been making significant

strides in various sectors under the “GOB Movers and Shakers” section. The Ministry of Agriculture, for instance, has lent its support to a school through a farming program, which not only teaches agricultural skills but also sustains a feeding initiative for the students.

Meanwhile, the Ministry of Rural Transformation has been actively involved in the Humana Brace Project, aiming to improve health and sanitation in eight rural villages. Furthermore, the Ministry of Education continues to work tirelessly to ensure that all schools in Belize have internet access in addition to enhancing the quality and accessibility of education.

This month, we had the opportunity to celebrate, not only International Women's Day, but also the lesser-known Maya Day on March 19th. These occasions allowed us to celebrate the achievements and contributions of women across the globe, as well as appreciate the rich cultural heritage of the Maya civilization. With a focus on unity and understanding, both events brought people together and encouraged a spirit of inclusivity. We invite you to read about special Belizean women who are accomplishing great things as we pay tribute to all women on International Women’s Day!

and a crowd pleaser at this time of year, Hot Cross Buns! Its chewy and moist with just the right balance of sweetness, enhanced with raisins and spices, perfect to share and enjoy with a cup (“cuppa” as the Brits say) of tea or coffee, Wood Dun butter and some Dutch cheese. Back in the day, while spending Easter in Caye Caulker, the delicious aroma of these sweet buns, drifting from the "fiya hart" oven was one of the highlights of Easter. Enjoy!

March has been a busy month at the Embassy and our Consulates in Miami, Los Angeles, and Chicago, since passport services resumed in February with the roll out of the new ePICS system. We are happy to report that the new system has been working well and with few to no glitches. The influx of requests for new passports far exceeded expectations and so the Ministry has had to expedite its order of new passports to keep up with the unexpected demand. We thank all for their patience during the blackout and assure you that we will continue to do our best to provide you with the very best service.



Here at the Embassy in D.C., we are now gearing up for one of the most popular events in Washington which takes place on May 6th. The “Around the World Embassy Tour” is a part of Passport D.C. A unique celebration where Embassies across the city of Washington open their doors to the public and allow visitors a window into the diplomatic world. Participants can visit embassies and experience new cultures without leaving the city.

This popular event has been celebrated annually since 2008, with a brief hiatus due to the pandemic. The Embassy of Belize has participated in this event over the years as it has proved to be an excellent opportunity to showcase Belizean culture and products. The Embassy has seen as many as 6,000 visitors for this event with many visitors coming back every year.

Many of our diaspora in the area look forward to attending this event, and we invite Belizeans from all over the United States to join us as well. We will be showcasing Belizean products with Bowen and Bowen, Travelers, and several food stalls featuring our unique and tasty Belizean cuisine. The Belize Tourist Board will also be present to showcase the beautiful Jewel to prospective visitors, and of course, we will be featuring top entertainers at the event. So, if you are in the area, don’t miss out!

IDB Invest Board of Governors 2023

The Prime Minister of Belize, the Honorable John Briceño, joined the 2023 IDB invest meeting in Panama where three key resolutions were passed. These included "Advancing IDB Operational and Institutional Reforms", "New Vision and Business Model for IDB Invest", and a Resolution on the Multilateral Investment Fund. Read More

Prime Minister Briceño and CEO Mrs. Narda Garcia met to discuss on-going projects funded by the OPEC Fund, including Belize City Haulover Bridge, Caracol Road, and potential new projects. Read More

Launch of the Multi-Dimensional Poverty Index

PlanBelize has committed to reduce poverty by half in 10 years, and has launched the Multi-Dimensional Poverty Index (MPI) to keep pace with goals that have been reached. Digital Connect Centers

PlanBelize is rebuilding a more resilient Belize through innovation, technology, and creating an enabling environment for MSMEs to succeed. We opened one of our Digital Connect Centers designed to support #MSMEs by providing a space for networking, skills building and knowledge sharing.

Don't Tax my Femininity

Seidy Quetzal, a Belizean student who recently returned home from studying in Taiwan, is the activist who lobbied for the government to remove all taxes from female sanitary products. Quetzal’s “Don’t Tax My Femininity Campaign” has been in the works since January and wаѕ lаunсhеd thrоugh thе соllаbоrаtіоn оf thе Міnіѕtrу оf Нumаn Dеvеlорmеnt, Fаmіlіеѕ аnd Іndіgеnоuѕ Реорlеѕ’ Аffаіrѕ, Міnіѕtеr Dоlоrеѕ Ваldеrаmоѕ Gаrсіа, and Ѕресіаl Еnvоу fоr thе Dеvеlорmеnt оf Fаmіlіеѕ аnd Сhіldrеn, H.E. H.E. Mrs. Rosanna Briceno was in Taiwan recently to participate in the Latin American and Caribbean Women Empowerment Forum. She shared her personal story of being initially reluctant to assume the role of Special Envoy, but was encouraged by the Prime Minister to use her expertise in education to benefit the Office. She has metaphorically been doing that fish-frying since November 2020 when she accepted the appointment. Learn More

Charlotte Nal

Charlotte Nal, a native Belizean, gives credit to her native home, Belize for her love and dedication to nonprofits and giving back to others, having worked in the nonprofit community for over 20 years.

Her passion for this service, takes her back to her childhood years growing up in the Petticoat Alley area where she has many wonderful childhood memories. Charlotte reflects with a big smile of her neighbors always being there for each other with very strong women that helped raised the community. It is the origins of her love for serving others.

After receiving a Bachelor’s degree in Sociology from Cameron University, she returned to Belize and worked for the National Committee for Families and Children as a Project Consultant. During that time she wrote a consultancy, “Social Impact of Hurricane Keith on Families and Children” for Belize.

Charlotte then focused particularly in the family advocacy area. She worked for Community Partnership for Child Development in Colorado Springs, Colorado for over 18 years during which time she was the Strategic Initiative Liaison person working primarily in the areas of military families, homeless families and immigrant families. This experience gave her a deep appreciation for how nonprofits seek to improve the quality of life for others, one program at a time. Charlotte worked along with a diverse range of stakeholders to assist in achieving the first Head Start stand-alone center on army base in Fort Carson. She used her experience during this time to complete her Master’s Degree in Non-Profit Management at Regis University, completed the UCLA Head Start Management Fellows Program, and become Adverse Childhood Experiences Master Certified.

Not only did Charlotte keep her career going, but during this time she was busy volunteering as a Family Readiness Leader at Fort Carson, Colorado and at Fort Bliss, Texas. After her husband’s retirement from the Army, they relocated from Colorado to Naples, Florida. There, she founded a Non-Profit “Ixchel Caribe Foundation, Inc” which provides support to women and children in Belize focusing on education, mental and medical health and social services. She is also the Co-Founder of a nonprofit “Wings of Mine” helping mothers in Belize who have suffered miscarriages. In addition, her many hours of dedication to the cause of supporting military families have gained her the Army Outstanding Civilian Service Medal and the Yellow Rose of Texas.



Charlotte is currently married to CSM(ret’d) David Nal, also a native Belizean. Together they have three children Nichella, Alexia and David Mario. Her work has inspired the love of service in others, especially her children who find themselves supporting all her missions and other humanitarian initiatives.

She attributes her success to her strong support of family and childhood friends who have stood by her to continue her service to others. These days, Charlotte can be found networking and seeking support to benefit the women and children in Belize and face-timing with her newly born granddaughter, Zaira.

Fried Fish with Rice and Beans

Ingredients

Rice and Beans



• 1lb dry red beans 
• 5 pods garlic 
• 1 lg onion, chopped 
• 1 green pepper, chopped 
• 1 ½ cup celery, chopped 
• 1 bay leaf 
• 1 tbsp fresh minced parsley 
• 1 ½ tsp salt (or to taste) 
• ½ tsp black pepper 
• 3 cups rice 
• 2 cans coconut milk 
• 3 tbsp coconut oil

Fried Fish

• 3 Fresh whole snapper (Red, Mutton, Mangrove, Black, Your Choice), gutted and washed (Rinsed in limed water). Head on

Hot Cross Buns

Ingredients:

• 4 cups all-purpose flour 
• ⅔  cup brown sugar
• 1 tsp Salt
• 1 ½ tsp freshly ground nutmeg
• 1 tsp allspice
• 3 tsp ground cinnamon
• 2 pkg (¼  oz) or 4 ½ tsp active dry yeast 
• 10 Tbs Silk Grass Farms cold pressed coconut oil (in solid-chilled-form)
• 2 Eggs, beaten
• 3 tsp vanilla extract
• 1 tsp pineapple essence (optional) 
• ⅔ cup coconut milk, warm
• 1 cup raisins

Prime Minister Briceño's Latest Statement on the ICJ

On September 26, as Prime Minister Briceno addressed the Protocolary Session of the (OAS), he reiterated the important role the organization has played in not only for the territorial dispute between Guatemala and Belize but in relations among all Member States.

I emphasized our hope for a peaceful solution to the Guatemala Belize matter currently at the ICJ, where Belize is allowed to maintain the integrity of all its borders.
