The great and legendary Bob Marley enjoyed tremendous success throughout his life but was not without his share of pain and suffering. He faced an assassination attempt on his life and a difficult battle with cancer, which later took his life. Each hurdle and trial he bravely took on with grace and fortitude. We too must be courageous in the face of strife and adversity. As my Father would tell us, "it's a great life, if you don't weaken."
Hurricane Helene, a mammoth Category 4 hurricane which made landfall in the Big Bend region of Florida and tore through Georgia and the Carolinas, brought unspeakable destruction and mayhem, obliterating parts of these states. If you or your family were affected, you too must be strong as you struggle to put back together the pieces of your lives.
Our thoughts and prayers go out to those who have lost their lives during the storm, which as of today is 91 and rising. Material things can be replaced, but our lives cannot be. The State of Florida is providing assistance with temporary or full housing in the form of trailers either through the state housing program or FEMA’s federal direct housing program. Here we will provide the link for resources regarding FEMA’s response to Hurricane Helene, which includes links to local agencies in Alabama, Florida, Georgia, North Carolina, South Carolina and Tennessee.
Hurricane season still has two more months to go, and we continue to encourage you to prepare and take evacuation warnings seriously. Unfortunately, the people who perished in this storm stayed in their homes or were driving their cars in the aftermath. Oftentimes, the deadliest part of a major storm is the storm surge and flooding that comes after, which can be catastrophic.

This month, we celebrated what it truly means to be a Nation Proud and Free as we commemorate the 43rd Anniversary of Belize’s Independence! The Jewel gained her independence on September 21, 1981, and has continued to shine bright for the world year in and year out. We also celebrated St. George’s Caye Day, a commemoration of the brave Baymen who laid the foundation for our nation, defending Belize against the Spanish and allowing for our culture to grow and develop into what it is today.
The United States celebrates Hispanic Heritage Month from September 15th to October 15th. This is a month to remember and celebrate the vast contributions of Hispanic and Latino people to American society, especially in a city like Miami, where most of the population is of Hispanic origin.
Back to Belize, and the celebrations for Independence Day have been rolling along all month, and not being home means the cuisine has been on my mind. I cannot help but recall when the late Queen Elizabeth II visited Belize and was served gibnut, or ‘royal rat’, which has inspired our Recipe of the Month! Served with our delicious rice with coconut milk, fried plantains and fresh habanero sauce, it’s indeed fit for a Queen, so If you want to feel like a royal, give it a try!
And like us, the Queen loved to indulge in cake so for dessert, so make sure you try Belize’s delicious 7Up Cake! Back in the day, Belizeans referred to any kind of white cake as “lite cake” enjoyed with “lemonade”, which at the time was a soda made by Chavannez Bottling who produced soft drinks of different refreshing flavors of fruits and citrus.
If you are a star and moon gazer like me, remember to check out the harvest moon and the mini moon sightings if you can. Did you know that the moon can affect our mood and even behavior? Growing up, whenever my sisters and I would display extraordinary or quirky behavior, my father would jokingly say, “Check the moon”, attributing it to the full moon.
Be sure to read H.E. Ambassador Lynn Young’s remarks in this month’s Ambassador’s Desk, where he reflects on this month’s celebrations both in Belize and the United States as well as the signing of the Millennium Challenge Corporation Agreement, which we discuss in the Prime Minister’s section.
On to the work of the nation, marking important events attended by the Prime Minister Hon. John Briceño. He started off the month addressing the opening of the Judicial Education Institute of the Senior Courts of Belize Conference on Criminal Justice Reform, a high-level conference featuring judicial officials from across the Caribbean. He then visited with a delegation from the World Wildlife Fund to discuss ocean conservancy and upcoming projects to keep Belize’s blue world in good health. Prime Minister Briceño also took time to sign an agreement with the Millennium Challenge Corporation for a 5 year-US $125 million grant to invest in education and curb energy costs.
The Hon. John Briceño welcomed Mayor Simon Chang of Taoyuan City, Taiwan to Belize City for a discussion on the deepening of ties between Belize and Taiwan. He also traveled to the Cayo District to continue reviewing plans for an NHI Launch within the district as a part of #PlanBelize, which works to make sure citizens have efficient access to healthcare.
Like all of us Belizeans, the Prime Minister was in full celebratory mode for the September celebrations while at the same time leading all the official ceremonies and events. He participated in the National Day of Service honoring the Rt. Hon. George Cadle Price by heading to his hometown of Orange Walk to assist with packing groceries at St. Peter’s Anglican School. Afterwards, he returned to his alma mater, Muffles College High School, to deliver an Independence Address. Prime Minister Briceño also attended the rededication and opening of the Rt. Hon. George Cadle Price’s House as an Educational Center for the community.
The Hon. John Briceño made his annual trip to the United Nations this month for the 79th United Nations General Assembly, where he expressed the concerns that Belizeans face when it comes to climate change and how to include Belize and other smaller nations in plans for the future of the world. The United Nations is an important organization of which Belize and most other nations are a part that works to bring countries and governments into agreement on issues impacting the global community. It was founded on October 24, 1945, in the wake of World War II to work towards a peaceful world helping to maintain global stability through the tumultuous 80 years since.
Closer to home, Prime Minister Briceño delivered his State of the Union Address, where he updated the country on the progress being made by #PlanBelize to improve the lives of everyday Belizeans by growing the economy, building infrastructure, investing in education, and boosting national security. We have provided links to both addresses in the Prime Minister section of our newsletter. Prime Minister Briceño made a pledge to offer relief on taxes for low-income earners so those earning $29,000 or less will not be paying taxes as of January 1st, 2025. This tax exemption is possible thanks to a robust and healthy economy in Belize which will benefit close to 3,000 workers, putting more money in their pockets.
First Lady H.E. Rossana Briceño was also engaged in work for the country in addressing serious topics affecting the nation. Mrs. Briceno set off to Kyiv, Ukraine to participate in the Fourth Summit of First Ladies and Gentlemen, where she contributed to a conversation called “Child Safety in the Family”, reaffirming Belize’s commitment to children and families. The summit brings together spouses of world leaders to foster collaboration and unique solutions to the problems facing children and families.
Mrs. Briceño and the Office of the Special Envoy for Development of Families and Children conducted the “Engaging Men and Boys to Advance Gender Equality and Help Prevent Gender-Based Violence” at the University of Belize. The training is part of an ongoing initiative sponsored by the Office of the Special Envoy for the Development of Families and Children in partnership with The Spouses of CARICOM Leaders Action Network, the Ministry of Human Development, Families, and Indigenous People’s Affairs and the Taiwan Embassy to help foster a more equitable society for all Belizeans, regardless of gender.
Also hard at work is the Ministry of Foreign Affairs, with Minister of Foreign Affairs, Foreign Trade, Science, Culture and Education Hon. Francis Fonseca visiting the United Nations General Assembly in New York City to address the issues Belize and other small island developing states face, including the climate crisis, sovereignty and self-determination, and the development of a youth innovation sector.
While in New York, Minister Fonseca also was engaged in bilateral conversations with representatives from across the world and even signed joint communiques with the Republic of Burundi and the Republic of Palau, establishing formal diplomatic relations with both nations. Belize looks forward to working with our new partners to help shape a better world.
At home during the September festivities, the Ministry of Foreign Affairs celebrated its annual Diplomatic Week, where both Minister of Foreign Affairs Hon. Francis Fonseca and CEO H.E. Amalia Mai engaged with representatives of foreign governments accredited to Belize, strengthening bilateral relations between Belize and her allies and helping to elevate Belize’s place on the world stage.
CEO H.E. Amalia Mai was present at the first meeting of Proyecto Mesoamerica, a program of the Belize-Mexico Joint PPT committed to further integration between the two countries and advance the well-being of the region. CEO H.E. Amalia Mai led Belize’s delegation to the 39th Intersessional Meeting of the Heads of Government, where she discussed updates to the ongoing situation in Haiti as well as free movement within CARICOM.
The Ministry of Foreign Affairs and Foreign Trade welcomed UNCHR Regional Director José Samaniego to Belize to discuss regional migration trends and the way Belize can help alleviate these issues. Minister Hon. Francis Fonseca also chaired the first General Assembly Meeting of the International Cooperation Council, where he discussed strategic ways to engage with development partners.
While we usually like to take the time to highlight one Belizean Star of the Month who resides in the diaspora, we decided its apt to celebrate the 28 Belizean Patriots who were recognized at the Tribute to Belizean Patriots Awards Ceremony earlier this month in Belize. We congratulate these Belizean patriots who have lived an exemplary life by working hard, sharing their talents, raising beautiful families and giving back to their communities! We are proud to call you all our Belizean Stars of the Month! #Belizeansdogreatthings
This month, we are also introducing a new form where you can nominate a member of the Belizean diaspora to serve as a Star of the Month and we will give you the credit by listing your name! The form can be found below the Star of the Month section. We look forward to featuring more of our stellar Belizean diaspora!
While commemorating the important national holidays with each of their respective constituencies, the government ministers were engaging in tangible deliverables for the people of Belize. Under GOB Movers and Shakers, please read how the Ministry of Sustainable Development and Climate Change provided firefighting equipment to communities in western Belize to combat forest fires, and the Ministry of Economic Development launched the Resilient Rural Belize program. Fishermen in Stann Creek were the recipients of solar power kits to promote sustainable practices and promote the health of Belize’s wildlife.
On the human side, the Ministry of Immigration partnered with UNCHR to grant Belize Permanent Residency cards to asylum seekers, and the Ministry of Public Service, Constitutional and Political Reform, and Religious Affairs inducted 23 Public Servants to the Belize Public Service Walk of Recognition.

Dear Fellow Belizeans,
Greetings from Washington, D.C.! I trust this message finds you all in good health and spirits.
As we reflect on the vibrant and joyful celebrations of our recently concluded National Day and Independence festivities, I would like to take this moment to extend my heartfelt thanks to each and every one of you. Whether you participated in person or from afar, your passion, dedication, and love for Belize were felt across borders. The unity and pride that our community displayed during this time serves as a powerful reminder of our shared heritage and deep connection, no matter where we may reside.
Your active participation—through cultural events, parades, and community gatherings—demonstrates that the Belizean spirit remains strong in the Diaspora. You play an essential role in promoting and preserving our identity and values, and I am deeply proud of how we continue to represent our beloved Belize on the world stage.
Here in Washington DC, we celebrated with a bang on Independence eve in the Hall of the Americas at the Organization of American States. We were honored by the presence of His Excellency Luis Almagro, Secretary General of the Organization of American States (OAS), His Excellency Nestor Méndez, Assistant Secretary General of the (OAS); Distinguished Ambassadors to the OAS and White House, Secretary of State of Washington D.C, Ms. Kimberly Bassett, Executive Director Mayor’s Office of Caribbean Community Affairs and other Representatives of the Mayor’s Office, Ms. Natalee Snider as well as distinguished Representatives from the State Department and Department of Homeland Security and fellow Belizeans. The event featured Belizean musical talent such as Meesha Steele, Clayton Williams, and DJ Heightz who helped to make our event a most outstanding and enjoyable one topped off by a session that had us all marching and waving our flags!
But we did more than dance, march and celebrate on that night. We reflected on our 43 years of Independence, noting the significant strides we have made, from our thriving tourism industry showcasing the natural beauty and rich heritage of our nation to the expansion in agriculture and the BPO sectors. For, as Prime Minister Briceño reported in his State of the Nation Address, our annual GDP has grown by more than 34 percent since 2020, and since April of this year, we have been enjoying historically low unemployment rate of 3 percent.
On September 4, we signed a historic compact with the Millennium Challenge Corporation for a US$125 million grant, 80 % of which will be spent on improving our education system, and the remaining 20% on enhancing our energy supply and reducing the cost using renewable sources. More than a grant, the MCC Compact recognizes that we are a model democracy with an excellent human rights record and no tolerance for any form of racism or discrimination.
So, as we now set our sights on October 12th, Indigenous People’s day, then Garifuna Settlement Day on November 19th, followed by the festive season of Christmas, I encourage us all to keep this momentum of engagement alive. Let us look forward to new opportunities to come together, share our traditions, and support one another. These special days are an opportunity to celebrate what makes us uniquely Belizean—our unique culture, our warmth, resilience, and generosity of spirit.
Once again, I extend my gratitude to you for making our Independence celebrations memorable, and I eagerly anticipate our continued collaboration as we continue the work of building and uplifting our homeland.
Together, let’s keep the flame of Belizean pride burning bright!

On September 12, 2024, H.E. Mrs. Rossana Briceño, the wife of the Prime Minister of Belize, attended the Fourth Summit of First Ladies and Gentlemen in Kyiv, Ukraine.
The summit, hosted by the First Lady of Ukraine, Olena Zelenska, brought together global leaders to discuss critical issues affecting families and children worldwide.
Mrs. Briceño was a key participant in the dimension titled “Child Safety in the Family,” which focused on pressing topics such as parenting challenges, government support for families, and mental health care for children within the family environment.
This dialogue aimed to foster collaborative solutions and share best practices to enhance child safety and well-being across diverse contexts.
The Fourth Summit of First Ladies and Gentlemen represents a pivotal moment for global leaders to unite and address the most pressing issues affecting families and children.
Mrs. Briceño’s engagement in these discussions highlights Belize’s commitment to international collaboration in safeguarding child welfare and promoting family support systems.

“Engaging Men and Boys to Advance Gender Equality and Help Prevent Gender-Based Violence” Training at the University of Belize | |
The Office of the Special Envoy for the Development of Families and Children, in collaboration with The Spouses of CARICOM Leaders Action Network (SCLAN), the Ministry of Human Development, Families & Indigenous Peoples’ Affairs, and with the generous support of the Taiwan Embassy and ICDF Taiwan, conducted a training session on Saturday, September 13th, 2024 entitled “Engaging Men and Boys to Advance Gender Equality and Help Prevent Gender-Based Violence” at the University of Belize, Belmopan.
Fifteen participants successfully completed the training, gaining critical knowledge on gender-based violence prevention, mental health awareness, building healthy relationships, and promoting gender equality in Belize.
This initiative plays a vital role in fostering equality and reducing violence, which are essential for the development of safer and more inclusive communities. We extend our sincere gratitude to the sponsoring organizations and to the University of Belize counselor for their coordination and partnership in making this event possible.

Ministry of Foreign Affairs Signs Women’s Economic Empowerment Agreement
The Ministry of Foreign Affairs joined with the Ministry of Human Development to sign an agreement to boost Women’s Economic Empowerment in Belize. The agreement, funded by the Republic of China (Taiwan), aims to build capacity for small business development, digital marketing, and capital. CEO Amalia Mai represented the Ministry at the signing and was joined by CEO Adele Catzim-Sanchez of the Ministry of Human Development, Families and Indigenous Peoples and Mr. Robert Pan, Chief of the Taiwan Technical Mission.

Rt. Hon. George Price House, Belize City
The Rt. Hon. George Price House in Belize City was the home of the Price Family and the birthplace of George Cadle Price, First Prime Minister of Belize and Father of the Nation. The colonial home will serve as an Education Center for the community, as a memorandum of understanding was signed this month between the Price Family and the Government of Belize. A plaque honoring the late Prime Minister was installed at the home this month.

Douglas Langford Jr., of Dangriga, has earned a scholarship to continue his academic and athletic career at the prestigious Harvard University. Langford has been a rising star in Belizean basketball, rising up through the primary school ranks to lead Belize’s U-18 team at the 2024 FIBA Under-18 AmeriCup in Argentina. Keep Your Eye on the Sky!
Skywatchers were treated to a wonderful month above! This year’s “Harvest Moon” was also a supermoon, which meant that it appeared much larger in the sky than normal. Earth has also picked up a second “mini-moon”, an asteroid which will be trapped in Earth’s orbit for about two months and will be visible at certain points throughout that time. There will also be a “Ring of Fire” Annular Solar Eclipse on October 2nd, which will be visible from the Pacific Islands to South America.

Ingredients:
- 4-5 lbs Gibnut meat and cut into small pieces
- One clove garlic
- One tsp Thyme, Salt and Black Pepper
- Cilantro
- One chopped Onion
- One chopped green or red sweet pepper
- 1/4 tsp of Cumin
- One tsp brown sugar
- One chopped tomato
- Recado (red paste used throughout Latin America)

Method:
First, wash your gibnut pieces into lime or vinegar. Season with recado, salt, black pepper, thyme, cumin, and cilantro.
Heat oil, then add brown sugar and observe to avoid burning, cook until completely melt out and turn brown.
Add smashed and chopped garlic, then add gibnut meat and brown properly on all sides. Add chopped Onions, sweet pepper and tomato, and a half cup of water.
Cook on medium heat and cover pot to simmer. Continue adding water so that the pan is never completely dry. Cook until gibnut meat is tender. And Enjoy!

Ingredients
- 1 1/2 cups butter or margarine, softened
- 3 cups granulated sugar
- 4 large eggs (or 5 medium-sized eggs)
- 3 cups all-purpose flour
- 4 tablespoons cornstarch
- 1 tablespoon lemon essence
- 1 teaspoon vanilla extract
- 3/4 cup 7 UP soda
For the Glaze:
- 1 cup powdered sugar
- 2 teaspoons lemon juice
- 1 teaspoon 7 UP soda
Alternative Ingredients:
- For a dairy-free version, use plant-based butter.
- For a gluten-free cake, substitute the flour with a gluten-free all-purpose blend.

Method:
Preheat your oven to 350°F (175°C). Grease and flour a Bundt pan or a 9-inch deep round cake pan.
In a large mixing bowl, cream together the butter and sugar with an electric mixer for 10 minutes until very creamy.
Add the eggs one at a time, beating well for one minute after each addition.
Sift together the flour and cornstarch. Gradually add to the creamed mixture, alternating with the 7 Up, until all flour is incorporated.
Stir in the lemon essence and vanilla extract until well mixed.
Pour the batter into the prepared pan and smooth the top with a spatula.
Bake for 60 minutes, or until a toothpick inserted into the center comes out clean. If necessary, bake for an additional 10 minutes and test again.
Allow the cake to cool in the pan for 10 minutes, then turn out onto a wire rack to cool completely.
For the Glaze:
In a small bowl, whisk together the powdered sugar, lemon juice, and 7 Up until smooth.
Drizzle over the cooled cake.
Serving Suggestions:
Serve this cake as a refreshing end to a hearty Belizean meal, perhaps following a savory plate of stewed chicken with rice and beans. Pair it with a cup of Belizean coffee or a glass of cold milk.
Tips and Tricks:
Ensure all ingredients are at room temperature for the best texture.
For a lighter cake, you can substitute the butter with an equal amount of unsweetened applesauce.
Variations:
Add a tablespoon of grated lime zest to the batter for an extra citrus kick.
Mix in a half cup of coconut flakes for a tropical twist.

Prime Minister Briceño's Latest Statement on the ICJ | |
Belize Submits Its Counter-Memorial to the ICJ Regarding the Guatemalan Claim

On June 3rd during the sitting of the House of Representatives, Prime Minister John Briceño announced that Belize delivered its counter-memorial to the Registrar of the International Court of Justice in The Hague. Belize’s counter-memorial makes a robust defense of Belize’s sovereignty over its entire territory including islands and the pertaining maritime areas under international law.
Following the timetable announced by the Court, which was amended as a result of the pandemic, Guatemala submitted its memorial on December 8, 2020, and is due to submit its reply to Belize’s counter-memorial in December 2022. Belize will then have until June 2023 to submit its rejoinder, after which the Court will set a date for the oral hearings. Briceño says that the hearing is expected to possibly be held by 2024.
